Smithfield, North Carolina, December 6, 1971, at 11 oclock am,with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr andFreddie AdamsMembers Absent NoneThe following business was transacted1 H C Hicks, Tax List Taker - Pleasant Grove, TownshipMr H C Hicks, who has served for years as tax list taker in Pleasant Grove Township, appearedbefore the Board requesting a raise for the tax list takers in the various townships Mr Hicks ex-plained that the work load had increased tremendously in the past several yearsThe Board assured Mr Hicks that they would take this matter under consideration, but no actionwas taken at this time2 Regulations of Rental of Agriculture BuildingUpon motion of Commissioner Adam J Whitley, Jr and seconded by Commissioner Norman C Denningand carried, the following regulations governing use of the Johnston County Agriculture Building wereadopted1 The Johnston County Agricultural Building will be used by the County Extension Servicesand other governmental agencies, without charge for Educational purposes of adults andyouth2 Reservations may be made with the Secretary or the County Extension Chairman Includetime needed for preparation3 The Auditorium will be used by the Extension Homemakers Curb Market each Friday afternoonand no meeting should be planned before 700 PM on these days4 Occupants of the Agricultural Building will not be responsible for arranging chairs andtables Janitorial service may be available at nominal cost5 The Auditorium will not be reserved for any regularly scheduled meeting for a prolongedduration6 The Auditorium will be available to organizations, individuals or firms for meetings; butwill not be available for public dances A fee of 2500 for lights, heat or air condition -ing and a clean up fee of 600 for janitorial service will be charged to be paid inadvance A key can be picked up the day of use and shall be returned by noon the followingday A 200 key deposit is required7 A list of housekeeping details will be provided and must be signed by the individual makingreservationApproved byDate3 Mr Frank Lewis, North Carolina Association of County CommissionersMr Frank Lewis, with the North Carolina Association of County Commissioners visited anddiscussed with the Board the North Carolina Multi - County Planning Regions and Region J, of whichJohnston County is located Mr Lewis explained that Johnston County is part of a six - county regionestablished by Governor Scott The purpose of establishing the region is to enable member cities andcounties to jointly plan for growth and to obtain federal and state assistance more easily Mr Lewisfurther explained to the Board that Region J was the only region not organized and there would be anorganizational meeting in Raleigh, January 11, 1972Upon a motion by Commissioner Frank B Holding and seconded by Commissioner Freddie Adams itwas carried that Construction for the State Department of Community Collegesappeared before the Board of County Commissioners to explain the conditions governing a State grant forcapital improvements Mr Outland, along with John lart, President of Johnston Tech, and trusteesincluding W R Britt, M L Wilson, N C Cannady, Dr C C Sox, Dr John Denning,and M B Wilson,first chairman of Johnston Tech Board of Trustees, advised the Board that matching funds on a one toone basis would be available Mr Outland stated that Johnston Technical Institute expansion wasproposed at approximately one million dollars over a two or three year period, which would mean theCounty will have to appropriate about 500 thousand dollarsUpon a motion of Commissioner Frank B Holding, seconded by Commissioner Freddie Adams andcarried unanimously the Board of County Commissioners agreed to support the Johnston Technical Instituteexpansion after receiving official word that a half million dollars would be available from State funds6 Leaks in CourthouseMr James C Woodard, Clerk of Superior Court, reported to the Board that the Courthouse hadseveral bad leaks that needed attentionCommissioner Frank B Holding moved that Mr Woodard be authorized to get the necessary repairsmade to correct this problemCommissioner Freddie Adams seconded the motion which was carried7 1950 and Prior Personal Property Taxes to be Charged,OffUpon a motion of Commissioner Frank B Holding and seconded by Commissioner Adam J Whitley, Jrit was carried that all personal property taxes for the year 1950 and prior years be charged -off as un-collectible because Harper Godwin, Tax Collector has, after pursuing the collection of these assessmentsfor the past six years, determined that most of the people are deceased or cannot be located Thecharge -off recommended by Harper Godwin, Tax Collector andDaniel G Matthews, CPA, who has auditedthe Countys records for the past several years8 W H Pridgen, District Engineer, N C State Highway CommissionW H Pridgen, District Engineer, North Carolina State Highway Commission visited with theBoard9 Alcoholism Program - Center to Open in SelmaMrs Eleanor Parker, Alcoholism Counsellor, along with Paul Keller, Executive Director, JohnstonCounty Community Action, met with the Board and discussed the opening of the Alcoholic Center in SelmaMrs Parker stated that much progress had been made and they hoped to open about two -weeks beforeChristmas The Center will be opened twelve hours per day and on week -ends as neededMr Keller also reported on the Community Action transportation program funded by OEO10 Road Petition - S R # 1126The Board of Commissioners was presented with a road petition from property owners on S R# 1126 for the paving of this road The Board ordered that this petition be forwarded to the StateHighway Commission in Wilson with its recommendations for consideration11 Road Petition - Laurelwood Hills - Route # 3 -tismithfieldThe Board of Commissioners was presented with a petition from the property owners of LaurelwoodHills, Route # 3, Smithfield, N C, requesting the State Highway Commission to add this road to theSecondary Road System for maintenanceCommissioner Frank B Holding moved that this petition be approved and mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards recommendations for considerationCommissioner Adam J Whitley, Jr seconded the motion which was carried12 Road Petition - Rose Manor Park, SmithfieldThe Board of Commissioners was presented with a petition for the property owners of Rose ManorPark requesting the State Highway Commission to add Longview Drive, Kathy Circle, Brookside Drive,Woodcrest Avenue and Maple Circle to the Secondary Road System for maintenanceCommissioner Frank B Holding moved that this petition be approvedand mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards recommendations for considerationCommissioner Norman C Denning seconded the motion which was carried13 County School System Granted 80 of Sales Tax MoneyAfter discussing school needs and how much revenue the schools may anticipate from proceeds ofthe newly adopted local sales tax with County Superintendent E S Simpson and members of the CountyBoard of Education, Commissioner Norman C Denning moved to grant the schools 80 of the local sales taxmoney received by the County during the current fiscal year 1971 -1972 and 80 of local sales tax revenuereceived by the County in the fiscal year 1972 -1973 No grant CentralThe Johnston County Board of Commissioners conferred with the County Board of Educationregarding the removal of the former Johnston Central High School Building Both boards agreed thatthis building was unsafe and should be dismantled15 Paving of County Parking LotsCommissioner Adam J Whitley, Jr moved that James C Woodard, Clerk of Superior Court, beauthorized to advertise for bids for improvements for the unpaved parking facilities for the Countyas presented and described in layout prepared by Ragsdale EngineersCommissioner Norman C Denning seconded the motion which was carried unanimously16 Report - New County Dog PoundCommissioner Adam J Whitley, Jr reported to the Board that the Dog Pound was about ninetypercent complete17 Payment to W R Britt - Boon Hill Fire District Special ElectionUpon a motion of Commissioner Frank B Holding and seconded by Commissioner Norman C Denningit was carried that W R Britt, County Attorney, be paid for professional services in the proceedingsinvolving the special election of the Boon Hill Fire District in the amount of 1500018 Welfare Lien - Board to Release TitleWHEREAS, Alex Richardson purchased on the 4th day of November, 1948, by deed of record in Book469 page 1549 Johnston County Registry, the northern half of Lot No 24 and Lot No 6 of Belmont asshown on plat recorded in Book L-8 page 2839 Johnston County Registry; whereas Alex Richardson died atJohnston Memorial Hospital on December 3, 1953, and at said timehe was intermarried with BettyRichardson and had one child, Betty Pearl Richardson; that whereas Alex Richardson died without leavinga last will and testament; whereas Betty Richardson, widow, has conveyed the above described propertyby deed dated 25 October, 1971, of record in Book 721 page 444 Johnston County Registry; whereas thesaid Betty Pearl Richardson has paid to the Treasurer of Johnston County the sum of 180 on behalf ofBetty Richardson upon an old age assistance lien of record in the office of Clerk of Superior Court ofJohnston County; whereas on November 23, 19719 Walter Sanders, Jr, signed a statement stating thatthe value of the above described lands to be around 35000, and that W Carroll Stephenson has alsosigned a statement where he has appraised the value of said property to be 40000; whereas the estateinherited by Betty Richardson upon the death of Alex Richardson on December 3, 1953, was a dowerinterest for her lifetime on one -third of the aforesaid real property; and whereas the Board of Commissioners of Johnston County is of the opinion that the amount of 180 paid on said welfare lienis fair and reasonable and is as much, if not_more than would be received by a public sale of theinterest of the said Betty Richardson in and to said propertyNOW, THEREFORE, upon motion of Frank B Holding and seconded by Norman C Denning it wasunanimously carried that the County authorize W R Britt and he is hereby directed to release theabove described lands from the operation of the old age assistance lien against the property of BettyRichardson in the office of Clerk of Superior Court of Johnston County19 Office Space for Eligibility SpecialistCommissioner Adam J Whitley, Jr moved that the Board of Commissioners make available necessaryoffice space for a new Eligibility Specialist recently employed with the Department of Social ServicesCommissioner Frank B Holding seconded the motionwhich was carried by the following voteAye Adam J Whitley, Jr, Frank B Holding and Norman C DenningNay Freddie Adams20 County to Finance Water and Sewer Lines to Clayton IndustryCommissioner Frank B Holding moved that the County Board of Commissioners agree to finance thecost of extending water and sewer lines to an industrial site located on the North side of Highway 70West of the Town of Clayton, the estimated cost of which, according to the County Engineer, is 10,500This commitment is subject to the condition that no action will be taken by the County of Johnstonuntil a contract has been let for the construction of a building representing a fixed asset investmentapproximating 135,000Commissioner Freddie Adams seconded the motion which was carried unanimously21 Landfill ReportCommissioner Adam J Whitley, Jr and Commissioner Frank B Holding reported that the presentproposed landfill site needed to be drained before it could be usedAfter much discussion, Chairman Bailey instructed Commissioner Whitley and Commissioner Holdingto see if they could get someone to dig a ditch for proper drainage of the proposed landfill?iaeMDecember 6, 1971 THAT Manufacturers Hanover Trust Company is hereby removed as Paying Agent fromJohnston County School Building Bonds, Series A, dated May 1, 1954;AND BE IT FURTHER RESOLVED that First- Citizens Bank and Trust Company is hereby named PayingAgent on said bond issue and Manufacturers Hanover Trust Company is hereby named as co- paying agent23 Extra Help Tax Supervisors OfficeCommissioner Freddie Adams moved that Commissioner Frank B Holding work with Mrs GladysHartley in hiring extra help needed in the Tax Supervisors OfficeCommissioner Norman C Denning seconded the motion which was carried
