February 3, 1969 - Regular1 5Fit width88Meeting of Board of Commissioners for the County of JohnstonFebruary 3, 1969The Johnston County Board of Commissioners met in regular session in the CommissionersRoom of the Johnston County Courthouse at 11 oclock am, February 3, 1969, with the followingmembers presentJ D Bailey, Chairman, Norman C Denning, Adam J Whitley, Jr, and Freddie AdamsMember absent Frank B HoldingAt the request of Chairman Bailey, Mr Rudolph Howell opened the meeting with prayerThe following business was transacted1 Mill Creek Watershed ProjectRudolph Howell and several others who were interested in the Mill Creek WatershedProject met and discussed the progress that had been made on this project and stressed theadvantages and benefits of the project Mr Howell stated that this was a half million dollarproject and that the State and Federal Government were assuming 98 financial responsibilityfor construction Mr Howell further stated that he was here on behalf of all the propertyowners in this watershed area, and was requesting that the County assume the sponsorship ofthis project, which would mean that the County would be responsible for maintenance afterconstructionColonel R J B Page, Chief of Water Departments, Division of Waterways and Seashores,was present and discussed the construction of the watershed project and estimated that themaintenance cost would not average more than 41000 per yearAfter a thorough discussion with all parties present, the Board deferred any commitmentat this time2 Bentonville Community Building - RoofJames Westbrook, J L Flowers, Jr and Walter Outland presented three bids forreplacing the roof on the Bentonville Community Building as they had been requested, by the,Board at a previous meeting The bids were as followsL H Hall, Smithfield, N C 131600Allen Denning and Russell Hayes 165000Herman Jackson, Route # 19 Four Oaks 148000After opening and,reviewing the bids, Commissioner Adam J Whitley, Jr, moved thatthe contract be awarded to L H Hall Metal Works of Smithfield, North Carolina, as his bidof 131600 was the lowest of the threeCommissioner Freddie Adams seconded the motion which was carried3 Paving RequestGarrett Lee of Route # 2, Four Oaks, N C, appeared before the Board on behalf of thepaving of S R # 1177, the road on which he resides Mr Lee was advised of the prioritysystem as set out by the State Highway Commission, and that the rating on his road was 105The Board advised Mr Lee that they were in sympathy with him and that they would talk to theHighway officials and recommend that this road be given deserving consideration4 Association for Retarded ChildrenMr Bob Harvey, representing the Day Care Center for Retarddd Children, appeared beforethe Board and presented a proposed budget and requested financial assistance from the Countyfor the operation of the Center beginning July, 1969The Board discussed the operation of the Retarded Childrens program with Mr Harveyand gave the idea much thought and consideration, but took no action at this time5 Resignation - Edwin YanceyC W Tarlton, Extension Chairman, presented to the Board a letter of resignation fromEdwin Yancey, Assistant Agricultural Extension Agent, to be effective April 1, 1969Following is the letterJanuary 31, 1969Mr J, Dobbin Bailey, ChairmanJohnston County Board of CommissionersKenly, North CarolinaDear Mr BaileyThis is to inform you and the Board of Commissioners that I will resign from theJohnston County Agricultural Extension Staff effective April 1, 1969 I take this acti_ sothat I may accept the County Extension Chairmans position in Pitt CountyFebruary 3, 1969 ContThis step is taken after much consideration and with mixed emotions I haveenjoyed cooperation and acceptance in Johnston County that I do not expect to beexceeded anywhere At the same time I am excited about the opportunities andchallenges offered in this new role When I consider my training and goals I believethis is the right step to makeI shall look forward to continuing good relations with each of you and with themany friends my twelve years in Johnston County have providedSincerely,Ed YanceyAgricultural Extension AgentBY amCC Mr Norman DenningMr Frank HoldingMr Adam WhitleyMr Freddie AdamsCommissioner Norman C Denning moved that the resignation of Mr Yancey be acceptedwith deep regret and much appreciation for a job well doneMotion seconded by Commissioner Adam J Whitley, Jr and was carried6 Janitorial Assistance- Agricultural BuildingC W Tarlton, Extension Chairman in making his report to the Board advised the needfor additional janitorial services at the Agricultural Building since the auditorium is beingused as a courtroomAfter discussing the matter with Mr Tarlton, Commissioner Norman C Denning movedthat 2000 per week be appropriated for additional janitorial services at the AgriculturalBuilding as long as court is being held thereMotion was seconded by Commissioner Adam J Whitley and carried7 Paving Request TMr Stephen H Bass and several other citizens along S R # 2341 came before theBoard inquiring the exact status of their road in regard to paving The priority ratingsystem was explained to the gentlemen and it was noted that the priority rating of S R #2341 was 47, and the Board also advised Mr Bass that 33 roads had been paved-or were in theprocess of beingpaved, which would leave leis road with a rating of 14Mr Paul`Anderson, with the State Highway Commission, was present and advised Mr Bassand his delegation that he would make an early survey of their road relative to new residencesand new business operations8 Request for Addition - Kinsey Sub - Division_The Board was presented with a petition signed by several property owners living onthis road, in Kinsey Sub- Division, just out of Benson, requesting that this,road be added tothe Secondary Road Program for maintenanceCommissioner Norman C Denning moved that this petition be approved and forwarded tothe State Highway- Commission in Wilson, North Carolina, with the Boards recommendation thatthis road be added to the State Highway program for maintenanceMotion was seconded by Commissioner Freddie Adams and carried9 Thomas Moore - Ragsdale EngineersThomas Moore, with Ragsdale Engineers, presented to the Board, as previously requested,his estimate for the cost of extending water and sewer lines under the bridge along the Sea -boardCoastline Railroad at US 70A -Mr- Moore -s estimate -was 10,000 to 11,000, this toinclude approximately 186 ft of 30 inch steel casing for the lines under the bridge10 County AirportTom Moore discussed with the Board of County Commissioners the need for a County air-port He was advised that several months ago an Airport Committee had been appointed to studysuch project, but no report had ever been made and it was not known just how far they hadgotten along, or if the committee was still active The Board expressed its interest in aCounty airport and advised Mr Moore to ascertain if the original committee was still activeandif so just what progress had been madeiiiiesFebruary 3, 1969 Cont11 Ambulance and Rescue Squad BuildingJiggs Broadwell and Lloyd Gilbert appeared before the Board with a set of plans thatMr Broadwell had obtained from Craven County for a building which would house hospitalambulances and rescue vehicles, and also provide a meeting and lounge area for use by therescue squadAfter discussing the plans, Commissioner Norman C Denning moved that the JohnstonCounty Memorial Hospital Board of Trustees be authorized to advertise forbids for theconstruction of this buildingMotion seconded by Commissioner Adam J Whitley, Jr, and was carried12 ReportsThe following reports were filed with the BoardM W Knott Electrical InspectorL P Creech Veterans Service OfficerJiggs Broadwell Civil DefenseEleanor Hooks LibrarianRubert Barbour Dog Warden13 Food Stam]2 ProgramThe Board discussed the matter of replacing the Surplus Food Distribution Program withthe Food Stamp Program Mr, Hoyt Castleberry, Chairman of the Johnston County Welfare Boardand Commissioner Adam J Whitley, member of the Welfare Board, advised the Board of CountyCommissioners that they were making a study of the feasibility of changing to the Food StampProgram and had visited Nash County, which has had the Food Stamp Program for a number of years,and found that the Nash County officials, grocerymen and a large percent of all concerned werewell pleased at the way the program was working Mr - Castleberry and Mr Whitley also re-ported that they had visited Wayne County,- which is at this time, preparing to change from thedistribution program to the `Food Stamp ProgramAfter a leinghty discussion the Board called for a public hearing of the matter in-viting all grocerymentand any other interested citizens to meet at the Courthouse on Mondaynight, February 24, 1969, at 730 pm, at which time Mr J H Kerr, Supervisor of- -the FoodStamp Program, with the State Welfare Department, would be invited to meet with the group anddiscuss and explain the operation of the Food Stamp Program and answer any questions14 Cost - Food Stamp Program and Food DistributionCommissioner Freddie Adams moved that W H Britt, Auditor, be instructed to make astudy and a comparison between the estimated cost of a Countys operated FoodStamp Programand its present expenses in the operation of a Surplus Food Program, and be prepared to reportat the next meetingMotion was seconded by Commissioner Norman C Denning and carried15 Welfare FacilitiesCommissioner Adam J Whitley, Jr and Hoyt Castleberry, Chairman of the Welfare Boardreported to the Board of County Commissioners that an inspector for the State Board of PublicWelfare had recently gone over the office facilities for the local departmentaand found themvery,inadequate 11 1Commissioner Norman C Denning moved that Commissioner Adam J Whitley, W H Britt,Clerk and Hoyt Castleberry, Chairman of the Welfare Board, be authorized and directed to getestimates on the cost of necessary repairs and improvements to the Welfare Building and reportback to the BoardMotion seconded by Commissioner Freddie Adams and was carried16 Paul Feller - Johnston County Community ActionPaul Keller, Director, Johnston County Community Action, appeared before the Boardand made a request that the Board of Commissioners authorize and direct W H Britt, auditorand J Narvin Creech, Treasurer to pay to Johnston County Community Action, Inc, the 920000,which was appropriated in the 1968 -69 budgetCommissioner Norman C Denning moved that the above request be grantedMotion was seconded by Commissioner Adam J Whitley, Jr, and was carried17 Paul Keller - Johnston County Community ActionPaul Keller, Director, Johnston County Community Action, Inc, meeting with the Boardreaffirmed a previous request for financial aid in transporting indigents to various medicalclinicsThe Board of County Commissioners took no action on Mr Kellers request and suggestedthat he make the best of what he has until budget making time18 Reauest for Additional CourtroomJudge Pope Lyon and James C Woodard, Clerk of Superior Court appeared before the Boardand reviewed the improvements that had been made to the Courtroom and court facilities duringthe past year and also made a suggestion that the Board of County Commissioners build-abuilding on a vacant lot on Johnston Street, which would provideadditional courtroom facilitiesAfter a thorough discussion, Chairman Bailey appointed a committee composed ofCommissioner Adam J Whitley, Jr, Commissioner Frank B Holding and James C Woodard, Clerk ofSuperior Court, to make a study of the proposal and draw plans, and get estimate of the cost ofsuch building and bring back to the Board at the March meeting19 Eastman Kodak EquipmentW G Massey, Register of Deeds, along with the representative of Eastman Kodak Company,came before the Board ascertaining if there were any questions relative to the Kodak equipmentthat was demonstrated to the Board at lunbh time, and also discussed the idea of purchasing thisequipmentThe Board listened very attentively to Mr Massey, but took,no action20 Notice of Intention to Apply for the Sale of- Alcoholic BeverageCommissioner Norman C Denning moved that the NoticeCarolina Alcoholic Beverage Control Board for a permitto seof Se lma, N C be approvedCommissioner Freddie Adams seconded the motion which21 Helen M Ray -
