governing body of this Unit realizes the desirability of providing itsemployees with the security and protection provided by a plan for death benefits; andWHEREAS, Article 3 of Chapter 128 of the General Statutes of North Carolina providesthat any employer governmental unit desiring to provide death benefits for its employee membersmust execute an agreement therefor with the Director of the WorkThe Contractor shall furnish plant, labor, material, supplies and the performance ofall work required for the completion and delivery of ownership maps and card index system asspecified herein and as directed by the County through its Tax Supervisor2 Laws To Be ObservedThe Contractor is assumed to be familiar with and he shall observe all Federal, Stateand local laws, codes, ordinances and regulations which in any manner affect those engaged oremployed in the work or in any way affect the conduct of the work No pleas of misunderstandingor ignorance on the part of the Contractor will in any way serve to modify the provisions ofthe Contract or these specificationsThe Contractor shall at all times observe and comply with all Federal, State and locallaws, orders, codes, ordinances and roads, streets, railroads, streams, and property linesshall be usedas outline limits of maps where possible This is to avoid having portions ofindividual ownership shown on more than one mapD Scale of 11 440 or 1 1 500 or 1 6001or 1 660The County Tax Supervisor shall select scale or scales to be used, and such scale orscales shall be stipulated in the Contract documents9 Deed Research and UseThe Contractor shall make a thorough search of recorded deeds and plats to determinedescriptions of the various property ownership boundaries Transcripts or abstracts shall bemade of a sufficient number of current ownership deeds in the areas to be mapped to providecomplete boundaries for all parcels These transcripts or abstracts may be made by eitherof the following methods, or a combination thereof a transcribed on printed sheets and orcards; b photostat of recorded deeds; c microfilm of recorded deeds10 Property Information on Ownership MapsThe following basic information shall be shown on all tax mapsA All property and lot lines shall be shownB All original subdivision lot lines shall be shownC The dimensions of each property, or the area of each property, shall be clearlyindicated, and for properties lying partly within and partly without the corporate limits ofa city or town, the area within such city or town and the area lying without such city or townshall be indicatedD Original subdivision lot and block numbers shall be shown, and the name ofsubdivision and plat reference shall be listed on the mapE Improved-property shall be identif iedby an appropriate symbol on the mapF Names of roads, streets, railroads, rivers and creeks shall be shown on the mapsG Cemeteries, schools and churches shall be indicated by an appropriate symbol, andpublic buildings and parks shall be shown by nameH Street address or number of the various parcels shall be shown on the city ortown maps, where such parcels have a street address or numberI Town limits lines, Township lines, numbers, whereby the ownership of each parcel or lot can be ascertained byreference to the property ownership index card system This designation should be a compoundnumber, one element of which might identify the township or city; one element would identify,the map and the last element would identify the individual property on the map; or othersystem approved by theCounty Tax SupervisorB Each map shall have a title block in the lower right hand corner, giving the mapnumber, scale of the map, date compiled, etcAugust 4, 1969 ContC Each map shall have a north point shown thereonD Adjoining map numbers shall be indicated in their relative positionE A legendshall be shown on each -map to explain the various symbols used12 Area DesignationAreas shall be indicated on properties which would normally be bought, sold orappraised on an area basis These areas shall be checked for accuracy by the use of aplanimeter or by scale check determinationFor properties lying partly within and partly without the corporate limits of a cityor town, the area within and the area without such corporate limits shall be indicated Itis contemplated that individual tracts, lots or parcels lying partly within and partly withoutthe corporate limits of any city or town to be mapped shall be mapped in their entirety,notwithstanding any provision herein for mapping only the property within said city or town13 Index MapsUpon completion of the tax maps the Contractor shall prepare an index map, or indexmaps, to indicate the relative `pbsitioni of each tax map and tho- area covered by each tax mapThe index map, or the index maps, shall show all roads, streets, railroads, and major waterwaysas directed by theC ounty Tax Supervisor Dimensions need not be shown on these index maps,but a graphic scale shall be shown thereon14 Alphabetical Index CardsThe Contractor shall prepare a property owners index of all lots and parcels of realestate in the areas mapped or to be mapped This index shall consist of a listing of allproperty owners and shall show the mailing address of said property owners It,shall setforth a brief description of each parcel or lot owned by each property owner TheseAlphabetical Index Cards shall be filed alphabetically and shall be cross - indexed to theOwnership Maps and to the Property Record Cards Format for these cards shall be approvedby the County Tax Supervisor before being printed15 Items to be DeliveredUpon completion of the work, the Contractor shall deliver to,the County Tax Supervisorthe following itemsA Original tracings of all mapsB All records and data developed during the mapping program of Johnston CountyC Two sets of blueprints made from the property ownership map tracings of allproperty mapped in Johnston County, each tracing to be bound in a suitable map book binder ofcomposition board trimmed and reinforced with stainless-steel, as approved by the County TaxSupervisorD AlphabeticalIndex Cards, as specified in Section 14 aboveCOMPENSATION AND TERMS1 Progress Reports and PaymentsThe Contractor shall make monthly progress reports on the first day of each month onforms approved by the County Tax Supervisor showing work done or progress made during thepreceding month according to the schedule prepared under the terms of Item 4 on page 2, andtheCounty shall make progress payments as followsOn or about the tenth day of each month the County shall pay to the Contractor 85 ofthe value, based on the Contract price, of the work performed bythe Contractor up to the firstday of that month as estimated by the County Tax Supervisor from progress reports and monthlyinvoices submitted by the Contractor, less the aggregate of previous payments The estimatesshall be approximate only, and all partial and monthly estimates and payments
