257-Meeting of Board of Commissioners for the County of JohnstonFebruary 10, 1971The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, at 7 oclock pm, with the followingmembers presentJ Dobbin Bailey, Chairman, Norman C Denning, Adam J Whitley, Jr, Frank B Holding andFreddie AdamsMembers Absent NoneThe following business was transacted1 Acting SecretaryCommissioner Adam J Whitley, Jr moved that Eleanor Creech be appointed Acting Secretary tothe Board of County CommissionersCommissioner Norman C Denning seconded the motion which was carried unanimously2 Solid Waste Disposal DiscussionThe Board again met to further discuss the solid waste disposal problem in the County MayorWilliam Bagley, Douglas McCormac and F A Traynham of Clayton, along with Mayor John Dail and Joe -Grimes of Smithfield met with the Board and explained that their towns, along with other towns in theCounty, were very much concerned about the Boards thinking and plans for Solid Waste Disposal inJohnston County Mayor Dail stressed the fact that it was very important that something be done,even though Smithfield was not hurting, at the present time, as other municipalities Joe Grimes,of Smithfield, N C, who is in the solid waste disposal business, proposed to the Board that he couldtest theory of solid waste collection between now and July 1, 1971, for the County3 Towns To Open Garbage DumpsAfter a very ,lengthy discussion, Commissioner Adam J Whitley, Jr moved that the County enterinto an agreement with Selma, Benson, Kenly, Four Oaks and Princeton to open their garbage dumps toindividuals, effective February 15, 1971, on the same basis as Clayton and Smithfield, at a minimun feeof 10000 per month, and any other town that is willing to operate a dump Commissioner Whitleyfurther moved that if this fee is of sufficient, and expenses run more, the County will be willingto further negotiateCommissioner Norman C Denning seconded the motion which was carried unanimously4? Gravel - Rescue Squad Building LotCommissioner Adam J Whitley reported to the Board that the gravel that had bLen hauled tothe Johnston County Civil Defense Rescue Squad Building lot was not substantial, it was veryfmudd,y andthe lot was in bad shapeCommissioner Frank B Holding moved that Commissioner Adam J Whitley, Jr, be authorized tocontact Nello Teer Company at Princeton and have some rock gravel or screening hauled to the RescueSquad Building to up -grade the lot and parking areaCommissioner Freddie Adams seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank B Holding and duly seconded by Commissioner Freddie Adamsthe Board adjournedaEleanor Creech, Acting Clerkobt _
