Rats at Old CemeteryMrs Mary Capps and Mrs Ruby Phipps, Route # 3, Smithfield, North Carolina came before theBoard complaining that the wharf rats were giving them quite a bit of trouble Mrs Capps informed theBoard that she thought the rats were coming from an old cemetery, and asked the Board if there was any-thing it could do to help the situationAfter quite a bit of discussion, the Board advised the ladies that it was a health problemand that the Health Department would be instructed to survey the situation and see what could be doneto remedy itMr Ed Haney, Director of the Health Department was contacted and immediately had a sanitarianto visit the location and se what could be done2 Road Petition - Ramp or Lif t RequestC Stanton Coats met with the Board and renewed his request for a lift or a ramp to beconstructed at the Courthouse Mr Coats was informed that Commissioner Adam J Whitley, Jr wouldcontact Mr Ted Wallace in regards to the construction of a lift20 Additional Secondary Road Program for 1969 -1970Mr W H Pridgen, District Engineer with the State Highway Commission, appeared before theBoard and presented the additional Secondary Road Ratings and Program for Paving for 1969 -1970After reviewing with Mr Pridgen the proposed paving program for the ensuing year, CommissionerNorman C Denning moved that the following resolution be adoptedRESOLUTIONWHEREAS, the Board of County Commissioners of Johnston County have received from W H Pridgen,District Engineer of the State Highway Commission, secondary road ratings and program for paving for1969 -1970 as presented by Mr Pr odgen, all of said roads being a part of the system maintained by theState Highway Commission;AND WHEREAS, after careful consideration of the services rendered by said roads and the trafficdemands of said County, it is deemed necessary that said roads be improved, in order to better serve theinterests of the people of the County;NOW THEREFORE, be it resolved that the Board of County Commissioners of Johnston County herebyapprove and request that the State Highway Commission make the following improvements in the roads listedbelow; Li?April 6, 1970 Cont1969 - 1971Mrs Edith Park, Director of the Department of Social Services, advised the Board that itappeared that the 1970 -1971 budgets for Medical Assistance and Public Assistance would necessitate anappropriation of 1099877 more than last yearThe Board directed Mrs Park to advise the State Board of Social Services that it could notpossibly raise this much of an increase Mrs Park was also instructed to explain the situation to theState Board22 Waste Disposal Meeting - RaleighCommissioner Adam J Whitley, Jr reported that he attended the meeting in Raleigh a few daysago regarding Solid Waste Disposal In the report by Commissioner Whitley it was noted that the FederalGovernment would finance a survey, but would not furnish other assitance The Board agreed that thiswaste disposal question was a growning problem and agreed to give serious consideration to theinauguration of a program in next years budget23 County Wide Rescue SquadsCommissioner Norman C Denning reported that he had been working with several of the RescueSquad Captains and that it was the feeling of most of the units that a subsidy of 15000 per monthwould be in line with their needsCommissioner Denning reported that at the present time Benson, Four Oaks, Clayton, Kenly,Johnston County Rescue Squad, and possibly Princeton, were the only ones eligible for assistance at thistime, and recommended that 10000 per month, effective July 1970, be appropriated for this purposeThe Board tentatively agreed with Commissioner Dennings recommendation, and Chairman Baileyappointed Commissioner Denning and Wilson Broadwell, Director of Civil Defense to work out certain arealines for rescue squads and bring their recommendations back to the Board24 Fire Chiefs Inspecting Foster HomesCommissioner Norman C Denning brought to the attention of the Board the fact that the FireChiefs were now being called upon by the Department of Social Services to inspect foster homes and thathe was recommending that one person be appointed bythe Board to make these inspections County wideAfter quite a bit of discussion, the Board decided to defer any action on this matter untilsomeone could talk with Mrs Park25 Holiday ScheduleJames C Woodard, Clerk of Superior Court, advised the Board that in adopting the HolidaySchedule sometime back that no provisions were made for days off when the holidays fell on Saturday orSunday He reminded the Board that Memorial Day this year would be on Saturday, and that the Statewould allow his office Friday, the day before as a holiday, but he did not want to close his office,if the other Courthouse offices were open, and requested that the Board establish a policyNo action was taken on the request and Mr Woodard was instructed to contact adjoiningcounties and see what the policy was there26 Transfer of Funds - Civil Defense BudgetAt the request of Wilson Broadwell, Director of Civil Defense, Commissioner Frank B Holdingmoved that 30000 be transferred from the Contingent Fund to the Administrative Supply Account of theCivil Defense BudgetCommissioner Norman C Denning seconded the motion which was carried unanimouslyApril 6, 1970 Cont__ 1127 Reports - Food Stamp Program Office and Fire EscapeCommissioner Adam J Whitley, Jr reported to the Board that the office for the operation ofthe Food Stamp Program was near completion, and also reported that the fire escape at the rear of theSocial Services Building had been installed and that in a few days it would be ready for service28 Juvenile Detention HomesCommissioner Adam J Whitley called to the attention of the Board that County jail facilitiesdid not provide for juvenile detentionAfter a discussion of this matter, Commissioner Adam J Whitley and Billy Britt, Attorneywere instructed to make a study of this situation, with the possibility of the construction of a RegionalDetention Home, and report back to the Board at a later dateUpon a motion made and duly seconded the Board adjournedW H Br tt, Clerk
