?sMeeting of Board of Commissioners for the County of JohnstonAugust 18, 1971The Johnston County Board of Commissioners met in special called session in the Auditors Officeof the Johnston County Courthouse, Smithfield, North Carolina, Wednesday, August 18, 1971, at 8 oclockpm, with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr andFreddie AdamsMembers Absent NoneThe following business was transacted1 Discussion - School Finances - Sales Tax ReferendumRay Boyette, Chairman, Board of Education, Wallace Ashley, Troy Page, Harold Medlin and JohnRadford, members of the Board of Education, along with Mr E S Simpson, Superintendent, Mr Burke Long,Assistant Superintendent and Carlton Daughtry, Assistant Superintendent, met with the Board of CountyCommissioners and discussed the needs of finances for the Johnston County School System and suggestedthe method of holding a one and one half million 12 million dollar bond issue and a sales taxreferendum or both in conjunctionAfter much discussion, by all members present, Commissioner Frank B Holding moved that a salestax referendum alone be held at the earliest possible date with the money derived from said sales tax,if election should carry, to go to the General FundCommissioner Freddie Adams seconded the motion which was carried unanimouslyCommissioner Norman C Denning further moved that the money be divided on a shared advalorembasis with the townsCommissioner Freddie Adams seconded the motion which was carried unanimously2 Landfill Site ReportsCommissioner Adam J Whitley, Jr reported that he had gone over the State donated proposedlandfill site and that the State Sanitarian reported that it was not satisfactory, that the water levelwas to low Commissioner Whitley reported that he and the State Sanitarian had visited a parcel of landin the same vicinity owned by E G Hobbs and could be made available Commissioner Whitley furtherstated that it had been determined that this property would pass the State requirements3Fish Pool at Courthouse to be ClosedCommissioner Frank B Holding moved that the fish pool at the east end of the Courthouse beclosed up as recommended by the Smithfield Garden ClubCommissioner Norman C Denning seconded the motion which was carded4, Recommendation from Garden Club to Close Fish PoolCommissioner Frank B Holding moved that the Clerk to the Board write a letter commending theSmithfield Garden Club for its recommendationCommissioner Freddie Adams seconded the motion which was carried5 Advertise for Deputies CarsCommissioner Frank B Holding moved that the Sheriff immediately advertise for three 3automobiles, one 1 to be delivered as soon as possible and the other two 2 around October 1, 1971,Commissioner Freddie Adams volunteered to work with the SheriffThe motion was seconded by Commissioner Freddie Adams and was carried unanimouslyUpon a motion made and duly seconded the Board adjourned6Dobbin Bailey, ChairmanW Britt, Clerk
