February 24, 1969 - Recessed1 2Fit widthe7The Johnston County Board of Commissioners met in special session Monday, February 24,1969, at 730 P M, in the Courtroom at the Johnston County Courthouse in Smithfield, N C,for the purpose of conducting a hearing and study of the Food Stamp Program and the feasibilityof inaugurating the Food Stamp Program in place of the present Surplus Food DistributionProgramThe following members were presentJ D Bailey, Chairman, Frank B Holding, Norman C Denning, Adam J Whitley, Jr, andFreddie AdamsAbsent NoneThe following business was transacted1Chairman Bailey called upon Hoyt Castleberry, Chairman of the Welfare Board to makea report of the study conducted by him and Commissioner Whitley relative to the Food StampProgram Mr Castleberry reported that he and Commissioner Whitley had visited Nash County,which at the present time is operating the Stamp Program, and that in talking to Countyofficials and several merchants, found that the program was working very favorably MrCastleberry also reported that he and Commissioner Whitley visited Wayne County, and thatWayne County was now switching from the Surplus Food Distribution, Program to the Food StampProgram2 Food Stamp Program - HearingMr J H Kerr, Supervisor of the Food Assistance Program with the State WelfareDepartment was present and outlined the Food Stamp Program in detail During, Mr Kerrsinformative presentation, several questions were asked by members of the Board of Commissioners,merchants and several recipients In the discussion it was brought out that the Food StampProgram would be less expensive to the County than the Surplus Food Distribution ProgramFebruary 24 1969 ContAt the conclusion of Mr Kerrs presentation, Chairman Bailey ascertained if ;therewere any further questions that any one would like to ask Chairman Bailey also made clearthat the Board would take no action on the matter at this time, but that the Board would givethe matter serious consideration and try to make a decision that would be satisfactory to allconcerned3 Map - Boarding Home PropertyCommissioner Whitley presented the Board of Commissioners with a map of a survey whichhe had had made of the Boarding Home property, consisting of 1021 acres of land and recommendedthat the property set out in this map, including the buildingsthereon, be advertised and soldat auctionThe Board approved Commissioner Whitleys recommendation, and W, H, Britt, Clerk, whohad previously been authorized to advertise for -the sale of this property, was furtherauthorized to use this map in describing the property that is to be soldUpon a motion made and duly seconded the B
