June 2, 1969 - Regular1 3Fit width?sMeeting of Board of Commissioners for Count of JohnstonJune 2, 1969The Johnston County Board of Commissioners met in regular session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, at 11 otclock A M,Monday, June 2, 19-69, with the following members presentJ Dobbin Bailey, Chairman, Frank B Holding, Norman C Denning, Adam J Whitley, Jrand Freddie AdamsMembers Absent NoneThe following business was transacted1 Mr Carroll R Barbour - RequestMr Carroll R Barbour, Route # 2, Four Oaks, N C came before the Board and advisedthat he was receiving medical treatment from a hospital in Chapel Hill andthat Johnston CountyCommunity Action had been paying for his transportation to meet his appointmentsMr Barbour stated that he had been advised by the Community Action Center that theycould no longer furnish him transportation for his appointments unless the County Commissionerswould appropriate funds for this purposeNo action was taken at this time2 Road Petition - S R # 1728The Board of Commissioners received a petition signed by the property owners on S R#1728 located in Oneals Township, requesting pavement of this roadCommissioner Norman C Denning moved that this petition be approved and forwarded tothe State Highway Commission in Wilson, North Carolina with the Boards recommendationsCommissioner Adam J Whitley, Jr seconded the motion,,which was carried3 Notice of Intention to Apply for the Sale of Alcoholic BeverageCommissioner Norman C Denning moved that the Notice of Intention to Apply to theNorth Carolina Alcoholic Beverage Control Board for a permit to sell beer for Mary Louise ButlerButler Grill 807 Martin Street, Smithfield, N C, be approved,Commissioner Adam J Whitley, Jr seconded the motion which was carried4Mr J H Griffin - Soil ConservationMr James H Griffin, with the-Soil Conservation Board presented the Board of CountyCommissioners with a blue print of the proposed renovation of the old Post Office Building andadvised that there were n oplans forhis department which is now occupying office space inthe County Agricultural BuildingMr Griffin was advised his department could still occupy the County office space5 Road Petition - AdditionThe Board was presented a petition signed by the property owners on Evergreen Circle andGreenmeadow Drive in the Whitley Heights Development in Smithfield Township requesting thatthese roads be added to the Secondary Road System for maintenanceCommissioner Norman C Denning moved that this petition be approved and mailed to theState Highway Commission in Wilson, N C with the recommendation that the Highway Departmentgrant this requestMotion was seconded by Commissioner Adam J Whitley, Jr and was carried6 Pace Student - Mental Health DepartmentAt the request of the Mental Health Department, Commissioner Adam J Whitley, Jrmoved that the department be authorized to pay 24000 to East Carolina University as its partin the participation of the PACE ProgramMotion was seconded by Commissioner Norman C Denning and was carried unanimously7Mrs Eleanor Hooks, Librarian, in making her report to the Board, advised that theLibrary Board was requesting the re- appointment of Mrs R H Griffin of Selma andMr JuliusCorbett of Kenly to the Board of Trustees of the Public Library of Johnston County and Smith-field, their terms to expire June 30, 1972No action was taken at this timeS8 ReportsThe following reports were filed with the BoardEleanor Hooks LibrarianH J Whitley Forest RangerHarper Godwin Tax CollectorM W Knott Electrical InspectorRuber t Barbour Dog WardenJiggs Broadwell Civil Defense9 Mrs CarrieDriver - Tax ComplaintCommissioner Adam J Whitley, Jr reported to the Board that he and W H Britt, TaxSupervisor had conferred with Harper Godwin, Tax Collector, as instructed at a meeting onMay 7, 1-969, in regards to the Carrie Driver tax complaint and it was determined that thecomplaint was not a legitimate one and Mrs Driver was advised to settle tax account, whichshe has done10 Lot ? Town of ClaytonIt was called to the attention of the Board that there was a certain lot on West MainStreet in the Town of Clayton listed for taxes in the name of Lila,Poole, which was picked upand listed in the revaluation program in 1963 and no taxes have been paid since that dateIt was also brought to the attention of the Board that Mr Elisha Eason was interested in thislot and W R Britt, County Attorney was authorized to ascertain the true owner and forecloseif necessary Attorney Britt was also authorized to look into several other similar situations11 -Salary - Katherine Boyette-Mrs Edith Park, Director of Public Welfare, advised the Board that Mrs KatherineBoyette, °Social Worker became eligible for an increase in salary from 43600 to 47900 permonth on March 1, 1969, and asked the Board to approve this step up in salaryNo action was taken at this time12 Mr W H Franklin - State Housing SpecialistMr W H Franklin, State Housing Specialist, with theState Department of Adminis-tration met with the Board and discussed the matter of a County Housing Project The matterwas discussed at length with much interest being expressed, but no action was taken at thistime13 Bids - Revaluation MappingPursuant to an order of the Board and after due advertisement the following bid wasreceived for the furnishing of plant, labor, materials, supplies and the performance of allwork required for the completion and delivery of ownership maps of all property within theareas set forth in the specifications in connection with the revaluation programSince there was only one bid this wasSupervisor was instructed to readvertise14 Bids - Appraisalnot opened by the Board and W;H Britt, TaxPursuant to an order of the Board and after due advertisement the following bids werereceived for the furnishing of plant, labor, materials, supplies and the performance of allwork required for the completion and delivery of complete revaluation information of all realproperty and the personal property of certain industrial,firms,The following bids were received and openedAllen Appraisal CompanyJamestown, North Carolina 145,00000Associated Surveys CompanyGreensboro, North Carolina 128900000Carroll- Phelps CompanyWinston - Salem, North Carolina 139200000National Valuation ServiceCleveland, Ohio 109260000No bid was accepted at this time, pending further study15 Sale - Boarding Home PropertyAs duly advertised, the Boarding Home Property was sold at 12 oclock noon at theCourthouse door with Nathan T Lassiter and wife being the high bidder of 25,1000088June 2 1969 Cont- - - C16 Road Petition - Addition - White Oak DriveThe Board was presented a petition signed by the property owners on White Oak Drivein the Northwoods Subdivision in Selma Township requesting that this road be added to theSecondary Road System for maintenanceCommissioner Frank B Holding moved that this petition be approved and mailed to theState Highway Commission in Wilson, N C with the recommendation that the Highway Departmentgrant this requestMotion was seconded by Commissioner Norman C Denning and was carried17 Additional Storage Space - Clerk of Superior CourtMrs James C Woodard, Clerk of Superior Court made a request to the Board foradditional storage space and suggested the rear portion of the old Smithfield Herald BuildingThe Board - advised Mr Woodard that he could use that part of the old Herald buildingas suggestedCommissioner Frank B Holding moved that Commissioner Adam J Whitley be authorizedto work with Mr Woodard in the repairingof the Herald Building and to keep the repair cost at a minimumMotion -was seconded by Commissioner Norman C Denning and was carried18 Renovations - Mitchiner BuildingCommissioner Norman C Denning moved that Commissioner-Adam J- Whitley, Jr beauthorized to work with the Veterans Service Officer in making necessary renovations to theMitchiner building, which is to be occupied by the Veterans Service department CommissionerWhitley is to °use his own discretion as to the type renovations and the amount to spend forsame The motion was seconded by Commissioner Frank B Holding and was carriedUpon a motion made and duly seconded the Board recessed,, to meet again Tuesday, June 3;, ?1969, at 730 pm in the Auditors Office for the purpo ____? ??a__lerk I?f },ii
