Linda Lee Cowan, Home AgentAt the request of C W Tarlton, Extension Chairman, Commissioner Norman C Denning movedthat the resignation of Linda Lee Cowan be acceptedCommissioner Adam J Whitley, Jr seconded the motion which was carried3 Bids - Automobiles for Sheriffs DepartmentPursuant to invitations for bids and after due advertisement, the opening of bids forautomobiles for the Johnston County Sheriffs Department was called for and there being only one 1 bid,Commissioner Frank B Holding moved that W H Britt, Clerk to the Board, be instructed to re- advertisefor new bids to be opened at a special meeting of the Board of County Commissioners October 19, 1970,at 12 oclock noonThe motion was seconded by Commissioner Freddie Adams and was carried4 Gordon Hudson - Road Request - #1138Gordon Hudson of Meadow Township appeared before the Board and discussed the paving priorityrating of State Road # 1138 It was determined that the present priority rating was 163After a thorough discussion with Mr Hudson, Commissioner Frank B Holding moved that theBoard of County Commissioners request the State Highway Commission to separate State Road # 1138 atState Road # 1136 and re- appraise the two roads on an individual basisCommissioner Norman C Denning seconded the motion which was carried unanimously286October 5, 1970 Cont5 Release of Taxes - Payment # 14W H Britt, Auditor, presented the Board with a statement from Associated Surveys Company for3,15000, representing the fourteenth payment for work completed on the Revaluation ContractCommissioner Norman C Denning moved that Associated Surveys be paid 3,15000 in accordancewith its statementThe motion was seconded by Commissioner Adam J Whitley, Jr and was oarried9 Policies and Regulations on New Holiday Schedule - StateW H Britt, Clerk, presented the Board with a memo from Claude E Caldwell, State PersonnelDirector, explaining the revision to the policies and regulations of the new holiday schedule, whichhad been approved by the Governor, and adopted by the State Personnel Board, effecting all State employeesincluding the Local Health and Local Department of Social Services employeesIt was pointed out that the Health and Social Services employees shall observe the same holidaas other County employees unless a different schedule of holidays is approved for the Departments by thelocal Board of County CommissionersAfter some discussion, the -Board suggested that W H Britt, Auditor, check with neighboringcounties and see what their policy will be and report back to the Board at its next meeting10 Notice of Intention to Apply, for the Sale of Alcoholic BeverageCommissioner Frank B Holding moved that the Notice of Intention to Apply to the North CarolinaAlcoholic Beverage Control Board for a permit to sell beer for L Austin Stevens, Stevens Union 76Station, South Third Street, Smithfield, North Carolina be approvedCommissioner Norman C Denning seconded the motion which was carried11 Notice of Intention to Apply for the Sale of Alcoholic BeverageCommissioner Frank B Holding moved that the Notice of Intention to Apply to the North CarolinaAlcoholic Beverage Control Board for a permit to sell beer for Bobby Johnson, Wagon Wheel Lounge, SouthWall Street, Benson, North Carolina be approvedCommissioner Norman C Denning seconded the motion which was carried12 Road Petition -Corinth Church RoadThe Board of County Commissioners was presented with a petition from the property owners on theCorinth Church Road, Ingrams Township, Route # 2, Four Oaks, N C, requesting the State HighwayCommission to add this road to the Secondary Road System for maintenanceCommissioner Adam J Whitley, Jr moved that the petition be approved and mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards recommendationsCommissioner Frank B Holding seconded the motion which was carriedI14rfiJ28ZOctober 5, 1970 Cont13 Road Petition - Nicklaus Drive - Cleveland TownshipThe Board of County Commissioners was presented with a petition from the, property owners onNicklaus Drive, Route # 1, Garner, N C, Cleveland Township, requesting the State Highway Commissionto add this road to the Secondary Road System for maintenanceCommissioner Frank B Holding moved that the petition be approved and mailed to the StateHighway Commission in Wilson, North Carolina, with the Boards recommendationsCommissioner Freddie Adams seconded the motion which was carried14 Salary Increases -_Department of Social ServicesMrs Edith Park, Director, Department of Social Services, advised the Board that SusanWilliamson and Elizabeth Pace, Caseworkers had been stepped up in classification and asked that theirsalaries be increased from 48700 to 51000 per month, effective September 1, 1970Commissioner Frank B Holding moved that Mrs Parks request be grantedCommissioner Adam J Whitley, Jr seconded the motion which was carried15 Airport CommitteeThe Airport Committee of the Smithfield -Selma Chamber of Commerce appeared before the Boardand expressed its interest in a local airport, which could be financed by State, Federal and Countymonies The County share would be approximately 25 The Board of County Commissioners advised the committee that it was very much concerned andrealized that there was a great need for an airport in the County and assured the group that the Boardwould support an airport, and requested that the Committee continue to work on this project and presentthe Board with a location and price of some sites16 Library - Town of BensonA group of citizens from Benson headed by Mayor Howard Benton, representing the Town Library,appeared before the Board and advised that they were working for a new Library Building, which would cost60,00000 Mayor Benton explained that 35,00000 had been raised among the citizens of the Town ofBenson and he felt that they could raise another 10,00000 and was, therefore, requesting the Board ofCounty Commissioners to contribute 15,00000 to this projectAfter much discussion, Commissioner Norman C Denning moved that the Board of CountyCommissioners appropriate 7,50000 for the Benson Library Project in the 1971 -1972 Budget and 7,50000in the 1972-1973 BudgetCommissioner Adam J Whitley, Jr seconded the motion which was carried unanimously17 W H Pridgen - State Highway CommissionW H Pridgen, District Engineer with the State Highway Commission, along with Paul Anderson,made his bi- monthly visit to the Board and discussed several matters18 Interchange on I -95 Near BensonCommissioner Frank B Holding moved that the Board of County Commissioners request the NorthCarolina State Highway Commission to put an,Interchange on I -95 and Hannah Creek Road near Benson, NorthCarolinaCommissioner Adam J Whitley, Jr seconded the motion which was carried unanimously19 William H Perry, FHA SupervisorWilliam H Perry, FHA Supervisor of Johnston County, who had made a request at the previousmeeting for the County to finance installation of a certain type telephone system in his office reportedthat his investigation revealed that installation of this type of equipment he desired would cost 6000and would increase the monthly rate of the telephone service from 1800 to 3700 per monthThe Board advised Mr Perry that it would take his request under consideration and give himan answer at a later date20 -
