entitled Revenue Actof 1939 ,under Article II Section B , License Taxes of said Chapter, as amended, that the counties ofNorth Carolina or any of them may impose and levy a county license or privilege taxes for the privilegeof carrying on the business exercises, exercising the privilege of doing the act named therein,beginning June 1, 1970 and ending May 31, 1971WHEREAS, the County of Johnston, a body corporate and politic in the State of North Carolina,by and through its Board of Commissioners, desires to impose and levy said licenses and privilege taxesin Johnston County for the said tax year 1970 -1971, in strict accordance with the provisions of saidArticle II, Schedule B and to impose and levy said taxes, and to require reasonable reports fromdistributors in order to make the tax levy and collection effective, in amounts to full extent andlimit authorized under said Article II, Schedule B NOW THEREFORE, DID RESOLVEThat the Board of Commissioners of Johnston County do hereby impose and levy in and for theCounty of Johnston, North Carolina, for the tax year beginning June 1, 1970, and ending May 31, 1971,licenses and privilege taxes provided for and authorized under the provisions of Article II, ScheduleB , of Chapter 158, Public Laws of 1939, as amended, and which under said Article the Counties ofNorth Carolina are authorized and empowered to impose, levy, collect and require reasonable reports fromdistributors in order to make the tax levy and collection effective; and did resolve further, that saidBoard of Commissioners does hereby impose, levy and require reasonable reports from distributors inorder to make the tax levy and collection effective in amounts to the full extent and limit authorizedunder said Article II, Schedule B Commissioner Frank B their considerationCommissioner Freddie Adams seconded the motion which was carried11 Law Enforcement ProposalThe following proposal was presented to the Board by Wilson Broadwell, Director, JohnstonCounty Civil Defense, for adoptionLAW ENFORCEMENT PROPOSAL TO THE JOHNSTON COUNTY BOARD OF COMMISSIONERSIn recognition of the increased need for additional law enforcement personnel with county-wide jurisdiction, who would be well trained, qualified and of high moral character;And, realizing that to meet the need for adequate personnel in Johnston County would be anexpensive program to the taxpayers of the county;And, being aware of the wishes of the Johnston County Board of Commissioners that JohnstonCounty have law enforcement of a highly efficient nature and personnel capable and dedicated to publicservice;Therefore, it is the request of the Sheriff of Johnston County that the Johnston County CivilDefense Auxiliary Police be re- named, Johnston County Auxiliary Police, and that they serve under thejurisdiction of the Sheriffs Department of Johnston County You have previously designated to thisgroup, on a day to day basis, the same authority as the deputies They have already received moreformal classroom and field training than other law enforcement units in the county and are recognizedas a very proficient unitThe Johnston County Auxiliary Police will function as follows1 They will maintain their present organization staffing Chief, Captain, etc; with thepresent Chief serving until removed by unanimous vote of the members Other officers will serve fora two year period and may be re- elected to the position by a majority of the members2 Members will continue to be governed by the By -Laws of their organization These rulesmay be changed or amended by a majority vote of the unit, with notice of proposed changes being madeknown to all members one month in advanceMay 4, 1970 Cont3 All present property of the organization will become the property of the Johnston CountySheriffs Department, except those items of personal nature or items which were purchased with non-county funds4 They will serve as deputy sheriffs of Johnston County and be subject to the rules andregulations of the Sheriffs Department5 They will serve on a volunteer basis, without compensation, but will be covered byadequate insurance during the time they are on official duty6 Only while on official duty, or on call, will they wear the uniform of a deputy Theiridentification on outer garments will read, Johnston County Auxiliary Police and all badges andinsignia will be indicated in a like manner They will not be permitted to carry weapons except whileon of f icial duty7 The active roster will be made up of no more than twenty 20 men, all of whom must havehad a minimum of 60 hours of organized classroom training in basic law enforcement This shall be onerequirement which may hot be lowered, but raised at the discretion of the members8 The Sheriff, in cooperation with the Johnston County Technical Institute and the JohnstonCounty Civil Defense Agency will provide an annual training program, which will be made available toall members of all law enforcement agencies in Johnston County The training will also be opento thegeneral public to encourage men of the highest quality to associate with the unit as vacancies exist9 The Sheriff will designate a regular monthly meeting night at which time all regulardeputies and members of the County Auxiliary Police will meet to review operational plans and new lawsaffecting general law enforcement practices All members will be required to attend unless excusedby the Sheriff who will preside at all meetings10 This plan has been approved by the Johnston County Civil Defense Director Proposal for Rescue Squad Service in Johnston CountyThe following proposal was presented to the Board by Wilson Broadwell, Director, JohnstonCounty Civil Defense, for adoptionPROPOSAL TO THE JOHNSTON COUNTY BOARD OF COMMISSIONERS FOR RESCUE SERVICE IN JOHNSTON COUNTYIn regular session on Monday, April 6, 1970, members of the Johnston County Board ofCommissioners, and after having conducted an open meeting in which all involved agencies were invited,and after having appointed a committee from the units involved, recognized a definite need for anorganized rescue program in Johnston County The Board appointed Commissioner Norman Denning andJohnston County Civil Defense Director, Wilson Jiggs Broadwell, as a committee to review all in-formation and rescue services in Johnston County, and to present to the Board, in regular session, onMonday May 4, 1970, a plan, for discussion by the Board, for county -wide rescue service The proposalof this committee is as follows1 That Johnston County be geographically divided, designating areas of First -Callresponsibility for each recognized and participating unitFirst -Call shall mean that the unit in the designated area will be the onlyone to answer the call unless additional rescue units are requested by the arearescue unit or a recognized law enforcement officer or a funeral director renderingambulance service in the area2 That each participating rescue unit have a minimum of twelve 12 members, each of whommust be twenty -one 21 years of age or pore-and are not members of any other public service agency,police, f ire, auxil iary police or sheriffs department 3 That a mimimum of six 6 members of the rescue unit will have completed the AmericanRed Cross Standard and Advanced First -Aid Course and the E 0 3 Ambulance Attendant Course Allcertificates must be current at all times4 That at least one vehicle in the rescue unit contain the approved and required equipmentas designated by North Carolina laws for ambulance service All vehicles must be maintained in safeoperating condition5 That all personnel and equipment on vehicles be subject to inspection at the discretionof the Johnston County Board of CommissionersilMay 4, 1970 Conti6 That funds from the county treasury be appropriated to pay each qualifying unit onehundred dollars 10000 a month All monies paid to the participating unit shall be used for no otherpurpose than rescue vehicles, rescue equipment, and-personnel insurance, rescue alerting systems, rescuebuildings, rescue training, rescue vehicle and equipment maintenance and other minor rescue serviceoperation, expenses7 That secretary of each rescue unit maintain adequate records of all funds received fromthe County of Johnston and that identifying invoices be on file when and if requested by the Board ofCommissioners8 That the following units be recognized as participating units, if meeting preceedingrequirements, to receive county assistance Benson Rescue Service, Four Oaks Rescue Service, ClaytonRescue Service, Johnston County Civil Defense Rescue Service, Princeton Rescue Service, and Kenly RescueService9 That there be no additions to the participants in the rescue service within the next five5 years and thereafter on a threeyear review period All additional units accepted into the servicemust meet the requirements set forth here on this date or those in existence at the time of applicationThe Committee recognizing that this being a new program in Johnston County, and that it isnot the intent of the committee nor the Johnston County Board of Commissioners to establish a pro -hibitative set of guidelines, yet set certain standards which are fair and necessary, and that theBoard of Commissioners has publically indicated that the County of Johnston should assist the rescueservice which renders public service of the highest degree, it is requested that this program beeffected on July 1, 1970 It is also recommended by the committee that Item Nol,-- that the followingcaseworkers had been stepped up in classification and asked that their salaries be increased from 46500to 48700 per month, effective June 1, 1970a Cynthia Brightb Harry Foardc
