pleading that somethingcan be done for the people in Wilsons Mills7 Nora Whitley - Wilsons Mills happy about board seeking a grantfor the Wilsons Mills community and appreciate boards efforts and assistance8 Roger Vinson Wilsons Mills stated Wilsons Mills a small com-munity, however, they pay taxes and work as hard as anyone to pay their taxes;they are registered voters and citizens of Johnston County and need to be treatedas other people in Johnston County, should be recognized and receiving benefitsWilsons Mills needs help as most of the residents of this area are of low incomefamiliesIAt this time, the Chairman explained to the Wilsons Mills delegationthat this board certainly wants Wilsons Mills to receive this grant, however,the project wi I I have to qualify and meet federal regulations to be approvedPerry Carroll - Wilsons Mills questioned why Selma, Clayton,Princeton and other towns have received grant money and Wilsons Mills hasnot He stated they need playgrounds like other communitiesthatThe Chairman and board members again explainedthis board w i l l doeverything it can to make it possible for Wilsons Mills to get a Community Develop -went Block Grant It was also explained that other towns that have receivedCommunity Development Block Grants have been incorporated and Wilsons Millsis not These incorporated towns have planners and consultants for help andassistance, and here, Johnston County has to act for Wilsons Mills because thecommunity is unincorporated, however, it is not felt that this is a reason WilsonsMills has not received a grantIt was explained this application will be the third application submittedfor Wilsons Mi I Is The money comes to the State Department of Natural Resourcesand Community Development in a block grant The applications are reviewed andevaluated by the Division of Community Assistance and if the applicant carriesenough points the grant is approved, however, as she stated before these applicationsare very competitive Mrs Sanders explained that it is the goal to have a projectdesign that wi I I qualify10 Perneil Wilder Smithfield now lives in Smithfielclbut has rootsin Wilsons Mills; this group here respresents relatives and friends, and he isconcerned about this community Pernel I Wilder spoke very strongly in favor ofthis grant application being approved and questioned why it had failed before,He felt a person from Wilsons M i l l s should be acting as a representative to meetwith State officials It was pointed out that representatives from- Wilsons Millshad been contacted at all times and in the past they have had a working committeefrom Wilsons Mi I IsPernel I Wilder requested fhe Board of County Commissioners to endorsethis project, to go on official records that they favor and support the WilsonsMills Community projectThe Chairman explained it is the full intentions of this board to endorsethis project, when the times comes, as they have done in the past11 Fannie Wilder - Wilsons Mills asked if, it is determined, thata temporary water system was the problem with the other applications, if theBoard of Commissioners would consider putting in a water system for WilsonsMillsThe Chairman and board members, at this point, explained the countyhad not done this before, the county has not built a distribution system, however,if it is determined this is the problem, this board will be willing to deal withthe situationThere was no opposition to the countys intentions to apply to the Stateof North Carolina for funding under the Small Cities Community Development BlockGrant ProgramCommissioner Frank B Holding moved the county make application tothe State of North Carolina for funding under the Small Cities Community DevelopmentBlock Grant Program for the Wilsons Mills Community, and further that this appli-cation bear strong endorse n rom the Johnston County Board of CommissionersCommissioner Howard Benton seconded the motion which was carriedCommissioner Howard Benton commended the people of Wilsons Mills fortheir persistence in trying to get this grant you people deserve pleasures oflife that other communities enjoy, your efforts?rto be commended and I will standby you to see that Wilsons Mills community gets this project funded March 19, 1984 ContinuedThere being no further comments or business concerning the proposedblock grant application, the Chairman declared the Public Hearing closed2 Johnston Technical College Request Funds New ConstructionJohn Tart, President, Johnston Technical College, John Shallcross andShelton Benson, Board of Trustee members, met with the board requesting fundsto help complete new con fsftruction at Johnston Technical College Mr Shallcrossexplained they are shortI Ts need 79,397 in order to award the contract onthe new 14,600 sq ft addition which will include a computer lab and studentlounge Dr Tart advised that all other resources of funding have been exhaustedand the building has to be completed by December 15, 1984, in order to met EPAfunding regulationsAfter discussion, Commissioner Howard Benton moved the board look withfavor on this project, and that funding be approved and appropriated in the1984 -85 fiscal year budgetCommissioner James W Cash sec nded the motion which was carried3 Schools - Surplus Lot Offered to Countyfrom theThe County Manager presented a let ter Johnston County Board of Education,declaring surplus a parcel of land 02 acre at; the old Benson school site,and is offering this lot for sale to the Johnston County Board of Commissionersat a price of 2,000After discussion, Commissioner Howard Benton moved that the countyreject the offer to purchase the 02 acre of land in BensonCommissioner Frank B Molding seconded the motion which was carried4 1 -40 Rest Area - Construction - Letters of Understandinq - DOTThe County Manager explained to the board that he has received lettersof understanding from the DOT regarding the proposed 1 -40 rest area near Benson,as followsI wish to acknowledge and thank you for your letter of March 5, 1984 regardingthe installation of a waterline to the proposed 1 -40 rest area near the Town ofBensonOur Right of Way Utility Section is currently working with the Town of Bensonsconsulting engineer representative, Mr Tim Broome, to finalize a contract tobe let for bids in August 1984 The construction contract w i l l be let and supervisedby the Town of Benson with an understanding that they will seek reimbursementfrom Johnston County for the price difference of pipe only between our needed8 -inch waterline and your requested 12 -inch waterline Our reimbursement agreementwith the Town of Benson will stipulate payment by the Department of Transportationfor our share as soon as billed by the Town Partial or progress billing wi I Ibe permittedIn all probability, the Town will start billing us in October 1984;
