Jones Brothers - Highway 301 bulk container site becauseof the expense; public access; having to hire someone to maintain the facilityfor long hours; and further the compaction method opens garbage and causesinsects and flies The manager recommended to go back on the lot and builda nice four -bay bulk site; this site is less desirable now because of the closenessto the road since the widening of the highway The manager continued that inhis opinion we need a plan for the development of approximately twelve morebulk container sites throughout the county; we need bulk sites that are easilyserviced and maintainedAfter much discussion, the board asked the County Manager to study andplot bulk container sites within a five mile radius for the boards considerationThe Chairman emphasized the board needs to study and consider a plan beforespending more money at the Jones Brothers - Highway 301 site15 District Highway EngineerWayne Bailey, District Engineer, and Ross Hailey, Maintenance Engineer,North Carolina Department of Transportation, visited with the board CommissionerJohn M Booker mentioned complaints he had received on the quality of pavingof White Oak Drive, off Booker Dairy Road Mr Bailey explained this was 100property owner participation, a subdivision street and the State paved thestreet for much less than a general contractor could; he explained it cost theState much more than what it cost the property owners at 2 a front foot; theexcess cost comes from the countys secondary road program funds Mr Baileyagreed this was not one of their better jobs The board briefly discussed the countys proposed sign ordinance withMr Bailey, as compared to the States regulations of billboards Mr Baileytold the board the State will coordinate and cooperate with the county on enforcingthe new sign ordinance if adoptedThe Chairman also asked Mr Bailey to consider changing the lock onthe gate at the States old asphalt plant in Bentonville Township He advisedMr Bailey too many people have keys that wi I I open the gate; Mr Fleming agreed the county should have somesort of ordinance;, however, it should give some consideration to the tourist businessfrom 1 -95; the 42 million dollars tourist business annually in Johnston County;the tax revenue and the employment created by the tourist industry Mr Flemingfurther indicated if the board could offer some alternative source to let thetravelers know about his businesses, he would be in favor of doing away withb l IboardsJim Johnson of Meadow Township suggested the board restrict billboardson 1 -40 to see how it works and hold off on other interstate highwaysLanny Thomas of Swift Creek Nursery stated the nurserymen feel thisordinance would be a good addition to the quality of life; he told the boardhe had traveled a great deal and seen nice planned communities with nicesigns on the side of buildings and they are very effective ; he says goodsigns go along with good planning and beautification Mr Thomas furtherstated that Johnston County has enough billboards a I ready; other communities arecontrolling billboards and if we dont have some control; Johnston County wi I Ibe advertising businesses outside the county Mr Thomas, a member of the Boardof Directors of Keep Johnston County Beautiful; also stated this organization supportsthis ordinanceBilly Stephenson, owner of Mid -State Advertising, Benson stated as anadvertiser not opposed to keeping the moratorium on billboards and restri ct i ngsigns on 1 -40, but should treat all highways the same and suggested a grandfatherclause in the ordinance to exempt all existing signs Mr Stephenson objectedto the requirement that signs be set back 100 feet; he says that would eliminatea lot of billboardsBetty Mann; representing Naegele Outdoor Advertising addressed the boardstating if this ordinance is adopted and enforced we feel it will be a beneficialordinance and serve the county well ; and agreed that I -95 should be included;as it is logical to include all arteries; agreed that 1,000 feet between signsis an adequate and very responsible figure ; however, asked the ,board to lookat the set -back requirement of 100 feet; saying that is a considerable distance ;she advised, her company operates in several states and she is not aware ofany set - backs that far Ms Mann suggested the board look at Section 81 - Amor-tization provision; encouraging the board to consider a grandfather clauseto apply to existing structures In closing Ms Mann stated that zoning makesit easy to control outdoor advertising ; and her company shares the concernsof citizens for beauty of counties and cities;
