N C, was represented and made an offer to operate the landfill for14,430D0 per year and furnish the site or 13,30000 per year and the County furnish the site2August 2, 1971 ContT W Shirley and S W Broadwell were represented and offered to operate a County landfill for11,40000 per year with the County furnishing the site, and it was brought out that negotiations hadbeen made with the State Highway Commission for land to be used as a landfill site on the old GreenFarm east of Neuse River near Selma, which would become effective- September 1, 1971Commissioner Freddie Adams moved,that the Sanitary Landfill contract be awarded to T W Shirleyand S W Broadwell as they had submitted the lowest proposal, the award to be made subject to approvalby the State of the landfill siteCommissioner Norman C Denning seconded the motion which was carried7 Agreements with Commercial Haulers - LandfillThe Chairman emphasised the fact that the contractors would abide by the original specificationswith the exception of theprivilege,to work out agreements with`Commercial Haulers, subject to theapproval of the Board of County Commissioners8 Readvertisement - Fuel Oil BidsThere being only one 1 bid received by 12 oclock noon, August 2, 1971, for furnishing # 2fuel oil to the County, the Clerk was authorized and instructed to readvertise The bids to,be openedSeptember 7, 1971, at 12 oclock noon9 Letter from Joseph ROverbyJoseph R Overby in a letter to the Board of County Commissioners expressed the fact that sandand gravel that had been placed on the Ellis property lot was washing over on his property and he feltthat something should be done to remedy the situation Mr Overby suggested that hewould talk to theBoard regarding this matter at a later dateThe Clerk to the Board was authorized to reply to Mr Overbys letter and advise him that theBoard would be glad to talk with him about this matter10 Certification of Rural Fire DepartmentsCommissioner Norman C Denning presented the Board with certificates from all rural firedepartments in Johftst`on County, which had been furnished by the State Insurance Commissioner andrequested that the Board of County Commissioners certify each of the Fire DepartmentsCommissioner Adam J Whitley, Jr moved that all the certifications be approved and mailed tothe State Insurance CommissionCommissioner Norman C Denning seconded the motion which was carried11 Salary of Fire Association Secretary_- RescindedCommissioner Norman C Denning moved that the 5000, monthly salary, now being paid to M JOliver as Secretary to the Fire Association be rescinded as of August 1, 1971, Commissioner Freddie Adams seconded the motion which was carried12 Two -Way Radio for Fire MarshallCommissioner Norman C Denning moved that M J Oliver, the newly appointed Fire Marshall,be furnished a two -way radio systemCommissioner Adam J Whitley, Jr seconded the motion which was carried13 Payment of Inspection Fees - Foster -Care Boarding HomesCommissioner Norman C Denning,moved that all the bills that had been presented for theinspection of Foster -Care Boarding Homes through August 1, 1971, be paid from Welfare FundsCommissioner Freddie Adams seconded the motion which was carried14 Resolution —Designating Amended Boundaries of the Strickland Crossroad Fire DistrictCommissioner Norman CDenning introduced the following resolution and moved its adoptionResolution Designating Amended Boundaries of the Strickland Crossroad Fire DistrictWHEREAS, the matter of fixing and declaring the amended boundaries of the Strickland CrossroadFire District was duly presented,AND WHEREAS, it appears that the Strickland Crossroad Fire Department has complied with minimumrequirements, as contained in resolution adopted by the Board on October 3, 1955, pertaining to theestablishment of fire departments and fire districts in the county, rAND WHEREAS, the enlargement of its fire district has met the approval of the North CarolinaFire Rating Bureau,NOW THEREFORE, be it resolved that the boundaries of the Strickland Crossroad Fire Districtto be served by the Strickland Crossroad Fire Department be amended and officially designated and fixedas follows Iia311August 2 , 1971 ContSTRICKLAND CROSSROAD FIRE DISTRICTJOHNSTON COUNTYBEGINNING at a point 1 on U S Highway 701 at its intersection with the Keen Road 1178;then in a southeasterly direction to a point 2 on Bentonville - Smithfield Road 1009 03 mile Northof its intersection with Dead End Road 1184; thenin a northeasterly direction to the point of BEGINNINGCommissioner Freddie Adams seconded the motion which was carried unanimously15 Increase - Monthly Grants to Towns for Use of Garbage DumppMayor Rudolph Allen, Town of Clayton, and Commissioner Douglas McCormac, appeared before theBoard and requested that the amount paid for the use of the garbage dump be increased from 100 to200 per monthAfter much discussion, Commissioner Frank B Holding moved that the monthly grants being paidto Clayton, Benson, Four Oaks, Kenly,Princetonand Selma, provided the landfill is not situated nearSElma, be increased from 100 to 150 per month effective August 1, 1971Commissioner Adam J Whitley, Jr seconded the motion which was carried16 Rescue Squad Ambulance Contract AwardedAfter much review and study of the Ambulance Bids, Commissioner Adam J Whitley, Jr movedthat Crain Garage M M Sales, Incorporated, Charlotte, North Carolina, be awarded the contract tofurnish the County with three 3 ambulances as described in specifications for the amount of 31,29999plus N C Sales Tax, delivered to Smithfield, North CarolinaCommissioner Norman C Denning seconded the motion which was carried17 Resolution - Department of Social ServicesIt is HEREBY RESOLVED by the BOARD OF COMMISSIONERS OF JOHNSTON COUNTY, NORTH CAROLINA, in ameeting held at 11 oclock am, August 2, 1971, thatThe person serving presently or in the future in the capacity of Director of Social Servicesfor Johnston County is hereby empowered with and assigned all the authority and duties, pertaining toAid to the Needy Blind, as are conferrable upon the said Director under North Carolina General Statute111 -35 which is as follows 5111 -35 Authority of Director of Social Services - -The respective Boards of CountyCommissioners of each county are hereby authorized to empower and confer upon the county director ofsocial services for their respective counties the authority to perform any or all acts or functionswhich the previous sections of this Article direct or authorize the county boards of commissioners toperform Any act or function performed by a county director of social services under the authority ofthis section shall be reported by him to the respective county board of commissioners for its review,and for alternative action or disposition where deemed appropriate by such board Provided that therespective boards of county commissioners shall make no alternative or different disposition of amatter which the county director of social services is empowered to act upon which would prejudiciallyaffect the status of any aid to the blind recipient without first affording such recipient reasonablenotice and opportunity to be heard 1971,c 348 sl812August 2, 1971 ContThe authority and duties herein conferred and assigned are conferred upon and assigned to anyperson who is lawfully acting as the Director when the functions of the Director are not being performedby a person officially designated and holding the postion of Director of Social ServicesUpon a motion of Commissioner Adam J Whitley_, Jr and seconded by Commissioner ,Norman CDenning, the foregoing resolution was adopted and entered in the minutes of the Board this the 2nd dayof August, 197118 Radio Equipment Contract - AwardedWilson Broadwell, Civil Defense Director, appeared before the Board and advised that the RescueUnits in the County favored the Aerotron bid Mr Broadwell ,also advised that there would be an exceptionto the original contract The Johnston County Civil Defense alsoSquad 1 Base Station and l MobileUnit and Smithfield ;1 Base Station wished to cancel their,request for the above units, since theTown of Smithfield planned to re -vamp their entire communications system the Johnston County CivilDefense Rescue Service will be associated with the Smithfield project However with the approval of theGovernors Highway Safety-Program, Clayton would like to have the base station that was to be placed inSmithfield The revised contract is to include three 3 base stations Benson, Four Oaks, and Claytonand four 4 mobile units Princeton, Clayton, Four Oaks and Benson installation and accessoriesAfter much review and study of the radio equipment bids, Commissioner Norman C Denning movedthat Aerotron, Incorporated of Raleigh, North Carolina, be awarded the contract to furnish and installthe two -way radio equipment, consisting of three 3 base stations and four 4 mobile units for theJohnston County Ambulance and Rescue ServiceCommissioner Adam J Whitley, Jr seconded the motion which was carriedUpon a motion by Commissioner Frank B Holding and duly ,seconded by „Commissioner Norman,C Denning the Board recessed to meet again Wednesday,, August 4, 1971, at 8 ,ocl,ock ,pm, with Mr WillisD Barlow of L E Wooten and Company, Consulting Engineers, of Raleigh, North Carolina, regarding theWater Study from Smithfield to Benson-E eanor N Creech, Xcting Clerk
