however, the vehicles should legally be taxed in Granville CountyBased upon the taxes being listed in Granville County for 1983, and proper receiptshowing taxes paid to Granville County, the Tax Administrator recommends thatrefund be grantedAfter discussion, Commissioner John M Booker moved that the above refundof 52091 be granted, based upon proper evidence being presented that , the aboveproperty has been listed and paid in Granville CountyCommissioner Frank B Holding seconded the motion which was carried9 Tax Refund - N C Department of Natural ResourcesJoe C Hogue, Jr, of the North Carolina Department of Natural Resourceshas requested a refund of 26363 for payment made for 1982 taxes and a releaseof 27431 for unpaid 1983 taxes This request is based on the fact that legislationwas passed during 1980 and 1981 that exempted property that was owned by theState This means that the taxes levied on Clemmons State Forest in Clayton Townshiphave been illegal since January I, 1982 The Tax Administrator recommends thatthe refund of 26363 and the release of 27331 be grantedAfter discussion, Commissioner James W Cash moved the above refund of26363 and release of 27431 be granted to the North Carol i na Department ofNatural ResourcesCommissioner John M Booker seconded the motion which was carried10 Schedule B License and Amendment - Resolution AdoptedUpon a motion by Commissioner John M Booker, duly seconded by CommissionerJames W Cash and carried, the following Resolution for Schedule B Licenseswas adoptedi1j1`1May 7, 1984 ContinuedRESOLUTION FOR SCHEDULE B LICENSEWHEREAS, it is provided in Chapter 158, Public Laws of 1939, in an actentitled, REVENUE ACT OF 193911, under Article 11 Section B License Taxesof said Chapter, as amended, that the counties of North Carolina or any ofthem may impose and levy a county license or privilege tax for the purposeof carrying on the business exercises, exercising the privilege of doing theact named therein, beginning June 1, 1984, and ending May 31, 1985;WHEREAS, the County of Johnston, a body corporate and politic in theState of North Carolina, by and through its Board of Commissioners, desiresto impose and levy said license and privilege taxes in Johnston County for thesaid tax year 1984 -1985, in strict accordance with the provisions of said Article1I, Schedule B; andWHEREAS This Board of Commissioners approved the Project in principleby resolution on March 5, 1984; andWHEREAS The undertaking of the Project will improve the working conditionsof the employees at the Facility by the installation of an air - conditioning unit;andWHEREAS If the operator of a project to be financed under the Act cannotshow that it will pay a weekly manufacturing wage above the average paidin the county or not less than 10 above the average paid in the State; theproject may nevertheless be financed under the Act if the county is experiencingespecially severe unemployment and the Secretary of the Department of Commerce,in his discretion, receives a resolution of the county commissioners with respectto the project; andWHEREAS Johnston County is experiencing especially severe unemployment,which is defined in the Rules and Procedures of the Department of Commercei Section 0303d as an average unemployment rate greater than 8 for theI st calendar year, because its average unemployment rate in 1983 was 101;a dr?i412May 7, 1984 ContinuedWHEREAS The average weekly manufacturing -wage paid at the Facility,as determined by the Company 233 for 1983, is only slightly below 19 theaverage weekly manufacturing wage paid in Johnston County 252 for-1983 althoughthe calculation of Company wages by the Department of - Commerce resulted in alarge difference - approximately 25; andWHEREAS The undertaking of the Project w i l l result in the preservationof approximately 15 jobs in Johnston County;NOW, THEREFORE, the Board of Commissioners of Johnston County, meetingin regular session at Smithfield, North Carolina, on May 7, 1984, do the followingBE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OFJOHNSTON1 The Board of Commissioners hereby request that the proposed industrialproject be approved notwithstanding the fact that the operator will not payan average weekly manufacturing wage which is above the average weekly manu-facturing wage paid in Johnston CountyCommissioner Frank B Holding moved the passage of the foregoing resolutionand Commissioner James W Cash seconded the motion, and the resolution waspassed by the following voteAYES Commissioners Frank B Holding, James W Cash, Howard Benton,John M Booker, DVM, and Norman C DenningNAYS NoneNOT VOTING None12 Central DispatchingThe County Manager advised the Town of Kenly wishes to get out of thedispatching business in order to save 25,000 per year by discontinuing localdispatching for fire, police, and rescue at the Kenly Police Department The managerfurther told the board they are requesting the county to take over dispatchingfor Kenly and have offered to pay 5,000 per year to the county The Mayorof Kenly has said that he would like to see all the towns in the county thatare dispatched for by the Sheriffs Department pay a fee if Kenly must pay forthe service The Sheriff says that his department can dispatch for Kenly if thecounty will furnish one additional dispatcher for his department An estimatedcost for one additional dispatcher would be about 13,820 for the first yearIn discussion of this request, the County Manager indicated that considerationshould be given to the following; 1 should an additional dispatcher be employed2 should Kenly pay the cost of 13,820 for the, dispatcher 3 should FourOaks, Princeton and Micro contribute funds for dispatching since the SheriffsOffice dispatches for them 4 should the county consider a communications depart-ment separate from the Sheriffs Department to dispatch fire, rescue, emergencyand law enforcementThe board asked the County Manager to make a study on whether thecounty should have a communications department separate from the Sheriffs Depart-ment, and to make a recommendation13 Public Hearing - Revenue SharingThe Chairman opened the Public Hearing on the Use of Revenue SharingFunds for the purpose to offer the public an opportunity to express its opinionas to how Federal Revenue Sharing Funds should be usedThere was no one present to be heardKramer Jackson, County Manager and Finance Officer, reviewed with theboard the proposed use of Federal Revenue Sharing Funds The board previouslyreserved Federal Revenue Sharing Funds for a new county jailThe Chairman declared the Public Hearing closed14 Road Petition - S R # 1946Commissioner Howard Benton moved that a petition requesting the pavingof Secondary Road # 1946, Oneals Township, be forwarded to the North CarolinaDepartment of Transportation for considerationCommissioner John M Booker seconded the motion which was carriedIitMay 7, 1984 Continued15 Forestry Promotion CommitteeBruce Woodard, Agricultural Extension Agent, along with Bill Harrell,Soil Conservation Supervisor, and Benny Casey, County Forest Ranger, met withthe board regarding the Johnston County Interagency Forestry Promotion CommitteeMr Woodard told the board this committee is to promote better forestry in JohnstonCounty and to educate and encourage farmers and landowners to invest in forestrymanagement programs Mr Woodard also explained what had been done in thecounty and the projects they plan to do to provide education and more interestin the planting of trees in Johnston County The board members were very enthusedabout this program, Commissioner Frank B Holding stated that landowners shouldbe encourage to start new forestsMr Woodard presented a proposed budget request of 3,38940 for theInteragency Forestry Committee for 1984 -1985Commissioner Frank B Holding moved to approve this budget requestin the amount of 3,38940 for the Forestry Promotion CommitteeCommissioner Howard Benton seconded the motion which was carried16 Land Use Committee - County LandfillCommissioner Frank B Holding moved that Kramer Jackson, County Manager,Bruce Woodard, Extension Chairman, Bill Harrell, Soil Conservation Supervisor,and Harold Blizzard, County Planner, be appointed to a committee to reviewland use at the county landfill to determine whether the county is getting thebest utilization of land and report back to the boardCommissioner John M Booker seconded the motion which was carried17 Subdivision - Ridley D YoungUpon the recommendation of the County Planning Board, CommissionerHoward Benton moved that the Ridley D Young Subdivision, R A McLamb, owner,6 lots located County Line Road, 2-z miles south of NC 210, Pleasant Grove Township,be approved and the Chairman authorized to execute the platCommissioner Frank B Holding seconded the motion which was carried18 Subdivision - Pennie E NaylorUpon the recommendation of the County Planning Board, CommissionerJames W1 Cash moved that the Pennie E Naylor Subdivision, Charles M Whittenton,et al ,owners, 7 lots located US 7G19 I mile before Sampson County Line,Meadow Township, be approved and the Chairman authorized to execute the platCommissioner Howard seconded the motion which was carriedi19 Subdivision - Lula McLambupon the recommendation of the County Planning Board, CommissionerHoward Denton moved that the Lula McLamb Subdivision, R A McLamb, owner,10 lots located SR 1330, 2 miles northwest of South Johnston High School, ElevationTownships be approved and the Chairman authorized to execute the platCommissioner James W Cash seconded the motion which was carried20 Sign Ordinance - Public Hearing Date SetThe Board of Commissioners set a date of June 4, 1984 first Monday inJune to hold a Public Hearing on a proposed Ordinance to Regulate Signs andLandscaping along Interstate Highways21 Community Based Alternative FundsUpon a motion by Commissioner Howard Benton, duly seconded by CommissionerJames W, and carried, and upon the recommendation of the Johnston CountyYouth Task Force, the board approved the program funding of Community BasedAlternative Funds for Johnston County as follows; Preventive Alternatives for YouthPAY; Specialized Foster Care; SECRETS, an alcohol and substance abuse preventionprogram iin Johnston County Schools; Friends of Distinction a youth organizationdesigned Ito prevent delinquency I14May 7, 1984 Continued22, Budget Message for Fiscal Year 1985II Kramer Jackson, Budget Officer, presented the following Budget Messagefor the Fiscal Year 1985 to the Board of County CommissionersThere are five general areas which contribute to the large disparitybetween requested funds and available funds The consequences of the disparity,of course, are that many County services wi I I suffer until such time as fundsbecome availableThe five general areas are as follows County Property TaxThe increase in taxableRequest for fundsfor fiscal year 1985 exceed anticipated revenues byin118millionCertainly noone fully expects all requests for funds to be approved,anticipateeventhoughall requests are reasonable and are for public purpose The Boardpropertymaybe ableto delay expenditures for approximately nine million dollars beyondmillion to 29 million and in`theproposedbudget yearThe Board, on the other hand, will have to find ayear Thewayto fundapproximatelythree million dollars worth of projects not presentlyyears Thedesignatedtobe fundedto 121,000There are five general areas which contribute to the large disparitybetween requested funds and available funds The consequences of the disparity,of course, are that many County services wi I I suffer until such time as fundsbecome availableThe five general areas are as follows County Property TaxThe increase in taxableproperty has slowed downover the past three years resultinginvery little tax growth for theCountyDuring the late 1970s, theCounty couldanticipateapproximately 68- miIIionper year increase in taxablepropertyIn 1981, theincrease droppedfrom 68million to 29 million and in`1982, the increase droppedto 15 million, adecreasein growth from 7 to 1 peryear TheLesser growthrate resulted inthe lossof over 1 million during the past fouryears The517,000 per yearincreaseduring the late 1970s decreasedto 121,000per year in 1983Hospital Bonds The voter - approved 72 million hospital bond is costingthe County 1, 169,950 per year in debt service payment During the current budgetyear, the County received 500,000 from the hospital and 320,000 from interestearned on the hospital bond money This 820,000 will not be available in nextyears budget The Board is faced with taking the 820,000 away from other agenciesor increasing the property tax rate 80 to make up the money, or a combinationof the twoI jJail Reserve The requirementto builda new jailhas reduced availablei {revenues by 2?2 million All RevenueSharingFunds andall proceeds from thenewly enacted fo sales tax have beendeletedfrom thebudget for future jailiconstruction expenditures This is anamountequivalentto a 200 property taxrateWater and Sewer Funds The Board has already committed 1,750,000from next years budget for water and sewer projects In addition, another 3,200,000has been promised but not budgeted The County has been extremely generousin granting and loaning money to the towns for water and sewer projects Wehave made funds available at times when the County was without the funds Iam not being critical of our actions I am urging caution when we consider waterand sewer grants in the futureSchools During the period when the Countys property tax increasewas less than 4 per year, the Countys funds to supplement the operation ofthe States public schools was increasing at the rate of 86 per yearFor the proposed FY -1985 budget, the schools are requesting 4,412,175to supplement salaries in the school system The requested increase for salariesis 15 across the board, plus new supplements for a projected increase of 672,856This amount is 32 times the salary increase amount requested for all County em-ployeesThe requested 2,700,000 for the Selma School will clearly require a sub-stantial tax increase if it is to be funded next yearThe County can not meet the schools request for Capital Outlay when50 of the property tax must be spent to supplement salaries above and beyondthe level determined by the State to be sufficient for the State public schoolsystemUnless there is a drastic improvement in the Countys revenue picture,or unless there is a drastic improvement in the States failure to finance theoperation of State public schools, the projected 25 million in school constructionneeds will require 25 years to be fundedMav 7; 1984 ContinuedTotal anticipated revenue for FY -1985 is 25,645,876 The revenues aregenerated from the following sourcesThe budget divides expenditures into four sections as followsOperating Budgets for County Departments 17,229,001Budgets Requiring No County Funds 2, 444, 978Funds Previously Committed by the Board 21007,272Discretionary Budget Requests 3,964,625The property tax is based on a County taxable valuation of 1,148,841,900with a collection rate of 9674 11 Submitted this the 7th day of May, 1984Kramer Jackson, Budget OfficerThe board briefly discussed the 1984 -85 budgetHelen Ray, County Health Director, commented on the Home Health Program,stating the Home Health Budget should not be in Discretionary Budget Requests sectionas there is no county money requested for this program The County Manager andChairman explained even though there is no county dollars in the program it doesin fact cost the county money, county building, cleaning, upkeep and maintenance,fringe benefits for employees and etc Commissioner Frank B Holding also advisedhe would be against any new employees for the Home Health Program The Chairman alsoadvised that Home Health does cost the, county through Medicaid23 Appointments - Planning BoardUpon a motion by Commissioner Frank B Holding, duly seconded by Com-missioner James W Cash and carried, the following appointments were made tothe Johnston County Planning Board of two year terms beginning May 15, 1984Bobby Stephenson, Smithfield, NC, ;
