N C Department of TransportationRoss Hai ley, Maintenance Engineer, North Carolina Department of Trans-portation, visited with the board6 N C Railroad EasementW R Britt, County Attorney, recommended the county appropriate andpay 14,63700 to the North Carolina Railroad Company for an easement for thePrinceton WaterlineAfter discussion, Commissioner Frank B Holding moved the county payNorth Carolina Railroad Company 14,63700 for the Princeton Waterline easementand further moved the funds be appropriated from the Contingency FundCommissioner James W Cash seconded the motion which was carried byunanimous vote7 Sludge Belt Dewatering Press for Waste Treatment PlantC D Malone of Hydro- Management, Inc, met with the board recommendingthe county approve the purchase of a Sludge Belt Dewatering Press for the countyswaste treatment plantMr Malone advised the board of a problem area at the Johnston CountyWastewater Treatment Plant He explained to the board a by- product of biologicalwastewater treatment is biological sludge This sludge must be removed from theplant on a frequent basis in order to prevent discharge permit violations Currently,the Johnston County Facility produces approximately 3000 pounds per day, dryweight, of sludge The 3000 pounds per day of sludge is equivalent to approximately10,000 gpd at a 35 percent solids concentration The 10,000 gallons of solids liquidthat is produced each day is dewatered on one of sixteen sand drying bedsThe drying beds are layers of gravel and sand that the sludge water mixtureis applied to The water is allowed to percolate thru the sand and is returnedto the plant for subsequent re- treatment That portion that remains on the sanddrying bed is air dried to a concentration where it can be shoveled onto andhauled by truck to the countys landfill After the sludge is pumped to a sanddrying bed, and the free water has drained from the sludge, the remaining mixtureis air dried until it can be shoveled off It is apparent that the drying bedoperation is weather dependent The sludge may be ready for harvesting andthen get wet and or freeze thus extending the drying process The sand dryingbeds are generally not usable during the winter months and the early springmonths when the spring rains occur Therefore, during these periods the 3000pounds per day of sludge that is produced at the plant must be inventoried withinthe treatment process Additionally, the sand bed area currently available ismarginal We are experiencing difficulty in dewatering all the sludge that isbeing generated even during the dry summer monthsMr Malone further explained that the Waste Treatment Plant is designedso that a Sludge Bert Dewatering Press can be installed reasonably easy withoutmajor modifications; and the cost of a press suitable for the plant would bebetween 85,00000 to 95,00000; with an estimated additional cost of 55,,00000to 65,00000 for installationThe County Manager advised the board there is sufficient money budgetedin the waste treatment reserve fund to pay 50 county share and the other 50could come from State allocated wastewater moneyAfter discussion, Commissioner Howard Benton moved the county acceptbids on a Sludge Bert Dewatering Press for the countys wastewater treatmentplantCommissioner James W Cash seconded the motion which was carried byunanimous vote5 98November 4, 1985 Continued8 Water Plant Phase IITony Robertson, Smithfield Town Manager, met with the board requestingthe county appropriate 29,000 in this fiscal year for the purpose of preparingthe geotechnical investigation, design, and preparation of plans and specificationsfor Phase II improvements, for the Smithfield Water Plant Mr Robertson toldthe board they are asking that these funds be appropriated out of the CleanWater Grant funds recently appropriated to the county by the North CarolinaGeneral AssemblyThe board discussed the request at length, however, deferred action untila later dateI certify that the above bid tabulation is true and correctJoseph W Kapherr, PEMr Ricks explained the contract calls for the installation of two 15 tonheat pumps The board was advised that 20,00000 has been budgeted for thisproject and the balance could be appropriated from the Contingency Fund9 Livestock Arena -
