Carolina Power and Light Company _-_County Dog PoundCommissioner Adam J Whitley, Jr moved that J Dobbin Bailey, Chairman, be authorized toexecute the easement for Carolina Power and Light to run a power line to the Johnston County Dog Poundlocated on the old County Home propertyCommissioner Norman C Denning seconded the motion which was carried unanimously2 Statement # 2 - J P Rogers Construction CompanyWilliam Ragsdale, Engineer, appeared before the Board and presented the final statement fromJ P Rogers Construction Company in the amount of 8,14626 for running the water line from 70-A toRicks Road connecting Smithfield and Selma Mr Ragsdale explained that the statement was 50520 lessthan the original contracted price, this due to the fact, that the water line was installed by openboring method without casing permission from Highway Department to furnish the Town of Selma withwater immediately due to an extreme emergency MrRagsdale further,stated that if the Highway Department,at a later date, should request that casing be put under the road the County would not be obligated forany more than agreed to in contract, or 50520, since the Town of Selma had agreed to absorb thebalance3 Payment to J P Rogers Construction Company and Ragsdale EngineersCommissioner Norman C Denning moved that statement # 2 from J P Rogers Construction Companyin the amount of 8,14626 and engineering fees from Ragsdale Engineers in the amount of 1,55976 bepaidCommissioner Freddie Adams seconded the motion which was carried unanimously4 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanHarper Godwin Tax CollectorM W Knott Electrical InspectorRubert C Barbour Dog WardenEleanor Hooks LibrarianEdith Park Social ServicesWilson Broadwell Civil Defense5 Road Petition - Discussion of Grant for Landfill OperationMr Ottis Ross, County Supervisor, and Mr Paul Wetmore, District Supervisor, with the FarmersHome Administration, met with the Board and discussed the possibility of federal aid grant to assistthe county in its landfill operation, when and if, the Board should feel a need at a later dateIl8 Bertha Raiford Yelverton PropertyUpon motion of Commissioner Frank B Holding and the second of Commissioner Norman C Denning,it was_?unanimously ordered that Jim White be authorized to sell to any qualified buyer the Bertha RaifordYelverton property in the Town of Kenly for the fair value of 5000, and it was further ordered _that JimWhite be paid a commission from said sale, when commmated, not to exceed ten per cent of the purchaseprice It was further ordered that the Town and County taxes, if any, be paid upon said property, thatthe welfare lien for Johnston County be paid, and that the remaining proceeds, if any, be paid to WakeCounty upon the welfare lien in said County9 Road Petition - Extension of S R # 1318The Board of Commissioners was presented with a road petition from property owners requestingthe extension of S R # 1318 located in Pleasant Grove TownshipCommissioner Adam J Whitley, Jr moved that the petition be mailed to the State HighwayCommission in Wilson, North Carolina, with the Boards recommendations for considerationCommissioner Freddie Adams seconded the motion which was carried10 Report - New CourtroomMr James C Woodard, Clerk of Superior Court, made a report on the new courtroom Mr Woodardstated he felt that everything was fine with the exception of the heating and air conditioning unit,this unit appearing to have an insufficient number of return air ducts for size of building The Boardasked that final payment for this contract and engineering fees be held until this matter is straightenout11 Courthouse Parking - RecommendationsMr James C Woodard, Clerk of Superior Court, presented to the Board parking recommendationsfor the Courthouse area Mr Woodard advised the Board that these recommendations were made in an effortto improve parking facilities and provide parking space for those persons working with local Governmentand wholare housed in the Johnston County Courthouse or other County buildings The Board assured MrWoodard that it would take this under study and careful consideration12 Painting at Tax Collectors OfficeThe Board of Commissioners was advised that some painting needed to be done on the woodworkand windows at the Tax Collectors Office Chairman Bailey instructed Commissioner Adam J Whitley, Jrand Harper Godwin, Tax Collector, to get this work done13 Approval -
