November 3, 1969 - Regular1 3Fit width155-Meeting of the Board of Commissioners for the County of JohnstNovember 3, 1969 -The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, N C, November 3, 1969, at 11 oclock am, with thefollowing members presentJ Dobbin Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr andFreddie AdamsMembers Absent NoneThe following business was transacted1 Additional Secondary Road Plan for 1969 -1970Mr W H Pridgen, District Engineer with the State Highway Commission, appeared before theBoard and presented the additional Secondary Road Ratings and Program for Paving for 1969 -1970After reviewing with Mr Pridgen the proposed paving program for the ensuing year, CommissionerNorman C Denning moved that the following resolution be adopted;RESOLUTIONWHEREAS, the Board of County Commissioners of Johnston County have received from W H Pridgen,District Engineer of the State Highway Commission, secondary road ratings and program for paving for1969 -1970 as presented by Mr Pridgen, all of said roads being a part of the system maintained by theState Highway Commission;AND WHEREAS, after careful consideration of the services rendered by said roads and the trafficdemands of said County, it is deemed necessary that said roads be improved, in order to better serve theinterests of the people of the County;NOW THEREFORE, be it resolved that the Board of County Commissioners of Johnston County herebyapprove and request that the State Highway Commission make the following improvements in the roads listedbelow;SECONDARY ROAD PLAN 1969 -70Priority No Road No From To Length36II 1 373913101309 Co Line Road2136 213715371122111715321132301 Highway1538N C 96Connecting RoadCommissioner Freddie Adams seconded the motion, which carried unanimously2 State Road # 1918 - Claude Williams RoadW H Pridgen, District Engineer with the State Highway Commission informed the Board thatthe Commission had approved the addition of a new road leading off S R # 1185, known as the ClaudeWilliams road, and asked concurrence of the Board of County CommissionersUpon a motion of Commissioner Frank B Holding and duly seconded by Commissioner FreddieAdams the Board voted to concur in the request4 Tax Lien Sale - Mental Health DepartmentAt the request of the Mental Health Director, Commissioner Norman C Denning moved that420000 be transferred from the position set up in the 1969 -1970 budget for a local Mental HealthAdministrator, and be appropriated for a part time position for a psychologistThe motion was seconded by Commissioner Frank B Holding and carried7 Ramp - CourthouseCommissioner Adam J Whitley, Jr reported to the Board that he had, with the assistance ofan architect, found that the North Carolina Building Code required a rise of one 1 foot to every ten10 running feet and that it would be impossible to install a ramp at the Courthouse as proposed,which would meet the State Building CodeAfter much discussion, Commissioner Adam J Whitley, Jr moved that any action on the matterof constructing a ramp at this time be deferred and that W H Britt, Clerk to the Board, be directedto write Mr Coats and explain the reason for no action by the BoardCommissioner Norman C Denning seconded the motion which was carried8 Fire Escape - Courthouse AnnexCommissioner Adam J Whitley, Jr reported to the Board that he had received a bid price of95900 from Dewey Bros, Inc, Goldsboro, North Carolina, for the installation of a steel fire escapeat the rear of the Courthouse AnnexAfter a discussion, Commissioner Frank B Holding moved that Commissioner Adam J Whitley, Jrbe authorized to have the fire escape constructed and also to employ someone to cut a door to fit thefire escape, and that Commissioner Whitley be further authorized to employ a contractor or carpenterto repair all the windows in the Courthouse and other County buildingsThe motion was seconded by Commissioner Norman C Denning and carried9 Bids -
