November 2, 1970 - Regular1 2Fit widthMeeting of Board of Commissioners for the County of JohnstonNovember 2, 1970The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston, County Courthouse in Smithfield, North Carolina, November 2, 1970, at 11 oclock am,with the following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Adam J Whitley, Jr, Frank B Holding andFreddie AdamsMembers Absent NoneThe following business was transacted1 Board of Elections - BudgetY A Matthews, Republican Member of the Board of Electiions, and John Shallcross appearedbefore the Board questioning the adopted budget for the Board of Elections Mr Matthews and MrShallcross were advised that the budget for the Board of Elections was prepared and adopted in the samemanner as the budgets for all other departments of the county and that the budget in itemized form wasrecorded in the minute book and was available for public inspection2 Payment # 15 - Associated Surveys CompanyW H Britt, Auditor presented the Board with a statement from Associated Surveys Companyfor 1,80000, representing the fifteenth payment for work completed on the Revaluation ContractJCommissioner Norman C Denning moved that Associated Surveys be paid 1,80000 in accordancewith its statementThe motion was seconded by Commissioner Adam J Whitley, Jr and was carried3 C S Coats, Smithfield, North CarolinaC S Coats presented the Board with literature and drawings of an escalator which he informed,the Board could be installed at the west end of the Courthouse at approximately 1900000 plus the costof installationAfter much discussion, Commissioner Frank B Holding moved that W H Britt, Clerk, checkwith the proper authorities and see if the equipment could be installed to meet the State Building Code,and also to get estimates on cost of installationCommissioner Norman C Denning seconded the motion which was carried4 ReportsThe following reports were filed with the BoardHarper GodwinRhetta MartinEleanor HooksM W KnottRubert Barbour5 Edsel Haney, Health Director - ResolutionwTax CollectorTax AttorneyLibrarian Monthly and AnnualElectrical InspectorDog WardenEd Haney,,Health Director and Howard Stultz, Sanitarian Supervisor, appeared before the Boardand requested that the Board adopt a resolution requiring the, Electrical Inspector to not approve anyelectrical installation services where plumbing f acilites were requiredAfter much discussion, Commissioner Adam J Whitley, Jr moved that the following resolutionbe adoptedRESOLUTIONWHEREAS, it is the duty of the Department of Health of Johnston County, supported by theJohnston County Board of Commissioners, to require that minimum sewage disposal requirements arecomplied withNOW, THEREFORE, in the interest of public health of this county,BE, IT RESOLVED THAT, with the enactment of this resolution, the Electrical Inspector ofJohnston County, shall not give final approval for electrical service for a mobile home and no otherresidences or establishments requiring a sewage disposal system as prescribed by ordinances andstatutes, unless and until a permit approving the sewage disposal system has been issued by a Sanitarianemployed by the Johnston County Health DepartmentThis 2nd day of November, 1970This Resolution to be effective the 23rd day of November, 1970Commissioner Norman C Denning seconded the motion which was carriedi ro?I jI 1i`i1243November 2, 1970 Cont6 Assistant - Food Stamp OfficeMrs Edith Park, Director of Social Services, in making her report advised the Board of theneed for an assistant to the person certifying the recipients in the Food Stamp ProgramAfter some discussion, Commissioner Adam J Whitley, Jr moved that Mrs Park be authorizedto hire an assistant for the remaining part of this fiscal year, 1970 -1971, at a salary of 42400,per monthCommissioner Frank B Holding seconded the motion which was harried by the following voteAye Norman C DenningFrank B HoldingAdam J Whitley, JrNye Freddie Adams7 Request for Road at WBZB Radio StationAt the request of Rick Bridges, representing WBZB Radio Station, Commissioner Frank B Holdingmoved that the following resolution be adoptedWHEREAS, it has come to the attention of the Johnston County Board of Commissioners that theroad leading to WBZB Radio Station through the Selma Memorial Garden Cemetery is to be closedAND WHEREAS, it is imperative that access be provided to the radio stationNOW, THEREFORE, BE IT RESOLVED by the Johnston County Board of Commissioners that the StateHighway Commission be requested to construct and maintain a road of entrance leading to WBZB RadioStation from the new road being constructed from the Wilsons Mills Road to US 70A at US 301Commissioner Norman C Denning seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank B Holding and duly seconded by Commissioner Adam JWhitley, Jr the Board adjournedZLOOO??W H Britt, Clerk? uJl -I_ilipey, Chairman¦
