whereas a large percentage of these persons are farmers,whose applications are longer and more complicated than most other persons; whereas elderlyand disabled people and bereaved persons now frequently experience extended waiting beforeseeing a Social Security representative; that such waiting is not the fault of the SocialSecurity representatives now coming to Johnston Coanty from the Raleigh office of the SocialSecurity Administration, who are most competent and helpful to our citizens; that, however,such waiting causes great inconvenience and, many times, discomfort to persons entitled toSocial Security benefits; and whereas, the Board of Commissioners of Johnston County is of theopinion that a full time Social Security Office should be permanently established in JohnstonCounty;Now, therefore, upon motion of Commissioner J Dobbin Bailey and seconded by CommissionerNorman C Denning, it is unanimously resolved that the Board of Commissioners of JohnstonCounty request the United States Social Security Administration to establish a permanentSocial Security office in Johnston County; that Senator Sam J Ervin, Senator B Everett Jordan,and Congressman David Henderson be requested to assist the people of Johnston County inobtaining a permanent Social Security office in said County; and that copies of this resolutionbe forwarded to the Director of the Raleigh Social Security office17 Railroad Crossing - South Johnston High SchoolCommissioner Bailey moved that W H Britt, Clerk, be directed to write Mr R WDawson, State Highway engineer, and ask his cooperation in securing signal lights at thecrossing of S R 1330 over the Seaboard Coastline Railroad near the location of the newSouth Johnston High School, near Benson, which is now under construction and will be openedat the beginning of the 1969 school termThe motion was seconded,by Commissioner Adam J Whitley, Jr, and carriedI718 Resolution - W E EasterlingRESOLUTION HONORING WILLIAM EWART EASTERLINGWHEREAS, Honorable William Ewart Easterling was appointed as Secretary of North CarolinaLocal Government Commission in November 1932 when said Commission was created, and he hasserved continuously as Secretary of the Commission down to the present time, which includesmore than thirty -five years; whereas Honorable William Ewart Easterling has shown greatforesight, integrity, and wisdom in working with the counties, cities and towns throughoutNorth Carolina in,the management of their indebtedness whereby said local governments haveconsistently enjoyed excellent credit rating and sound fiscal reputation in the financial worldNOW, THEREFORE, upon motion of Commissioner Frank B Holding and seconded by CommissioneJ Dobbin Bailey, the Board of Commissioners of Johnston County unanimously resolve thatHonorable William Ewart Easterling should be commended publicly for his outstanding contributionto local government in North Carolina and for his wise counsel and leadership in working withthe officials of counties, cities and towns throughbout North Carolina for more than thrity-five years; and be it further resolved that a copy of this Resolution be transmitted to thisdistinguished North Carolinian, Honorable William Ewart Easterling,Upon a motion made by Commissioner Norman C Denning and seconded by CommissionerFrank B Holding, the Board adjourned
