Meeting of Board of Commissioners for the County of JohnstonJune 8, 1971The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, North Carolina, Tuesday, June 8, 1971, at 8 oclock pm,with the following members presentJ Dobbin Bailey, Chairman, Adam J Whitley, Jr, Norman C Denning, Frank B Holding, andFreddie AdamsMembers Absent NoneThe following bus ines s was transacted1 Acting SecretaryCommissioner Freddie Adams moved that Eleanor N Creech be appointed Acting Secretary to theBoard of Commissioners for the June 8, 1971, meetingCommissioner Frank B Holding seconded the motion which was carried2 ,Budget Hearing Board of EducationiThe Johnston County Board of Education, with all members present, E S Simpson, Superintendent -,J Burke Long, Assistant Superintendent and Carlton Daughtry, Assistant Superintendent, met with the Boardand reviewed its 1971 -1972 budget requestThe Board of Commissioners, along with the Board of Education, discussed this budget at length,but no action was taken at this time pending further study3 Resolution - Johnston Technical Institute - Charter StatusCommissioner Adam J,Whitley, Jr introduced the following resolution and moved that it be adoptedRESOLUTIONThe Board of County Commissioners of Johnston County joins the Board of Trustees of JohnstonTechnical Institute in requesting the State Board of Education, the Governor and the Advisory BudgetCommission to,approve the conversion of Johnston Technical Institute from an extension unit to achartered technical institute, effective July 1, 1971, and agrees to support the local budget of the`institution as approved by the Board of County Commissioners under authority granted by Article IX,Section 22 of the North Carolina Constitution and GS 115A -20 as amended by the 1971 General AssemblyCommissioner Norman C Denning seconded the motion which was carried unanimouslyUpon a motion by Commissioner Freddie Adams and duly seconded by Commissioner Norman C Denningthe Board recessed to meet again Tuesday, June 15, 1971, at 8 oclock pm, in the Auditors Office forthe purpose of further budget studyEleanor N Creech, cting Secretary
