payment of taxes atract of land containing 100 acres, more or less, and owned by one J S Davis, and that a deedwas duly executed by Ed Ward, Commissioner, to Johnston County in 1938;And whereas the tax records of said County show that payment of all taxes in arrearsat the time of foreclosure, as well as taxes for the years 1939, 19402 1941, and 1942 was madeby the said J S Davis, with said property being listed for taxes in the year 1943 in the nameof J S Davis; and, whereas, it appears that no order was made by the Board of Commissionersfor the County of Johnston to convey said property to the owneror any other person, nor isthere any record of any such deed of conveyance; and it further appearing from the recordsthat the present possessors of a portion of said property are Samuel R Spence and Waylon ESpence;Now, Therefore, for and in consideration of the sum of One Dollar 1002 and allad valorem taxes hereinbefore referred to having been paid and in order to remove cloud fromtitle, it was ordered that a quitclaim deed be made to Samuel R Spence and Waylon E Spence,their heirs and assigns, without warranty of title, all such right, title and interest asJohnston County has in and to that certain tract or parcel of land containing 100 acres, moreor less, or any portion thereof, under and by virtue of that certain Commissioners Deedexecuted by Ed Ward, Commissioner, to the Board of Commissioners for the County of Johnston,and recorded in Book 385, Page 90 of the Johnston County RegistryP199July 1, 1969 C ontMotion seconded by Commissioner Adam J Whitley, Jr and was carried5 West Smithfield Sanitary DistrictAttorney Knox Jenkins representing a group of West Smithfield Sanitary Districtresidents presented the Board with a petition, signed by a number of people, requesting arecall election for the Board of Directors of the districtThe Board took no action at this time and advised that it would discuss the matter withW R Britt, County Attorney before making any decision ?6 Road Petition - # 1538The Board of Commissioners was presented with a petition by Bobby Stephenson fromPleasant Grove Township, requesting that road #1538 be paved The Board explained that thisroad carried a priority rating of #58 and was in a good position for pavementCommissioner Frank B Holding moved that the petition be approved and forwarded to theState Highway Commission with the Boards recommendationsCommissioner Freddie Adams seconded the motion which was carried7 Ernest Atkinson - Schedule B LicenseMr Harper Godwin, Tax Collector, advised the Board that Ernest Atkinson, a disabledveteran, had applied for Schedule B Peddlers LicenseCommissioner Frank B Holding moved that Ernest Atkinson be issued Schedule B Licensewithout charge as provided by lawCommissioner Freddie Adams seconded the motion which was carried unanimously8 Schedule B LicensesUpon the recommendation of Harper Godwin, Tax Collector, Commissioner Frank B Holdingmoved that the following resolution be adoptedWHEREAS, it is provided in Chapter 158, Public Laws of 1939, in an act entitledRevenue Act of 1939 , under Article II Section B , License Taxes of said Chapter, as amended,that the counties of North Carolina or any of them may impose and levy a county license orprivilege taxes for the privilege of carrying on the business exercises, exercising theprivilege of doing the act named therein, beginning June 1, 1969 and ending May 31, 1970WHEREAS, the County of Johnston, a body corporate and politic in the State of NorthCarolina, by and through its Board of Commissioners, desires to impose and levy said licensesand privilege taxes in Johnston County for the said tax year 1969 -1970, in strict accordancewith the provisions of said Article II, Schedule B and to impose and levy said taxes, and torequire reasonable reports from distributors in order to make the tax levy and collectioneffective, in amounts to full extent and limit authorized under said Article II, Schedule B NOW THEREFORE, did resolveThat the Board of Commissioners of Johnston County do hereby impose and levy in and forthe County of Johnston, North Carolina, for the tax year beginning June 1, 1969, and endingMay 31, 1970, licenses and privilege taxes provided for and authorized under the provisions ofArticle II, Schedule B , of Chapter 158, Public Laws of 1939, as amended, and which under saidArticle the Counties of North Carolina are authorized and empowered to impose, levy, collectand require reasonable reports from distributors in order to make the tax levy and collectioneffective; and did resolve further, that said Board of Commissioners does hereby impose, levyand require reasonable reports from distributors in order to make the tax levy and collectioneffective in amountsto the full extent and limit authorized under said Article II, Schedule B Commissioner Freddie Adams seconded the motion, which was carriedgoMr and Mrs Nathan T Lassiter, who appeared before the Board in regards to their bidon the County Home property of 25,10000 were advised that no decision had been made as to theapproval of said bid, and that the Board was meeting again on the 3rd of July and would beprepared to give its decision in the matter at this time10 ReportsThe following reports were filed with the BoardHarper Godwin Tax CollectorM W Knott Electrical InspectorEleanor Hooks LibrarianJiggs Broadwell Civil DefenseC W Tarlton Extension ChairmanJuly 1, 1969 Cont11C W Tarlton, Extension Chairman and Mrs Anna Cox, Home Economics Agent introducedto the Board Miss Lanie Brown, student at North Carolina State University, who is working withthe Extension Department as a livestock trainee agent, sponsored by the State ExtensionDepartment12 Appointment; - Sheriff Rayford OliverSheriff Rayford Oliver appeared before the Board requesting some increases in thesalaries of all his deputies as tentatively approved in the 1969 -1970 budget,No action was taken at this time20 Housing Authority Committee - ReportMr W Carroll Stephenson, who had been appointed as Chairman of a committee to studythe feasibility of a County Housing Corporation, appeared before the Board and advised thatthe committee had met and it recommends that the County establish a Non - Moccasin Creek Drainage DistrictCommissioner Frank B Holding moved that Commissioner Norman C Denning and CommissionerAdam J Whitley, Jr be directed to study the maintenance of the Moccasin Creek DrainageDistrict, and to determine and recommend just what specific maintenance that the Board ofCommissioners should be responsible forCommissioner Freddie Adams seconded the motion which was carried24Chairman J D Bailey instructed the Clerk to include in the minutes of this meetingthe following statement;The Board of County Commissioners wish to thank all the people who have expressed aninterest in the County budget which has been adopted The budget represents our conscientiousand serious consideration of the needs of Johnston County and we have attempted to make thebest possible use of the funds available to us in order -to be fair to all the peopleA nine -cent tax increase is as much as we feel should be added to the taxpayers costat this time and it is impossible for Johnston County to participate in all programs advancedby the Federal Government In electing to stand by an earlier decision to delete Community `Action from the Johnston County budget, we have considered all factors involved and made thisdecision based on the following facts without malice or prejudice toward any group of peoplein the county1 The Health Department is being upgraded A new director has been employed and programsinitiated to provide new health services to all the citizens of the County2 The Mental Health Clinic, which is supported by an item in the budget, is available toall persons regardless of ability to pay3 The appropriation for the Welfare Department was substantially increased and includesthe required funds for participation in Title 19 Medicaid allowing considerable expansion ofits medicalservices program4 The County of Johnston has created and appropriated to The Johnston County Non - ProfitHousing Corporation which should prove to be beneficial in a very positive way to the lowincome citizenry of Johnston County5 An appropriation representing the Countys initial participation in the establishmentof a technical school in Johnston County was included This should prove very beneficial tothose boys and girls who, for reasons financial or otherwise, cannot attend institutions ofhigher learning elsewhere This is in addition to an increased appropriation for primaryeducation6 ,All of the foregoing services are available to the underprivileged `and poor in JohnstonCounty and it is the feeling of the County Commissioners that these programs and the programsadvanced by Community Action are overlapping7 Community Action is not dependent upon the County of Johnston The Commissioners areadvised that only a slight curtailment will be experienced by C mmunity Action without theCounty appropriation and that the Federal Governments funding ?f this program is not contingenton local financial supportAs stated already, the budget adopted represents our best efforts to use the financialmeans available in the best possible manner to serve the interests of all the citizens ofJohnston CountyUpon a motion by Commissioner Frank B HoldingDenning the Board recessed to meet again July 3, 1969,W H Britt,Clerk
