256February 5, 1971February 5, 1971The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse in Smithfield, North Carolina, February 5, 1971, at 7 oclock pm,with the following members presentNorman C Denning, Vice Chairman, Frank B Holding, Adam J Whitley, Jr and Freddie AdamsMember Absent J Dobbin Bailey, ChairmanThe following business was transacted1 Town of Clayton Dump Open To IndividualsThe Board met with a delegation from Clayton who discussed with the Commissioners the idea ofopening their dump to the publicAfter a lengthy discussion, Commissioner Adam J Whitley, Jr moved that the Town of Claytoncontinue to charge commerical haulers and industries, but to charge no individuals, and that they beallowed to dump at any time, at the countys expense of not less than 100 per month ?This program,to,begin February 15, 1971Commissioner Frank B Holding seconded the motion which was carried2 County Individuals to Use Smithfield Landfill - Trial BasisCommissioner Frank B Holding advised the Board that he had contacted officials of the Townof Smithfield and that they were willing to open their landfill to individuals, but no commercialhaulers or industries be allowed to use the landfill atthe countys expenseCommissioner Adam J Whitley, Jr moved that any individuals of the county be allowed to usethe Smithfield landfill, but no commercial haulers or industries be allowed to use same, and the periodof one 1 month be set up as a trial basis, subject to change at the end of a 30 day period Thisprogram to begin February -15, 1971Commissioner Freddie Adams seconded the motion which was carriedUpon a motion by,Commissioner Frank B Holding and duly seconded by Commissioner Norman CDenning the Board recessed to meet again Wednesday, February 10, 1971, at 7 oclock pm, for thepurpose of reviewing plans for raw garbage disposal, with other towns in the County, who could notbe present at the meeting on February 5, 1971TAY H Britt, ClerkNorman C Denning, Vice Chairmary
