John Dail and Mayor J HaydenWiggs, acing as spokesman, appeared before the Board requesting that distribution of the one 1? centssales, tax money be on a population rather than an ad valorem property valuation basisMr E 0 Adams, President of Johnston County Farm Bureau, along with other members met withthe Board and expressed strong opposition to the Mayors requestAfter a very lengthly discussion, Commissioner Frank B Holding moved that the Board ofCommissioners rescind its previous ad valorem distribution decision and agree to distribute the salestax money if the election should carry on a population basisCommissioner Holding received no second to his motion16 Resolution - Calling for Special One Cents Sales Tax ElectionUpon motion of Freddie Adams, seconded by Adam J Whitley, and unanimously carried, the Boardvoted to make a written request to the Johnston County Board of Elections to call a special electionfor the purpose of submitting to the voters of Johnston County the question of whether or not a oneper cent 0 sales and use tax shall be levied in accordance with the provisions of General Statutes105 -465 and Chapter 77 of the 1971 Session Laws of the General
