Meeting of Board of Commissioners for the County of JohnstonMarch 15, 1971The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse in Smithfield, North Carolina, March 15, 1971, at 730 pm, withthe ,ollbOing members ;present _J Dobbin Bailey, Chairman, Norman C Denning, Adam J Whitley, Jr, Frank B Holding andFreddie AdamsMembers Absent NoneThe following bus ines s was transacted1 Acting SecretaryCommissioner Norman C Denning moved that Eleanor N Creech be appointed Acting Secretary tothe Board of County CommissionersCommissioner Adam J Whitley, Jr seconded the motion which was carried2 Plumbing Contract Bids - CourtroomPursuant to an order of the Board and after due readvertisement the following bids werereceived and opened on the plumbing phase of the renovation of the Herald Buildinga Mechanical Associates, Inc, Cary, North Carolina6,70000 5 Bid Bondb W M Wiggins and Co, Wilson, North Carolina3970000 5 Bid BondAfter much discussion of the renovation of the Herald Building for a district courtroom andthe feasibility of this building compared to a new building, the Board of County Commissioners deferredaction on awarding any contracts on the renovation of the Herald Building until March 30, 1971Commissioner Frank B Holding and Commissioner Freddie Adams were instructed to check withthe Governors Highway Safety Committee to see if there are any available funds for this type ofconstruction and report baek to the Board at the earliest possible date, or by March 30, 19713 Sanitary Landfill Program - DiscussionMr Lonnie Poole, Jr, with Waste Industries, Incorporated of Raleigh, North Carolina, metwith the Board of Commissioners and discussed in full detail the operation of a sanitary landfillMr Poole presented a film on the different types of solid waste disposal and the effectiveness of asanitary landfill, if operated in the proper mannerAfter a very lengthy discussion on the sanitary landfill, Commissioner Frank B Holdingsuggested that Mr Poole be asked to make specific recommendations to the Board of County Commissionerson the complete operation of three sanitary landfills in the county, including the purchase or leasingof the land, the manpower and running the landfills Mr Poole was to communicate with ChairmanBailey and report back to the Board on March 30, 19713 Helen M Ray - PEN Supervisor I - Health DepartmentCommissioner Norman C Denning moved that the salary of Helen M Ray, Public Health NurseSupervisor I be increased from 55900 per month to 61200 per month effective March 11, 1971Commissioner Frank B Holding seconded the motion which was carriedUpon a motion by Commissioner Frank BJr, the Board recessed to meet again March 30,of the Courtroom bids and sanitary landfills— le?lEleanor N Creech, Ring ClerkHolding and duly seconded by Commissioner Adam J Whitley,1971, at 730 pm, for the purpose of further study¦
