S R # 2351Mr Ralph Pope of Beulah Township presented the Board with a petition signed by severalpersons living on S R # 2351 requesting that this road be paved It was called to the attentiof the Board that paving priority rating was # - 170 at the present timeAfter a discussion with Mr Pope, Commissioner Norman C Denning moved that thispetition be forwarded to the State Highway Commission with the Boards recommendation thatprompt action be taken in regards to the paving of this roadMotion was seconded by Commissioner J Dobbin Bailey and carried2 Road Petition - S R 2317Mr Rudolph Denning of Boon Hill Township presented the Board with a petition signed byseveral persons living on S; R # 2317 requesting that this road be paved It was called tothe attention of the Board that- paving priority rating was # 187 at the present timeAfter a discussion with Mr Denning, Commissioner J Dobbin Bailey moved that thispetition be forwarded to the State Highway Commission withz; the Boards recommendation thatprompt action be taken in regards to the paving of this roadMotion was seconded by Commissioner Norman C Denning and carried3 Town of Clayton Residents to Tap-on to County Water SystemMr Melvin Grissom and Mr F A Traynham, employees of the Town of Clayton, appearedbefore the Board and explained that several persons living in the Bartex Mill section, Northof Clayton, desired to tap -on to the County owned water line which was recently installedthrough this residential section Mr Grissom and Mr Traynham explained;to the Board thatthese residents for years had been furnished free water by Bartex Mill and that just recentlythey were notified by Bartex that they would no longer receive free water Mr Grissom inquiredof the Board if it would be permissible for these residents to tap -on to the County water lineand what the fee would beaThe Board advised Mr Grissom and Mr Traynham that no set fees, had been establishedfor tap -onAfter a discussion of the matter, Commissioner Bailey moved that a fee of 11500 beassessed against each party tapping on to the County water line, 6500 of this will go to theTown of Clayton and 5000 to the County of JohnstonMotion was seconded by Commissioner Norman C Denning and was carried4 Bentonville Community Building - RoofMr James Westbrook and Mr J L Flowers, Jr, members of the Board of Trustees of theBentonville Community Building, advised the Board that the roof on the building was in badstate and needed repairs or possibly replacement Mr Flowers had ,a bid of 130000 from L HHall Metal Works, Smithfield, N C, and stated that he had asked for othersCommissioner Bailey moved that the Board approve the request subject to the BentonvilleCommunity Building Trustees furnishing the County with at least two other bidsMotion was seconded by Commissioner Adam J Whitley, Jr and was carried5 County Water Line to Allied Mill SiteThomas Moore, with Ragsdale Engineers of Smithfield, appeared and explained and discussedwith the Board plans drawn for the Water line extension from Selma City limits to a site whereAllied Mills, Inc, is constructing a plantAfter discussing the plans with Mr Moore, the Board informally advised him to,go aheadwith the advertising for bids6 Water Line - 70AIt was called to the attention of the Board that the North Carolina State Highway Comm-ission was proceeding with plans to widen the bridge over the Coastline Railroad for highway70A, and that this construction would take in the abutment of the water and sewer line fromSmithfield, and the Town of Smithfield would have to move its valve back from the present line,or the lines would have to be run on across the roads right -of -wayrili45Tom Moore with Ragsdale Engineers was present and the Board authorized him to draw upplans for extending the lines on across the highways right -of -way so an estimated cost couldbe determined7 A S C - Old Post OfficeWilliam I Wellons, Office Manager of the Johnston County ASC Office, along withmembers of the ASC Board, appeared before the Board of Commissioners and reported that theyhad been notified by the State ASC Office that it world be sometime in 1970 before the oldPost Office Building renovation would be completed The ASC Board members stated that itwas their understanding that this building would be ready for occupancy by June 30, 1969After a discussion of this matter by the two Boards, Commissioner Frank B Holdingmade a motion that W H Britt, Clerk write a letter to the local ASC office and advise thatthe Board had budgeted sufficient funds to pay the rent of this office through June 30, 19699and that the County had not anticipated paying rent after that date, copies of this letterto be mailed to Congressman David N Henderson and Congressman L H FountainMotion was seconded by Commissioner Norman C Denning and carried8 Grand Jury ReportREPORT OF GRAND JURYOCTOBER 22, 1968THE HONORABLE WILLIAM Y BICKETT, PRESIDING JUDGEWe the members of the Grand Jury have carefully considered and passed on allBills of Indictment that have been brought before usWe did inspect the jails and Prison Camp in the County this term and find thefollowingThe Johnston County Prison Camp was found in good conditionThe Clayton,Jail is in need of painting and new bathroom facilitiesThe Smithfield Jail is in need of hot water facilitiesThe Pine Level Jail is in need of painting,and repairs to roof, bathroom facilitiesand windowsThe Princeton Jail is in need of cleaning and repairs to roof, iron bars that arebroken, and bathroom facilitiesThe Benson Jail was found in good conditionThe -Selma Jail was reported in satisfactory conditionThe Kenly Jail is in need of repairs to bathroom facilitiesWe wish to express our thanks to the Sheriffs Department for their assistance duringthis session of Court Also, our thanks goes to Mr StephensonWe wish to extend our thanks for the redecorating, of the Grand Jury RoomWe wish to thank the Honorable Judge William Y Bickett for his assistance andinstruction to the Grand JuryThis the 22nd day of October, 1968John Earp, JrFOREMAN, GRAND JURY9 Road Petition - S R 2,125Mr Elijah Phillips of Oneals Township presented the Board with a petition signedby several persons living on S R # 2125 requesting that this road be paved It was calledto the attention of the Board that paving priority rating was # 173 at the present timeAfter a discussion with Mr Phillips, Commissioner J Dobbin Bailey moved that thispetition be forwarded to the State Highway Commission with the Boards recommendation thatprompt action be taken in regards to the, paving of this roadMotion was seconded byCommissioner Norman C Denning10 Sheriffs Department Radio Base Station Returned to Smithfield Police DepartmentCommissioner J Dobbin Bailey moved that a Radio Base Station belonging to the SheriffsDepartment which was formally in the Smithfield Police Station and was recently moved to theCounty Jail now be returned to the Smithfield Police Station as the new Chief of Police hassuggestedMotion was seconded by Commission Norman C Denning and carried?BNovember 4 1968 Cont11 Tree Laps - Neuse RiverIt was brought to the attention of the Board that persons cutting timber forSmithfield Lumber Company, just North of Smithfield, along Neuse River had thrown laps andlogs into the riverAfter a discussion, Commissioner Frank B Holding moved that W H Britt, Clerk bedirected to write Mr Julian Marshall of Smithfield Lumber Company and request that he havesaid laps and logs removed from the riverMotion was seconded by Commissioner Adam J Whitley, Jr, which was carried12 Hot Water System - Cleveland SchoolChairman Johnson presented the Board with a letter that he had received from PrincipalEdwin T Benton of Cleveland School, relative to police protection for its highschool basket-ball games Sheriff Oliver who was present advised the Board that he had already worked outarrangements with Mr J Burke Long, Assistant Superintendent, whereby his office force incooperation with the Auxiliary Police ^woUJld `prbvide necessary protection16 Ambulance Committee ReportMr Lloyd Gilbert, Chairman of the Ambulance Committee met with the Board of CountyCommissioners and advised that his committee had recently met and made certain recommendationsrelative to the ambulance service Following is a copy of the minutes of the AmbulanceCommittee meeting on October 18, 1968COMMITTEE ON AMBULANCE SERVICEJOHNSTON COUNTYNovember 1, 1968Minutes - ,Committee on Ambulance Service - October 18, 1968 - 8 00 A MPresent Mr Wilson Broadwell, DrHubert Poteat, Mr Elton Parrish, Sgt G AStewart, Mr J E Rogerson, Mr M J Oliver, Mr H M Johnson andMr Lloyd GilbertAbsent Mr Hdiward Benton, Mr Victor Rains and Mr - Swade Barbour , JrThe Chairman of this Committee reported that he had met with the Board of CountyCommissioners on October 7, 1968 and the Commissioners recommended that a meetingof the Ambulance Committee be called for the purpose of reviewing and making re-commendations clarifying the ambulance serviceThe Chairman then reviewed the ambulance service from the date it first began onJuly 15, 1968, describing the method of staffing, hOw the schedule of charges wereestablished and the number of trips that had been made, including local callsHe asked that recommendations be made relative to the use of the ambulances,especially in involving emergencies, local calls, and all welfare casesA lengthy discussion followed, during which time those present discussed thevarious aspects of ambulance service, including the problems It was the feelingof this group that while the ambulance service was designed principally for thetransfer of patients, that some arrangements should be made to take care oflocal emergencies and including ambulance service covering all welfare patientsoii47Upon motion by Mr Oliver, which was duly seconded by Mr Rogerson, a resolutionmaking recommendations to the County Board of Commissioners, Johnston County, wasadopted as followsThat the public be instructed to call their local ambulance service,but when such is not available for emergencies, that the hospitalambulance or ambulances be dispatched to the scene of the emergency,provided the request is made by a law enforcement officer or aphysician;That ambulance service be provided to handle all welfare cases whenauthorized by the Welfare Department;And, that all requests for ambulance service be directed to theemergency room department of the hospitalThere being no further business, the meeting was adjournedLloyd Gilbert, ChairmanDistributionMembers of CommitteeBoard of County CommissionersCommissioner Bailey moved that the action of this committee be approvedCommissioner Norman C Denning seconded the motion which was carried17 County Wide Law EnforcementUpon the recommendation of Chairman Johnson, Commissioner J Dobbin Bailey moved thatthe Mutual Aide Plan for County wide law enforcement as presented by Mr Nilson Broadwell,Director of Johnston County Civil Defense, be endorsed by the Board of County CommissionersThis plan being on file with W H Britt, ClerkMotion was seconded by Commissioner Norman C Denning and carried unanimously18 Additional Office Space — Welfare DepartmentMrs Edith Park, Director of Public Welfare, in making her report, informed the Boardthat her department was in need of additional office space The Board discussed the matter,Chairman Johnson suggested that the Courthouse and Grounds Committee make arrangements to moveNDEA Department, who occupy three offices, from the Welfare Building to the old Herald Building19 Leave of Absence - Rosetta BarfieldIt was moved by Commissioner J Dobbin Bailey and seconded by Commissioner Norman CDenning and ordered that Rosetta Barfield be granted a leave of absence from her duties at theJohnston Memorial Hospital, as of December 30, 196720 Road Petition - S R # 1519The Board of County Commissioners was presented with a petition signed by several personsliving on S R # 1519 requesting that this road be paved It was called to the attention ofthe Board that paving priority rating was #53 at the present timeAfter a discussion, Commissioner J Dobbin Bailey moved that this petition be forwardedto the State Highway Commission with the Boards recommendation that prompt action be takenin regards to the paving of this roadMotion was seconded by Commissioner Adam J Whitley, Jr, and carried21 Notice of Intention to A ply for the Sale of Alcoholic BeverageCommissioner Adam J Whitley, Jr moved that the Notice of Intention to Apply to theNorth Carolina Alcoholic Beverage Control Board for a permit to sell beer for Sidney MarieSisson, of Benson, N C , be approvedCommissioner Frank B Holding seconded the motion which carried22 Notice of Intention to Apply for the Sale of Alcoholic BeverageCommissioner Norman C Denning moved that the Notice of Intention to Apply to theNorth Carolina Alcoholic Beverage Control Board for a permit to sell beer for Nurham O Warwickof South Wall Street, Benson, N C, be approvedCommissioner Adam J Whitley, Jr, seconded the motion which carried23 Local Dentist - Health DepartmentChairman Johnson informed the Board that he had been notified by the State Board ofHealth that it did not have a dentist available to do the dental work in Johnston County andhas approved funds for a local dentist to be employed, subject to the approval and authorizationof the Board of County Commissioners4-8November--4 1968Commissioner J Dobbin - Bailey made a motion that a local dentist be employed andfurther moved that W H Britt, Auditor and J Narvin Creech, Treasurer be authorized anddirected to pay same so long as it is in the limits of the budgeted amountMotion was seconded by Commissioner Adam J Whitley, Jr, and carried24Salaries - Personnel Clerk of Superior Courts OfficeCommissioner Adam J Whitley, Jr, moved that W H Britt, Auditor, furnish Mr B JMooneyham, Personnel Officer, Administration Office of the Courts, Raleigh, North Carolina,with the name and present annual salary of each employee who is employed in the Office of theClerk of Superior Court, and whose salary is paid by the County, as requested in a letteraddressed to Mr H M Johnson, Chairman, Board of County CommissionersCommissioner J Dobbin Bailey seconded the motion which carried unanimously25 Old Records - Health - DepartmentChairman Johnson advised the Board that Mrs Bessie Pruett, Supervisor of Nurses atthe Health Department desired to dispose of certain old records It was suggested by theBoard that Chairman Johnson work with the Health Department in disposing of these old recordsin accordance with the lawUpon motion made and duly seconded the Board recessed subject to call by the Chairman
