H M Johnson, Chairman, J D Bailey, Adam J Whitley, Jr, Norman C Denning, andFrank B HoldingAbsent NoneThe following business was transacted 1 Bond Order - 295,00000 Refunding BondCommissioner Bailey moved the following resolution be adoptedWHEREAS, the Local Government Commission of North Carolina has informed the Board ofCommissioners that it has sold in the manner prescribed by law the 295,000 Hospital RefundingBonds of the County of Johnston, dated May 1, 1968, authorized to be issued by a resolutionadopted by the Board of Commissioners on April 8, 1968, and that the contract of sale contemplates that said bonds shall bear interest as hereinafter provided NOW, THEREFORE,BE IT RESOLVED that the bonds shall bear interest as follows01 Bonds numbered from 1 to 12, inclusive, 6 per annum;2 Bonds numbered from 13 to 15, inclusive, 450 per annum;3 Bonds numbered from 16 to 26, inclusive, 410 per -- annum ;4 Bonds numbered from 27 to 47, inclusive, 420 per annum; andP5 Bonds numbered from 48 to 59, inclusive, 4 14 per annumCommissioner Denning seconded the motion and the motion was adopted by the followingvoteAYES 5NAYS 02 Road Petition - Town of KenlyGilbert Ray Whitley, Mayor of Kenly, along with Mr Ruffiner and Mr Barlow, Engineerswith L E Wooten and Company, appeared before the Board of Commissioners and asked financialassistance in extending a 12 water line to the new proposed plant site of Overton Container Corporation near Kenlysj After a thorough discussion, Commissioner Bailey moved that the following resolutionbe adoptedBE IT RESOLVED, that the County of Johnston agrees to be res,pd;nsib?leand agrees _to- assume the financial responsibility of paying for a 12 waterline and reservoir between the Town limits of Kenly and the plant siteof Overton Container Corporation It being expressly understood, thatthis financial assistance would be derived from,ABC revenues and thatthis assistance would be provided on the basis Of when and as the revenuesare disbursed from the ABC Board That this committment is predicatedMav 6 1968on the Overton Container Corporation awarding a contract and beginningconstruction on a building of not less than 150 M sq ft And also thatthis committment would not under any circumstance exceed 168,00000plus 6 simple interest from the time of installation to the time thatthis obligation is actually paidThe motion was seconded by Commissioner Whitley and carried6 Advertisement for Radio Service ContractsCommissioner J Dobbin Bailey moved that W H Britt, Clerk, be authorized and directedto advertise for a service contract for the maintenance of the two -way radio equipment ownedand operated by the CountyCommissioner Holding seconded the motion which carried unanimously7 Appointment - Holiday CommitteeCommissioner Holding made a motion that Mr,James C Woodard, Clerk of- Superior Court,Mr C W Tarlton, Extension Chairman, and Commissioner J Dobbin Bailey be appointed to acommittee to study and recommend a yearly holiday schedule for County employeesCommissioner Adam Whitley seconded the motion which carried unanimously8 Progress Report - Courthouse RepairsMr James C Woodard, Clerk of Superior Court, came before the Board of Commissionerswith a progress report in relation to the Courthouse repairs which he had been authorized bythe Board to supervise9 Purchase - Additional Voting MachinesAt the request of Mr Marvin Taylor, Chairman of the Board of Elections, CommissionerFrank B Holding moved that the County underwrite the purchase of five 5 new voting machines,one for each precinct in Smithfield and Selma TownshipsCommissioner Norman C Denning seconded the motion which was carried unanimously10 Salary - William HighCommissioner Denning moved that the salary of William High, Social Worker with theCounty Welfare Department, be increased from 415 to 436 per month, effective May 1, 1968The motion was seconded by Commissioner Bailey and carried11 Welfare Department - Approval Tentative Public Assistance BudgetEdith Park, Director of Public Welfare, presented to the Board of Commissioners herestimated, tentative Public Assistance Budget for 1968 -69 Commissioner Bailey moved that thistentative budget be approved by the BoardCommissioner Denning seconded the motion which carried12 Additional Office Space - Welfare DepartmentEdith Park, Director of Public Welfare, asked the Board if the space in the CourthouseAnnex, now occupied by Attorneys E V Wilkins and Austin Stevens, could be used for additionaloffice space for the Welfare Department, when it becomes availableCommissioner Holding advised the Board that he would contact Mr Elmer Wellons, Jr,who has this space on a leased contract, and check into the situation13 Ambulance Permits ExtensionCommissioner Holding moved that W H Britt, Clerk, be directed to write the NorthCarolina State Board of Health and ask for another 60 sixty day extension of the ambulancepermits which were granted to the funeral directors of Johnston County on March 10, 1968Commissioner Denning seconded the motion which carried14 Transfer from Contingent Fund to Civil Defense BudgetCommissioner Bailey moved that 12500 from the contingent fund be transferred andappropriated to the Training Item of the Civil Defense Budget for expenses incurred, whichwould cause an overdraft in the Civil Defense BudgetCommissioner Denning seconded the motion which carried15 Paul Keller - Director of Johnston County Community ActionMr Keller appeared before the Board of Commissioners and advised that pursuant toSection 210 a, it would be necessary for them to hold a public hearing on the question ofdesignating a Community Action Agency for the County andthat public notice of same be postedThis meeting was set for Thursday night, May 16, 1968, at 800 PMw16 Road PetitionLeonard Lofton, 414 Raeford Street, Selma, North Carolina, representing Small ChapelChurch, presented the Board with a petition requesting that the State Highway Commission takeover and maintain a dead -end road off S R #1137 about one half mile from Highway 701, leadingg to Small Chapel ChurchCommissioner Bailey moved that the Board approve the request and forward the petitionon to the State Highway Commission office in Wilson, North CarolinaThe motion was seconded by Commissioner Denning and carried17 Road Petition - S R #1545A petition was presented to the Board signed by property owners on S R #1545, whichis located in Wake County and Johnston County The petition states that Wake County is pavingone end of this road, and these petitioners request that the portion in Johnston County bepaved This road carried a priority number of 242 Commissioner Whitley moved that thepetition be approved and mailed to the State Highway Commission office in Wilson, with therecommendation that said request be grantedCommissioner Holding seconded the motion which carried18 Reappointment - Joel Lorman Flowers, JrUpon a recommendation of the Bentonville Community Building Board of Directors,Commissioner Denning moved that Joel Lorman Flowers, Jr be reappointed as a member of theBoard of DirectorsThe motion was seconded by Commissioner Holding and carried unanimously19 Renting - County Property Adjacent to HospitalIn regards to the County owned property adjacent to the Johnston Memorial Hospital,Commissioner Adam J Whitley moved that the Board of County Commissioners authorize and directMr Lloyd Gilbert, Administrator of Johnston Memorial Hospital, to sign the necessary cropallotment papers at the County ASCS Office Commissioner Whitley further moved that Mr Gilbertbe authorized to rent this propertyThe motion was seconded by Commissioner J D Bailey and carried unanimously20 - Rent - Boarding Home PropertyCommissioner Whitley moved that the Board agree to rent the Boarding Home Property tothe present operators for 20000 per month beginning May 1, 1968, with the understanding thateach party has the privilege of terminating the contract with a 90 ninty day noticeCommissioner Bailey seconded the motion which carried21 Appointment - Member Welfare BoardBy virture of authority contained in Section 108 -11 of the General Statutes of NorthCarolina, Commissioner J D Bailey moved that Adam J Whitley, Jr of Smithfield, NorthCarolina be appointed a member of the local Board of Public Welfare for a term of three yearseffective July 1, 1968Commissioner Frank S Holding seconded the motion which was carried unanimouslyUpon a motion made by Commissioner Frank B Holding and seconded by CommissionerAdam J Whitley, the Board recessed until May 16, 1968, at 800 PM
