1 2Fit widthMeeting of the Board of CommiMay 16, 1968The Board of County Commissioners of Johnston County met in special session at 800 pm,May 16, 1968, in the Commissioners Room of the Courthouse, with the following members presentH M Johnson, Chairman, J D Bailey, Norman C,Denning, and Adam J Whitley, JrAbsent Frank B HoldingThe following business was transacted1 Hearing - Johnston County Community Action AgencyMr Paul Keller, Executive Director of Johnston County Community Action, along with agroup of his employees and interested citizens appeared before the Board of County Commissionersto be heard for thepurpose of considering the designation of a Community Action Agency for theCounty These employees and the citizens present explained and stressed to the Board ofCommissioners the good the Johnston County Community Action Agency is doing for the poor andneedy families in our County The representatives present presented examples of their ownsituation before the agency helped them Many letters of endorsement were received by the Boardexpressing the necessity for such a worthwhile agencyThe Commissioners discussed this agency and its programs at length, but took no formalaction at this time2 Adoption of Ambulance ProgramCommissioner Denning moved that the Board of County Commissioners adopt the recommen4dations of the Ambulance Committee as contained in the minutes of the Committee meeting ofMay 15, 1968, which is as followsCOMMITTEE ON AMBULANCE SERVICEMinutes - Committee on Ambulance Service - May 15, 1968 - 8 00 PMMay 16, 1968Present Mr,Lloyd Gilbert, Chairman; Mr H M Johnson, Mr J E Rogerson; Sgt G A Stewart,Mr Elton Parrish and Mr Wilson BroadwellAbsent Dr Hubert Poteat, Mr Victor Rains, Mr M J Oliver and Mr Howard Benton, SwadeBarbour, JrThe minutes for the meeting of January 22, 1968 were read and approvedAt the request of the Board of Commissioners of Johnston County, the Committee on AmbulanceService was asked to meet in order to further consider ambulance service for Johnston CountyMr Broadwell reported that, at the request of the Board of Commissioners of Johnston County,the Civil Defense Agency was holding a class for ambulance attendant training This trainingis necessary in order for persons to qualify for ambulance attendants, and he was of the opinionthat all Undertakers and Ambulance Services in Johnston County were represented in this trainingcourseMr Broadwell further stated that he had talked rto members of the present providers of ambulanceservice and it was his feeling that the majority would continue if the County would provide thefollowing1 The County purchase two ambulances to be stationed and operated by the JohnstonMemorial Hospital for the purpose of transferring patients to other hospitals whenprivate ambulance service is not available2 The County initiate such steps as are necessary to pass or to havepassed legislationto assist in the legal collection of ambulance fees3 The County purchase for each funeral home in Johnston County in business at thistime and who will continue ambulance service, one base station and one mobile,two -wayradio Also, one base station be installed at the Johnston Memorial Hospital on thesame frequency to expedite ambulance service in the County This will be a one -timecost as all maintenance will be the responsibility of the funeral director and anyadditional units will be the responsibility of the funeral director The purchaseof the equipment will include installation4 The County procede on,Item 1 immediately so there will be little delay in transferservice at Johnston Memorial HospitalFollowing a lengthy discussing, it was moved by Sgt Stewart and seconded by Mr Rogerson, thatthis Committee recommend, that Johnston County take the necessary steps to fulfill the above fourlisted provisions This motion was unanimously passedThere being no further business, the meeting was adjournedLloyd GilbertChairmannI?Commissioner Denning further moved that the Board request Mr Lloyd Gilbert, with theassistance of Mr Wilson Broadwell, to draw up specifications for the two ambulances and allthe necessary equipment specified in the recommendations, that the County is to purchase, andalso advertise for bids to be opened at a later date The motion was seconded by Commissioner Adam J Whitley, Jr, which carried unanimously3 Payment to Town of Smithfield - Mental Health ClinicCommissioner Adam J Whitley, Jr moved that W H Britt, Auditor, and J Narvin Creech,Treasurer, be authorized and directed to pay to the Town of Smithfield 7500 per month forutilities used by the Mental Health Clinic, effective May 1, 1968, and continuing until theMental Health Unit is available at the hospitalThe motion was seconded by Commissioner Denning, which carried unanimouslyUpon a motion by Commissioner Whitley and seconded by Commissioner Bailey, the Boardadjourned0ChairmanClerk
