Water Bond Issue to beheld on Saturday, May 6, 1972, and expressed its desire to go on record as favoring said issue5 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanHarper Godwin Tax CollectorEleanor Hooks LibrarianM W Knott Electrical InspectorEdith Park Social ServicesX46April h 1972 Cont6 Participation of Extension Service Salaries RevisedC W Tarlton, Extension Chairman, advised the Board that he had been working with Dr Andrewsof the State Extension Department relative to the equalizing of the County participation in-salaries forthe local extension department as well as equalizing State participation Mr Tarlton advised that itwould not cost any additional money, it would simply be an a cross - the -board State participation of 5761and County participation of 42385, this to be effective April 1, 1972Commissioner Norman C Denning moved that Mr Tarltons recommendation be approvedCommissioner Frank B Holding seconded the motion which was carried7 Bids - Clayton and Benson Rescue Squad BuildingsPursuant to an order of the Board of Commissioners and after due advertisement the following bidswere received and opened for the renovation of the Clayton Rescue Squad Building and the Benson RescueSquad BuildingBENSONa Mangum and Sorrell, Benson, North Carolina20,39100 Materials and Laborb Maynard M Coats, Clayton, North Carolina19,47108 Materials and LaborCLAYTONa Maynard M Coats, Clayton, North Carolina7,86349 Materials and Laborb Ron Shamblin and Associates, Inc, Raleigh, North Carolina4,98100C S R Hinnant and Sons, Selma, North Carolina5,00000d Harvey B Gordon, Clayton, North Carolina39992000After discussion, Commissioner Adam J Wh,jtley, Jr moved to accept the low bid on the Claytonproject of Ron Shamblin and Associates, Inc, Raleigh, North Carolina, provided the bid meets theapproval of the Governors Highway Safety Program and that the Company provides satisfactory bond Itwas further moved that if this bid of Ron Shamblin and Associates, Inc, was not agreeable that the nextlow bid of S R Hinnant and Sons be acceptedCommissioner Norman C Denning seconded the motion which was carried8 Benson RescueSquad Building Bids RejectedCommissioner Frank B Holding moved that all bids for the Benson Rescue Squad Building be rejectedand be re- advertised according to revised specificationsCommissioner Norman C Denning seconded the motion which was carried9 overall EconomicDevelopment Plan AcceptedW B Strickland, Chairman of the Overall Economic Development Committee, presented the Board with-a program which had been developed by his committee, with the assistance of East Carolina UniversityRegional Development InstituteCommissioner Frank B Holding moved that the Overall Economic Development program be accepted andthat the following resolution be adoptedWBEREAS, it has been recognized by the leadership of Johnston County that long range planning isnot only important, but necessary to the future of Johnston County, andWHEREAS, itis the intention of the present Board of Commissioners of Johnston County to assurethe proper development, not only on behalf of the present citizenry, but also for the citizens of thefuture, andW EREAS, it is the policy of the Economic Development Administration, Department of Commerce, torequire that long range plaiting be performed entitled An Overall Economic Development Plan, andWHEREAS, such objectives have been reached through theOverall Economic Development PlanningCommittee, which has presented such plan and objectives to this CommissionNOW THEREFORE, BE IT RESOLVED that the overall Economic Development Plan as presented to theJohnston County Board of Commissioners on this the 4th day of April in the year of Our Lord NineteenHundred and Seventy -Two, is hereby adopted as the official Overall Economic Development Plan of JohnstonCountyAttestJ DOBBIN BAILEYChairmani47Commissioner Norman C Denning seconded the motion which was carried unanimously10 Housing Authority By-LawsW Carroll Stephenson, Chairman of the Local Housing Authority Advisory Board, advised the Boardof Commissioners that in order to proceed through the Eastern Carolina Regional Housing Authority thatthe Advisory Board membership should be reduced to five 5 members, and presented other instructionsas set out in Article VI of the Eastern Carolina Regional Housing Authority By -Laws regarding theappointment of Local County Advisory BoardsThis matter was discussed by the Board and it was decided to remove three 3 members from theeight 8 member Advisory Board namely; Paul Keller, Troy Page, Jr and Joseph E Norris, this wouldleave an Advisory Board of W Carroll Stephenson, H F Palmer, Milton Toler, Rev Robert L Atkinsonand Dr B L Woodard11 Organization of Board of Equalization and ReviewThe Board of County Commissioners organized as a Board of Equalization and Review and the oathswere administered by Will R Crocker, Assistant Clerk of Superior Court12 County to Pay Fees to Day Care Center for Mentally Retarded ChildrenCommissioner Adam J Whitley, Jr moved that the County pay to the Johnston County Day CareCenter for Mentally Retarded Children 13500 per month, effective May 1, 19729 this payment is tocover fees paid by various parents having children in the Day Care Center, and to eliminate any chargeby the centerCommissioner Frank B Holding seconded the motion which was carried unanimously13 Payment to Benson LibraryCommissioner Frank B Holding moved that the Benson Library be paid 750000 as the finalpayment as agreed to previously Commissioner Holding further moved that this 750000 be transferredfrom the Contingent Fund and appropriated to the Benson Library Account as set out in the budget of1971 -1972Commissioner Freddie Adams seconded the motion which was carried14 Payment for Drainage Ditch - W E Blackmon Construction CompanyCommissioner Norman C Denning moved that W E Blackmon Construction Company, Smithfield, NorthCarolina, be paid 3,000 for digging a drainage ditch from the sanitary landfill, this to be chargedto the landfill appropriationCommissioner Freddie Adams seconded the motion which was carried15 Produce Market Property to be Cleaned UpCommissioner Norman C Denning moved that Commissioner Adam J Whitley, Jr be authorized toemploy someone to clean up the old produce market property and that he supervise said projectCommissioner Freddie Adams seconded the motion which was carried16 State Equalizing Percentage Formula ReducedMrs Edith Park, Director, Department of Social Services, in making her report, advised the Boardthat the State equalizing percentage formula had been reduced from 1752 to 116 for administration andfrom 308 to 253 for Public Assistance17 Unemployment Compensation Request for Community Action RenewedwPaul Keller, Executive Director, Johnston County Community Action, came before the Board renewinghis request for 3206 to pay unemployment compensation Mr Keller was advised by the Chairman thatthe County had no more funds available for his agency18 Johnston County Community Action Applying for Community PlannerPaul Keller advised the Board that Johnston County Community Action was applying for a grant fora Community Planner whose salary would be paid by OEO, Mr Keller asked that the Board write a letterendorsing this position in principleAfter a discussion, Commissioner Norman C Denning moved that the Board take Mr Kellers requestunder considerationCommissioner Freddie Adams seconded the motion which was carried19 Lots in KenlyMr John Henry Jones of Kenly came before the Board and expressed an interest in the purchase ofcertain lots in Kenly for which the County holds titleAfter some discussion with Mr Jones, the matter was referred to W R Britt, County Attorney,and Harper Godwin, Tax Collector, with instructions to see what could be worked out in order for theCounty to sell this property84 8A ril 1972 Cont20 Replacement on Mental Health Area BoardCommissioner Adam J Whitley, Jr requested that he be replaced on the Johnston County MentalHealth Area Board because of his hearing difficutlyCommissioner Norman C Denning moved that Commissioner Whitleys request be granted and thatCommissioner Freddie Adams be appointed to replace Commissioner Whitley on the Johnston County MentalHealth Area BoardCommissioner Frank B Holding seconded the motion which was carried unanimouslyUpon a motion made and duly seconded the Board recessed subject to call of ChairmanW H Britt, Clerkid
