January 17, 1969 - Recessed1 2Fit widthrMeeting of the Board of Commissioners for the County of JohnstonJanuary 17, 1969The Johnston County Board of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse at,9 oclock AM, January 17, 1969, with the followingmembers presentJ D Bailey, Chairman, Frank B Holding, Norman C Denning, Adam J Whitley, Jr,and Freddie AdamsMembers Absent NoneThe following business was transacted1 Rescue VehicleIt was called to the attention of the Board that the rescue vehicle which was orderedsometime back had increased in price in the amount of 22500 during the process of modelchanges and, also, before the placing of the order, which was intentionally held up at therequest of the Board After discussion of the matter,Commissioner Denning moved that theCounty absorb the 22500 and that the order be reaffirmedMotion was seconded by Commissioner Frank B Holding and was carried2 Bids - Automobiles for Sheriffs Department,Pursuant to an order of the Board and after due advertisement, they following bidswere received and opened for furnishing the County of Johnston with two 2 new automobilesto be used by the Sheriffs DepartmentThe following bids according to specifications were opened and revieweda Gardner Motor Company, Smithfield, North Carolina269658 per unit, plus N C Sales Tax 4041Total price per unit - 273699b B, and R Wilson, Incorporated, Smithfield, N C284900 per unit, plus N C Sales Tax lVc Wilson Chevrolet Company, Smithfield, North CarolinaTotal price including N C -Sales Tax - 316580 per unitAfter much discussion and a thorough review of the above bids, Commissioner Frank BHolding moved that the Board of County Commissioners authorize and direct Commissioner FreddieAdams and Commissioner Norman C Denning to work with the Sheriff and State Department,regarding the purchase of two 2 used patrol cars, and if they could not get a satisfactorydeal on used cars, they be further authorized and directed to execute low bid in the purchasingof new carsMotion was seconded by Commissioner Adam J Whitley, Jr, and carried3 Howard Stultz - Health DepartmentHoward Stultz with the Health Department informed the Board that according to theState Personnel Department, Leon Powell, Sanitarian I, had been paid one 1 step above hisqualified rate since August 28, 1968, and would not be eligible for the rate of pay he ispresently receiving until February, 1969Commissioner Adam J Whitley moved that the Board make a` request to,the PersonnelDirector that an exception in the Leon Powell case be made and that he be allowed to keep allpay that he had received and that his salary would not be raised at the end of his probationaryperiod, but would remain the same as now, which would be in lineThe motion was seconded by Commissioner Norman Denning and was carried4 Health DirectorThe Board of County Commissioners directed Commissioner Adam J Whitley to talk witha local doctor about serving as director for the local Health Department5 Report - WhitleyCommissioner Whitley reported on the progress of the repairs at the Old Federal LandBank Building6 Resolution 3Coissioner Norman C Denning introduced the following resolution and moved that itbe adoptedf ?January 17, 1969 ContR E S O L U T I O NWhereas, the Governor of North Carolina, Honorable Robert W Scott, will soon appointa Highway Commission for the State of North Carolina, andWhereas, Johnston County is one of the Counties constituting the Fourth District, andWhereas, the Commissioner for the Fourth District has not been a resident of JohnstonCounty since the administration of the late W Kerr Scott, andWhereas, the people of Johnston County desire the appointment of a Commissioner, forthe Fourth District, from its people, andWhereas, H Shelton Castleberry of Smithfield, a successful business man, active inreligious and civic affairs, and a man well qualified for the position, has offered himselfas a candidate for Commissioner of the Fourth North Carolina Highway District,Now therefore, be it resolved that the Board of County Commissioners of JohnstonCounty endorse, recommend and encourage the appointment of H Shelton Castleberry as FourthDistrict Road Commissioner by his Excellency, Robert W Scott, Governor -of North CarolinaCommissioner Frank B Holding seconded the motion, which was carried unanimouslyThis the 17th day of January, 19697 Smoking - Agriculture BuildingCommissioner Frank B Holding made a motion that Judge Harry`Canaday, ResidentSuperior Court Judge, be requested to invoke no smoking orders for the Agriculture BuildingAuditorium, which is being used as a Courtroom by the District CourtThe motion was seconded by, Commis?-sionerl Fred?die,;Adams and carr 8 Sel -Field Finance -Commissioner Frank B Holding advised the Board that Set - Field - Development Corporationhad agreed to finance the Countys portion of the installation cost of water and sewer linesfrom Selma to Allied Mills Inc construction site in the amount of 17,88425 at 6 simpleinterest It is understood that the County will reimburse Sel -Field by July 15, 1969Commissioner Denning moved that the Board approve the above plans for financing thecost of constructing the water and sewer lines from Selma City limits to Allied Mills, Incconstruction siteThe motion was seconded by Commissioner Whitley and was carried unanimouslyUpon a motion by Commissioner Freddie Adams and seconded by Commissioner,Adam Whitleythe Board adjourned
