S R # 2541The Board of County Commissioners was presented a road petition from R C Thornton and a groupof interested citizens on S R # 2541 asking the Board to use their influence in getting this roadpaved They were advised that the paving priority on this road was number 212, but Commissioner NormanDenning volunteered to contact W H Pridgen, District Engineer, and ask him to put this road in goodcondition However, the Board moved that this petition be mailed to the State Highway Commission inWilson,, North Carolina, with its recommendations for consideration2 Road Petition - S R # 1310Glenn Pleasant, Route # 1, Benson, N C, of Pleasant Grove Township came before the Boardasking its recommendations for the paving of S R # 1310Commissioner Norman C Denning moved that his request be forwarded to the State HighwayCommission in Wilson, N C, with the Boards recommendationsCommissioner Freddie Adams seconded the motion which was carried3 Mental Health Authority - New Unit at HospitalMoses W Stancil, Chairman, Mental Health Advisory Board, James L Creech and H F Palmer,members of the Board, appeared and requested thatthe Board of Commissioners take some action as to theguide lines to be set up in the management of the Mental Health Authority at the new hospital extensionIt was discussed and decided that Commissioner Frank B HQTding should represent the Board ofCommissioners in meeting with the Mental Health Authority and the Johnston Memorial Hospital Board ofTrustees regarding this matter4 W S Hicks - Tax ComplaintMr W S Hicks, Selma, North Carolina, appeared before the Board with a tax complaint He hadbeen charged with interest which he did not know he owed Mr Hicks explained that hehad always kepthis taxes paid _After quite a bit of discussion, Commissioner Frank B Holding moved that the penalties andforeclosure cost be released from Mr Hicks delinquent tax statementCommissioner Freddie Adams seconded the motion which was carried unanimously5 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanM W Knott Electrical InspectorHarper Godwin Tax CollectorL P Creech Veterans Service OfficerRubert C Barbour Dog WardenEdith Park Director of Social ServicesEleanor Hooks Librarian6 Johnston Technical Institute - Veterans ProgramtiDr John Tart, President, Johnston Technical Institute, and L P Creech, Veterans ServiceOfficer,met with the Board and introduced the farm program available to veterans through the TechnicalInstitute and expressed the need for a garage building or some building that could be used for suchpurposeThe Board advised Dr Tart and Mr Creech to confer with Mr E S Simpson, Superintendentof Public Schools, and see if there was a vacant school building or workshop available7 Mr A P Winfrey, Executive Director, Eastern Carolina Regional Housing AuthorityMr A P Winfrey, Executive Director, Eastern Carolina Regional Housing Authority, along withCommissioner Bill Joe Austin of Johnston County and Mr Buck Jones, State Housing Specialist, met withthe Board and held quite a lengthy discussion as to housing projects in Johnston County They offeredJohnston County the services of the Eastern Carolina Authority Mr Winfrey suggested that maybeJohnston County Board of Commissioners should appoint a Housing Authority Advisory Committee to workwith Mr Austin and the authoritys office in Goldsboro in planning housing for Johnston County MrWinfrey made it very plain that final decisions would be determined by the Authoritys Board, however,the Advisory Committee of Johnston County could make any recommendations so desired26November 1, 1971 ContUpon motion by Commissioner Frank B Holding and seconded by Commissioner Norman C Denning itwas unanimously ordered that an Advisory Committee be created to make recommendations concerning housingfor Johnston County to the Eastern Carolina Regional Housing Authority and that the present members ofCarroll Stephenson, Chairman, Dr B L Woodard, Milton Toler, Rev Robert L Atkinson, H F Palmer,together with Paul Keller, be appointed to said Advisory Committee8 Eleanor Parker, Alcoholism CounsellorPaul Keller, Executive Director, Johnston County Community Action, introduced to the Board, MrsEleanor Parker, Alcoholism Counsellor Mrs Parker is to inaugurate a new program under the auspices ofthe Johnston County Community Action and at the present time will establish offices in Selma Thisproject has been funded for two 2 years by OEO9 Grant - Triangle Commission ion on Criminal JusticeSheriff Rayford Oliver and Cecil Hargett, Assistant Planning Director, Triangle Commission onCriminal Justice, informed the Board that the Commission had approved a 1250 grant for the purchase ofequipment, and that such equipment was needed by the Sheriffs Department Mr Hargett further statedthat matching funds in the amount of 833 wouldbe required from the CountyAt this point, Commissioner Frank B Holding moved that 833 be appropriated to match theseavailable fundsCommissioner Norman C Denning seconded the motion which was carriedIn further discussion of federal funds available to Johnston County, Mr Hargett informed theBoard that the Triangle Commission was prepared to make a grant of 13,500 available for the employmentof three 3 additional deputies for the year beginning July 1, 1972 These funds are appropriated ona matching basis of 25 from the County for the first year If the County should continue the employmentof these deputies it would have to provide an increasing matching part for another year Mr Hargettexplained that plans for the 1973 budget should be submitted within the next thirty 30 daysCommissioner Frank B Holding moved that Sheriff Rayf ord Oliver and Commissioner Freddie Adamswork with Mr Hargett in preparing the 1973 budget for the Johnston County Sheriffs DepartmentCommissioner Norman C Denning seconded the motion which was carried10 Sanitary Landfill Discussion - State Board of HealthMr 0 W Strickland, Supervisor of Solid Waste Management, State Board of Health, met with theBoard and advised that the proposed Sanitary Landfill site to be acquired from the State Highway Commissiwas unsatisfactory He explained to the Board that the water level was to low to use for waste disposalThe Board of Commissioners requested an appointment with Mr Strickland at a later date, the dateof November 15, 1971, at 930 am was suggested and agreed upon Mr James Griffin, Soil Conservationist,was invited to be present11 Additional Space - Food Stamp OfficeMrs Edith Park, Director of Social Services, in making her report requested the need for morespace for an Eligibility Specialist at the Food Stamp OfficeNo action was taken on this matter at this time12 Paving at HospitalJ Marvin Johnson, Chairman of the Johnston Memorial Hospital Board of Trustees, along withLloyd Gilbert, Administrator, met with the Board and suggested the paving of the road from back of thenurses home out to 301 highway After discussion of the matter, Commissioner Frank B Holding movedthat Mr Johnson and himself attempt to get the road paved by the State Highway Commission, it wasunderstood that the part that the State would not do the County would doCommissioner Freddie Adams seconded the motion which was carried13 Appointment of Office to Supervise and Direct the Removal and Reinterment of GravesIn accordance with G S 65- 13G, the Board of County Commissioners on a motion of CommissionerFrank B Hording and seconded by Commissioner Norman C Denning, appointed W H Britt, Auditor, as anofficer to supervise and direct the removal and reinterment of graves as requested by Office of theAttorney General14 Johnston County Recycling CenterAt the request of Mrs Macy Hoyle, Commissioner Frank B Holding moved that the Board go onrecord as endorsing the Johnston County Recycling CenterCommissioner Adam J Whitley, Jr seconded the motion which was carried unanimously1327November 1, 1971 Contit 115 1971 Tax Levy Turn Over To Tax CollectorUpon a motion by Commissioner Norman C Denning and seconded by Commissioner Adam J Whitley,Jr, the following report was approvedReceived16 Road Petition -
