and buythe paint whereby she would paint the buildingsThe motion was seconded by Commissioner Bailey and was carried2 Rest Homes - RequestsNathan Lassiter, operator ofthe Marlboro House Rest Home and Leawon Johnson,operator of Colonial Rest Home, along with Mr A J Brigman, Vice President of the NorthCarolina Association of State Homes for the Aged, appeared before the Board and explained thatthe cost of operating the Rest Homes has °increased substantially in the last several months -,especially since the required increase in wages, which was effective February 1, 1968 Theyexplained to the Board that the Welfare Department is now paying the Rest Homes 160per monthfor welfare recipient patients, and requested that the County subsidize the Rest Homes 10 permonth, per welfare recipient asked the Board of Commissioners for its approvalCommissioner Denning moved that the petition be approved and mailed to the State?f Highway Commission - Office in Wilson with the recommendation that said request be grantedii Commissioner,Holding seconded the motion which carried8 Bond Order 295,000 Refunding BondCommissioner Bailey introduced the following bond order which was read at lengthBOND ORDER AUTHORIZING THE ISSUANCE OF 295,00000 REFUNDING BONDS OF THE COUNTY OFJOHNSTONBE IT ORDERED by the Board of Commissioners of the County of Johnston as followsSection 1 The County of Johnston shall issue its bonds hereinafter referred to asRefunding Bonds to refund 295,00000 of the principal of the debt evidenced by the bondsdescribed in Section 2 of this bond order Said bonds shall be issued pursuant to theCounty Finance Act of North Carolina, as amended, and the maximum aggregate principal amountthereof shall be 295,00000Section 2 The Board of Commissioners has ascertained and hereby determines thatsaid County has heretofore issued, bonds of the aggregate principal amount of 295,00000consisting of 295,00000 Public Hospital Bonds, Series C, dated August 1, 1967, payableJune 1, 1968, and that no part of the principal of said bonds has been paid, and that saidbonds are valid and binding obligations of said County, and that said County has not raisedany money by the levy of taxes or otherwise to provide for the payment of the principal ofsaid bonds, and has no moneys which are required to be used solely for the payment of suchprincipalSection 3 The Board of Commissioners has ascertained and hereby determines thatsaid bonds were issued for, and the moneys raised by the issuance of said bonds were appliedto, the payment of the cost of financing purposes which are special purposes of said Countyas defined in Section 6 of Article 5 of said Constitution or to the refunding of debt incurredfor such purposesSection 4 A tax sufficient to pay-the principal of and interest on the RefundingBonds authorized by this order when due, shall be annually levied and collected4 196Section 5 A statement of the County debt of the County of Johnston has been filedwith the Clerk of the Board of Commissioners of said County, and is open to public inspectionSection 6 This order shall take effect upon its passage and shall not be submittedto the votersCommissioner Bailey moved that the following resolution be adoptedWHEREAS, a bond order entitled Bond order authorizing the issuance of 295,00000Refunding Bonds of °4the County of Johnston has been introduced at the meeting of the Board ofCommissioners held on March 4, 1968, and the Board of Commissioners desires to provide forthe holding of a public hearing thereon as required by the County Finance Act; NOW, THEREFORE,BE IT RESOLVED, by the Board of Commissioners of the County of Johnston, as follows1 The public hearing upon said bond order shall be held on the 18th day of March,1968, at 900 oclock, in the forenoon at the regular meeting room of the Board of Commissionersat the Court House in Smithfield, North Carolina2 The Clerk of the Board of Commissioners is hereby directed to cause a copy ofthe bond order to be published with a notice of such hearing in the form prescribed by law,in The Smithfield Herald, a newspaper published in the Town of Smithfield, in the County ofJohnston, North Carolina, at least ten days prior to such public hearing3 The County Accountant is hereby requested to file with the Clerk of the Boardof Commissioners, at least ten days prior to such public hearing,
