Letter of OppositionCommissioner John M Booker moved that the following resolution be adoptedand be mailed to the Farmers Home Administration, North Carolinas Senator JesseHelms and John East and Congressman Charlie Whitley, Washington, DC;RESOLUTIONThe Johnston County Board of Commissioners, meeting in regular sessionon October 7, 1985, by resolution voted to oppose the planned migrant housingproject near Smithfield and further authorized the Chairman to sign a letternotifying Farmers Home Administration of this action Johnston County does nothave county zoning The Board of County Commissioners agrees that if the countywas zoned, the board would not approve a multi-family housing project of thissize in a single family, owner owned neighborhood, in a dangerous, congestedtraffic area The board believes the property is not suited for multi - family housingof any kind because of its location on a very congested highway, many milesfrom job related worksites for migrants The placement of such a large multi- familyhousing unit is not at all appropriate for the site selected The board wouldnot be opposed to the concept of providing better housing to migrant farm workersThe board supports such a concept but finds the site selected to be unsuitableand detrimental to orderly development in our county The Board of County Com-missioners respectfully request Farmers Home Administration to reevaluate thisproject as to its planned location and further request consideration be givento moving the project to a new site closer to an area of heavy migrant farmingMotion was seconded by Commissioner Frank B Holding and carried byunanimous vote9 Appointments - -wide ,billboardregulations21 Chicopee Dumping at County LandfillCommissioner Howard Benton stated that Chicopee Manufacturing Companyof Benson is seeking permission to dump solid waste from its plant at the countyslandfill on Sundays, even though the landfill is closed to the public that dayHe said the company needs the extra dumping day because of a multi- milliondollar expansion program The County Manager said that arrangements can bemade to allow Chicopees waste to be dumped on Sundays because the countyhas recently employed security guards to oversee the landfill after normal workinghours Jeff Coutu, County Planner, said the only holdup would be getting permissionfrom the State to dump waste at the landfill without covering it until the followingday, however, he indicated such approval can be attained because Chicopeeswaste materials would not attract flies or rats or deteriorate to any degree ina days timeMotion was made by Commissioner Howard Benton, seconded by CommissionerJames W Cash and carried to grant Chicopees request to dump solid wasteson Sundays22 Neuse River Nutrient SensitiveBi I I Harrel I of the Johnston County Soi I Conservation Service appearedbefore the board asking it to endorse a recommendation that the lower NeuseRiver Basin be declared nutrient sensitive in order to qualify farm ownersin Johnston County for state grants for soil conservation practices He statedthat about 2 million in state aid is available this year, but only for areaswith watersheds declared nutrient sensitive by the States Environmental ManagementCommission He said the state aid would help make up for recent cutbacks infederal funds for local conservation projectsMotion was made by Commissioner James W Cash, duly seconded by
