January 19, 1971 - Recessed1 2Fit widthMeeting of Board of Commissioners for the County of JohnstonJanuary 19, 1971The Johnston County Board of Commissioners met in special session in the Commissioners Room ofthe Johnston County Courthouse in Smithfield, North Carolina, January 19, 1971, at 730 pm, with thefollowing members presentJ Dobbin Bailey, Chairman, Norman C,Denning, Frank B Holding and Freddie AdamsMember Absent Adam J Whitley, JrrThe following business was transacted1 James R Durham, Planning Director - Triangle Commission on Criminal JusticeMr James R Durham, Planning Director for the Triangle Planning Commission ,of the GovernorsLaw and Order Commission on Criminal Justice, met with the Board and explained that Johnston County wasthe only county in the Triangle District that was not participating in the programMr Durham, who had worked with Sheriff Rayford Oliver, suggested several projects that could beimplemented by the County and receive federal financial participationAfter a lengthy discussion of the Countys needs, Commissioner Frank B Holding moved that theCounty Attorney be instructed to work with,Mr Durham in making application for 1969 -1970 fundsCommissioner Norman C Denning seconded the motion which was carried2 County to Participate in Federal ProgramCommissioner Norman C Denning moved that the Board of County Commissioners participate in thefull program as it was presentedThe motion was seconded by Commissioner Frank B Holding and was carried 3 Committee to Work Out Sheriffs Department NeedsCommissioner Frank B Holding moved that Commissioner Freddie Adams, who had recently beenappointed a member of the Policy Board and Executive Committee of the Triangle Commission on CriminalJustice, Sheriff Rayford Oliver and County Attorney W R Britt, be appointed as a Committee and directedto work out the requirements of the Sheriffs needs for a six month period, and make recommendations toMr Durham, including necessary repairs to the county jailCommissioner Norman C Denning seconded the motion which was carried4 Benson - Four Oaks Water System StudyCommissioner Frank B Holding and Chairman Bailey reported that they had conferred with L EWooten and Associates in regards to a survey of the proposed Benson - Four Oaks Water System to be usedin applying for a federal grant The cost of the study is to be 5,00000 The County will beresponsible for the cost of the survey and study, but if a grant is secured the money would be returnedto the CountyCommissioner Norman C Denning moved that L E Wooten and Associates be instructed to proceedwith the survey and study as outlined aboveThe motion was seconded by Commissioner Frank B Holding and was carried5 General Fund Loan to Johnston Memorial Hospital Building FundAt the request of W H Britt, Auditor, Commissioner Freddie Adams moved that 78,58890 ofGeneral Fund money be loaned temporarily to the Hospital Building Fund `-Commissioner Norman C Denning seconded the motion which was carried6 Guard Rails on Highway 70 at Holts PondCommissioner Freddie Adams moved that the State Highway Commission be requested to erect guardrails along Highway 70 on the west side of Holts Pond, as this was a very dangerous drive and that twopeople had recently been killed at this siteThe motion was seconded by Commissioner Frank B Holding and was carried7 Reappointments to Hospital Board of TrusteesCommissioner Frank B Holding moved that H M Grizzard, Jr, of Kenly, N C, Ralph Medlin ofBenson, N C, and Hubert Massengill of Four Oaks, N C, be reappointed to the Johnston Memorial HospitalBoard of Trustees, their term to expire October 1, 1976The motion was seconded by Commissioner Freddie Adams and was carriediyIJanuary 19, 1971 Cont8 Rent - Produce Market LandCommissioner Freddie Adams moved that W H Britt, Auditor, be authorized to rent the tobaccoallotment on the Produce Market property at a price of not less than twenty 20 cents per pound andthe other tillable land at the best price could be acquiredCommissioner Frank B Holding seconded the motion which was carriedUpon a motion by Commissioner Frank B Holding and duly seconded by Commissioner Norman CDenning the Board adjournedW H Britt, Clerk
