May 289 1970The Johnston County Board of Commissioners met in special session in the Auditors Office ofthe Johnston County Courthouse, Smithfield, N C, May 28, 1970, at 730 pm, with the followingmembers presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding and Adam J Whitley, JrMember Absent Freddie AdamsThe following business was transacted1, Department of Social Services - Budget RequestMrs Edith Park, Director, Department of Social Services, along with the Social Services Board,reviewed its budget request with the Board of County CommissionersNo action was taken pending further budget study2 Health Department - Budget RequestMr Ed Haney, Director, Johnston County Health Department, and Mrs Bessie Pruett, PHN Super-visor, along with board member, Dr Cleon Sanders, met with the Board and presented their budget requestNo action was taken pending further budget study3, Mental Health Department - Budget RequestMr M W Stancil, Chairman of the Mental Health Advisory Board, and Dr Cleon Sanders, BoardMember, presented the Mental Health budget request to the Board of CommissionersNo action was taken pending further budget study4 Public Library---Budget RequestMrs Eleanor Hooks, Librarian, and several members of the Library Board met with the Board ofCounty Commissioners and presented their budget requestNo action was taken pending further budget study5, ResolutionThe following resolution was moved by Commissioner Norman C DenningBE IT RESOLVED, that the Johnston County Board of Commissioners hereby make definite commitmentto finance the construction of a water line outside the town limits of Selma for industrial expansion,as outlined in a letter from Mayor J Hayden Wiggs, dated May 21, 1970 However, this commitment is tobe effective only when and if Shallcross Manufacturing Company lets a contract for expansion as proposedThe motion was seconded by Commissioner Adam J Whitley, Jr and was adopted by the followingvote;Ayes Norman C DenningAdam J Whitley, JrFrank B HoldingNays NoneUpon a motion made and duly seconded the Board adjournedobbin alley, Chair an, ?W H Britt, ClerkJ
