Associated SurveysTax CollectorExtension AgentDepartment of Social ServicesElectrical InspectorLibrarianCivil DefenseDog WardenW H Britt, Auditor presented the Board with a statement from Associated Surveys Company for13,40000, representing the seventh payment for work completed on the Revaluation ContractCommissioner Freddie Adams moved that Associated Surveys be paid 13,40000 in accordance withits statementThe motion was seconded by Commissioner Adam J Whitley, Jr and was carried unanimously3 Payment # 1 - Ragsdale EngineersW H Britt, Auditor presented the Board with a statement from Ragsdale Engineers for 10,00000representing the first payment for work completed on the Mapping ContractCommissioner Adam J Whitley moved that Ragsdale Engineers be paid 10,00000 in accordancewith its statementThe motion was seconded by Commissioner Norman C Denning and was carried unanimously4 Mr Ray Dinnan - The Rogers CompanyMr Ray Dinnan with The Rogers Company met with the Board and discussed the possibility of theCounty sponsoring a two hundred twenty five 225 year old anniversary celebration next year He advisedthat his Company put on the Centennial celebration program in Selma a few years ago and the one inClayton last year, both of which were profitableAfter a lengthy discussion with Mr Dinnan, the Board advised him that it would not beinterested in the sponsorship of such undertaking173March 2, 1970 Cont5 Paul Keller - Community ActionPaul Keller, Director of Johnston County Community Action, met with the Board and advised thathe had filed a request for refunding a budget for the upcoming fiscal year, anticipating no financialassistance from the County Mr Keller did, however, suggest that maybe the Board of Commissionerswould agree for Chairman Bailey to sign the CAA plans and priority and that the Board concur withoutrany financial obligationNo action was taken on this matter6 Carolina Telephone and Telegraph Company -Extended Area ServiceMr Paul Warren and Mr Dennis Grimmer with Carolina Telephone and Telegraph Company, at therequest of the Board of County Commissioners, met with it and discussed the possibility of extendedarea service to all Johnston CountyAfter discussing the matter, the Board concluded that it would not be feasible to make aCounty wide survey at this time, but did request of Mr Warren that the Telephone Company make a surveyof extended area service between Smithfield and Princeton7 Road Petition - S R # 1557 -Mrs Rochelle Bolyard and Mrs Jimmie Grantham of Clayton Township presented to the Board apetition for the paving of S R # 1557After explaining the paving priority program to Mrs Bolyard and Mrs Grantham, CommissionerFrank B Holding moved that the petition be forwarded to the State Highway Commission at Wilson, N C,with the recommendation that favorable consideration be givenThe motion was seconded by Commissioner Norman C Denning and carried8 Salary Increase - Sarah Noel - Department of Social ServicesMrs Edith Park, Director, Department of Social Services, advised the Board that Sarah Noelhad been stepped up in classification and asked that her salary be increased from 48700 to 51000per month, effective March 1, 1970Commissioner Adam J Whitley, Jr moved that Mrs Parks request be grantedCommissioner Norman C Denning seconded the motion which was carried9 Civil-Defense OrdinanceCommissioner Norman C Denning moved that the following ordinance be adoptedAUTHORITY OF PUBLIC SHELTER MANAGERSBE IT ORDAINED BY THE JOHNSTON COUNTY BOARD OF COMMISSIONERS AS FOLLOWSSection 1 In case of National Emergency, public shelter managers duly appointed by the CivilDefense Director, shall open shelters, take charge of all stocks of food, water, and other suppliesstored in said shelter, admit the public according to the shelters operational plan as approved by theCivil Defense Director, take whatever control measures are necessary for the protection and safety ofthe occupants, and for turning over the shelter in good condition to its lawful owners at terminationof occupancySection 2 Public shelter managers and their authorized deputies are authorized to use what-ever restraint is necessary against those who refuse to cooperate in orderly entry into the shelter andwith the routine of shelter living under emergency conditions as set forth in the approved operation planfor the shelterSection 3 This ordinance shall be in full force and effect 10 days after its passage andapprovalSection 4 Passed and,approved this the 2nd day of March, 1970, by the Johnston County Boardof CommissionersJ Dobbin BaileyChairman, Board of County CommissionersThe motion was seconded by Commissioner Adam J Whitley, Jr and carried unanimously10 Rescue Squad BuildingWilson Broadwell, Director, Johnston County CivilDef ense presented the Board with plans andspecifications for a Civil Defense Rescue Squad Building, which had been approved by a committee appointedby Chairman Bailey at a previous meetingI ?j,ii1ii{17March 2, 1970 ContCommissioner Adam J Whitley, Jr who was a member of the Committee, questioned some aspectsof the plans, and after discussion, Commissioner Norman C Denning moved that W H Britt, Auditoradvertise for bids according to the specifications when approved by Commissioner WhitleyThe motion was seconded by Commissioner Adam J Whitley, Jr and carried11 George E Johnson - HogsGeorge Elton Johnson again appeared before the Board in regards to his request made at theJanuary, ,1970 meeting for reimbursement from the County for damage done by dogs to his livestockMr Johnson was advised that the County according to statute was not liable in any way12 Regional Health PlanningMr Lloyd Gilbert, Administrator of Johnston Memorial Hospital, who was instructed by theBoard of County Commissioners at a previous meeting to meet and work with all authorities in connectionwith the Health Area Planning Program, presented to the Board a proposed area map ;containing -theCounties of Person with 477 population of the area, Granville 598 , Vance 578 , Warren 355 ,Orange 776 , Durham 2023 , Franklin519 , Wake 3054 , Chatham 484 and Johnston 11377oAfter discussing the matter with Mr Gilbert, Commissioner Norman C Denning moved that MrGilbert and Mr Marvin Johnson file exception to the grouping and work toward a grouping with Countiesnot so far distant from JohnstonThe motion was seconded by Commissioner Frank B Holding and was carried unanimously13 Resolution -
