2saMeeting of Board of Commissioners for the County of Johnston-January 4, 1971The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse in Smithfield, North Carolina, January 4, 1971, at 11 oclock am,with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr andFreddie AdamsMembers Absent NoneThe following business was transacted1 Federal Aid - Local Law Enforcement AgenciesCecil Hargett with Triangle Commission on Criminal Justice, appeared before the Board andexplained where the County was missing out on substantial funds that could be acquired through thefederal government in matters such as law enforcement, jail improvements and several other facilitiesThe Board discussed at length the program with Mr Hargett and concluded that it was a matterworth giving serious considerationSheriff Rayford Oliver was called into the discussion and explained that the jail at the presenttime was meeting inspections, but needed substantial repairsAt the conclusion of the discussion, Commissioner Frank B Holding moved that Sheriff Oliverhave at least two weeks with Mr Hargett to survey needs that would come under the eligibility of thisprogram and that the Board meet again on January 19, 1971, at 7 30 pm, to make some final decisionCommissioner Norman C Denning seconded the motion which was carried2 Water System Study Benson and Four OaksMayor Howard Benton of Benson and Mayor Sherwood Parker of Four Oaks met with the Board ofCounty Commissioners and stressed the need of increased water supply and questioned the idea of hookingon to Smithfield It was the thinking of the Board that such action should be taken requesting afederal grant to finance a study regarding the matterUpon a motion by Commissioner Frank B Holding, J D Bailey, Chairman of the Johnston CountyBoard of Commissioners, Mayor HowardBenton of Benson and Mayor Sherwood Parker of Four Oaks wereinstructed to, with the assistance of W R Britt, County Attorney, and if necessary to use Countyfunds, to begin such studyThe motion was seconded by Commissioner Adam J Whitley, Jr and carried3 ReportsThe following reports were filed with the BoardM W Knott Electrical InspectorCameron Garris Extension ServiceEdith Park Director of Social ServicesRubert Barbour Dog WardenWilson Broadwel l Civil DefenseHarper Godwin Tax CollectorEleanor Hooks Librarian4 Additional Office Space Needed - Food Stamp ProgramMrs Edith Park, Director of Social Services, in making her report advised the Board that shehad employed Martha Burns, as an Eligibility Specialist and Assistant in the Food Stamp Program, andthat it had created a space problemCommissioner Norman C Denning moved that Commissioner Adam J Whitley, Jr look into thesituation and make some available office space for the additional Social Services workerCommissioner Frank B Holding seconded the motion which was carried5 Associated Surveys - Payment # 17W H Britt, Auditor presented the Board with a statement from Associated Surveys Company for6,25000, representing the 17th payment for work completed on the Revaluation ContractCommissioner Adam J Whitley, Jr moved that Associated Surveys be paid 6,25000 in accordancewith its statementThe motion was seconded by Commissioner Freddie Adams and was carriedIt;?
