7Meetina of Board of Commissioners for the County of JohnstonMay 26, 1969The Johnston County Board of Commissioners met in special session in the Auditorsoffice of the Johnston County Courthouse at 730 P M, Monday, May 26, 1969, with the followingmembers presentJ-D,Bailey, Chairman, Frank B Holding and Adam J Whitley, JrMembers Absent Norman C Denning and Freddie AdamsThe following business was transacted1Troy Page, Jr, Chairman of Clayton Development Corporation, who was present, advisedthe Board that J Willie York of Raleigh had informed him that there was a good possibilityof a good size industry locating on land owned by him, east of Clayton, along the SouthernRailway and U S 70 Highway Mr Page stated that Mr York desired a statement from theBoard relative to its position in assisting with the financing of water -,and sewer from theClayton City limitsAfter a lengthy discussion, Commissioner Frank B Holding moved that Chairman J DBailey be authorized to advise Mr York that the County would cooperate with him in thefinancing of the water and sewer lines to the proposed site subject to certain facts whichshould be pointed out to himThe motion was seconded by Commissioner Adam J Whitley, Jr and was carriedFollowing is the letterMay 27, 1969Mr J Willie York410 Oberlin RoadRaleigh, North CarolinaDear Mr YorkOn behalf of the Johnston County Board of Commissioners, I am authorized to advise you thatthe County of Johnston will cooperate with you in installing water and sewer lines to aproposed industry east of Clayton on Highway 70There are several factors which must be pointed out in connection with this commitment1 There are no funds available for this purpose at the present time2 If funds were available and assuming such funds become available in the future, theinstallation must represent sufficient investment in fixed assets to generate within a five -year period enough ad valorem tax revenue at the present tax rate to offset the completecost of the water and sewer lines3 The Commissioners are presently committed to the payment of 378000 for water and sewerlines We anticipate revenues from the A B C system profits to the extent of 60,000 peryear and are able to reduce this indebtedness by about 40,000 per yearIf you are willing to pay the installation costs of the water and sewer lines the JohnstonCounty Boarq of Commissioners will consider entering into a contract to the effect that theCounty would;?pay for such water and sewer lines in their entirety but with no considerationfor interest, provided 1 the installation is sufficiently large to meet the requirements ofthe formula hereinbefore set forth; and 2 such payment is to be made when the funds areavailable from A B C revenuesWe realize the consideration outlined is less than in previous instances; however, we haveabout exhausted the capacity of the A B C revenues to service such debts for water andsewer lines If you have any thoughts you would like to express to the Board, we shall bepleased to meet with you at your convenienceVery truly yours,J Dobbin BaileyChairmanBoard of CommissionersUpon a motion by Commissioner Frank B Holding and duly seconded Commissioner AdamJ Whitley, Jr, the Board recessed until Thursday night, May 29, 1969, at 730 pm for thepurpose of budget studyZe•H Britt, Clerk
