KiRlMeeting of Board of Commissioners for the County of JohnstonJuly 6, 1970The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse in Smithfield, North Carolina, July 6, 1970, at 11 oclock am , withthe following members presentJ Dobbin Bailey, Chairman, Norman C Denning, Adam J Whitley, Jr and Freddie AdamsMember Absent Frank B HoldingThe following business was transacted1 Insurance - Livestock Arena BuildingHobert Reeder and other members of the Johnston Livestock Mutual, Incorporated, appearedbefore the Board and requested the County to relieve them of the requirements of insuring the CountyLivestock Arena, and explained that the rate was so high that the premium had become very burdensomeAfter discussion, Commissioner Norman C Denning moved that the County accept the responsibilitfor insuring the Livestock ArenaCommissioner Adam J Whitley, Jr seconded the motion which was carried2 Leave of Absence - Anna H CoxAt the request of C W Tarlton, Extension Chairman, Commissioner Norman C Denning movedthat Mrs Anna H Cox, Home Economic Agent, be granted a leave of absence, effective July 31, 1970, toapproximately the middle of October, 1970Commissioner Adam J Whitley, Jr seconded the motion which was carried3 Tax Complaint - Mr and Mrs R J BeasleyMr and Mrs R J Beasley of Banner Township appeared before the Board and advised thatHarper Godwin, Tax Collector, would not accept Mrs Beasleys check as payment on her 1967 real estatetaxes until Mr Beasley paid approximately 2600 in back taxes that he owed for personal propertyMr and Mrs Beasley were advised that the Board would talk with the Tax Collector later inthe day and would advise them later of any action the Board might take4 Loan to Revaluation FundW H Britt, Auditor advised the Board thatthere was not enough money in the Revaluation Fundto meet its current obligation and recommended that the Board approve a temporary loan of 6,00000from the General Welfare FundAfter discussion, Commissioner Adam J Whitley, Jr moved that a temporary loan from theGeneral Welfare Fund to the Revaluation Fund be approvedThe motion was seconded by Commissioner Norman C Denning and was carried5 Payment # 11 - Associated SurveysW H Britt, Auditor presented the Board with a statement from Associated Surveys Companyfor 6,30000, representing the eleventh payment for work completed on the Revaluation ContractCommissioner Adam J Whitley, Jr moved that Associated Surveys be paid 6,30000 inaccordance with its statementThe motion was seconded by Commissioner Norman C Denning and was carried6 ResolutionCommissioner Adam J Whitley, Jr moved the Board of County Commissioners as followsBE IT RESOLVED that the Board of Commissioners of Johnston County go on record as expressingits sincere desire that the North Carolina State Board of Social Services at the earliest practicabledate take over and assume the entire social services operation, and that the County of Johnston andall of its sister counties throughout North Carolina be relieved of further financial obligation fromad valorem taxes and all other tax income of the County of Johnston and itssister counties; further,BE IT RESOLVED that, in the event such assumption by the State Board of Social Services be made instages, the Medicaid program be first assumed; further BE IT RESOLVED that copies of this resolutionbe sent to Governor Robert W Scott, the Chairman and Director of the State Board of Social Services,the Director of the Johnston County Board of Social Services, the President and General Counsel of theNorth Carolina Association of County Commissioners, the Chairmen of the Board of Commissioners of our99 sister counties in North Carolina and to the press and radioThe foregoing motion was seconded by Commissioner Norman C DenningAfter full discussion, the vote upon said motion was ayes three 3 and nays 0a201July 6, 1970 Contt7 Letter from T Ruffin Johnson Mill Creek Watershed ProjectChairman Bailey presented a letter he had received from T Ruffin Johnson of Smithfield, N C,in regards to the Mill Creek Watershed Project, urging the Board to consider all points before makinga favorable decision on the projectAfter discussing Mr Johnsons letter, W H Britt, Clerk to the Board, was instructed toacknowledge receipt of his letter and thank him for his interest8 State Highway Commission to Install Guy Anchor on County PropertyThe Board was presented with a request from the North Carolina State Highway Commission forpermission to set a pole and guy anchor at the intersection of U S 301 South, U S 70A, N C-96 and NorthStreet in Smithfield on County propertygrantedCommissioner Adam J Whitley, Jr moved that the request of the State Highway Commission beCommissioner Freddie Adams seconded the motion which was carried9 Notice of Intention to Apply for the Sale of Alcoholic BeverageCommissioner Norman C Denning moved that the Notice of INtention to Apply to the NorthCarolina Alcoholic Beverage Control Board for a permit to sell beer for John Braxton Webster, SelmaTrading Post, South Pollock Street, Selma, N C, be approvedCommissioner Freddie Adams seconded the motion which was carried10 Advertise - Fuel Oil Bids aCommissioner Freddie Adams moved that W H Britt, Auditor, be authorized to advertise for bidson the lamount of fuel oil that would be required in the heating of County buildings for the fiscal yearJuly 1, 1970 to June 30, 1971The motion was seconded by Commissioner Adam J Whitley, Jr and was carried11 Extended Area Telephone Service Smithfield and Princetonj In response to a request of the Board of Commissioners several meetings ago, representativesof Carolina Telephone and Telegraph Company presented to the Board a schedule of proposed rates forextended area service between Smithfield and Princeton and advised that it would be necessary to holdan election on the matter by the subscribers of the two areasThe Telephone Company representatives explained to the Board that it desired a favorableexpression from the Board of County Commissioners before proceeding with the electionAs two members of the Board of Commissioners were absent at this time, Chairman Baileysuggested that the matter be held in abeyance until a special meeting on Tuesday, July 14, 1970, atwhich time some action would be taken and the company notified12 Civil Defense Rescue Squad Building Specifications - ApprovalCommissioner Norman C Denning moved that the specifications which Wilson Broadwell, CivilDefense Director, had drawn up for the Civil Defense Rescue Squad Building be approved and that W HBritt, Clerk to the Board, be directed to advise Mr Broadwell to proceed to secure approval from theGovernors Safety CommitteeCommissioner Adam J Whitley, Jr seconded the motion which was carried13 Special Deputy - Norman Jackson - Meadow TownshipCommissioner Adam J Whitley, Jr moved that the Board of Commissioners approve Sheriff Oliversappointment of Norman Jackson as special deputy for Meadow TownshipCommissioner Norman C Denning seconded the motion which was carried14 ReportsThe following reports were filed with the BoardC W Tarlton Extension ChairmanHarper Godwin Tax CollectorM W Knott Electrical InspectorEleanor Hooks LibrarianEdith Park Social ServicesRubert Barbour Dog WardenUpon a motion by Commissioner Adam J Whitley, Jr and seconded by Commissioner Norman CDenning the Board recessed to meet again July 14, 1970, at 8 oclock pm, for the purpose of adoptingthe 1970 -1971 budgetW ritt, Clerkb}i
