March 18, 1968 - Recessed1 2Fit widthi #March 18, 1968Meeting of Board of County Commissioners for the County of Johnston, March 18, 1968The Board of County Commissioners of Johnston County met in spedial session at 900oclock AM, March 18, 1968, in the Commissioners Room of the Johnston County Courthouse,with the following members presentH M Johnson, Chairman, J D Bailey, Adam J Whitley, Jr, Norman C Denning, andFrank B HoldingAbsent NoneThe following business was transacted1 Hearing on Bond OrderThe Clerk reported to the Board that the bond order entitled Bond Order authorizingthe issuance of 295,00000 Refunding Bonds of the County of Johnston , which had been intro-duced on March 4, 1968, had been published on March 8, 1968, with notice that the Board ofCommissioners would hold a public hearing thereon on March 18, 1968, at 900 oclock, AMCommissioner Bailey moved that the Board proceed to hold a public hearing on the bondorder The motion was seconded by Commissioner Whitley and was unanimously adoptedAt 9 10 oclock, AM, the Chairman announced that the Board would hear any citizenor taxpayer who desired to be heard with respect to the bond order At the direction of theChairman the Clerk read the bond order and the published notice of hearingAfter the Board had heard all persons who requested to be heard, Commissioner Baileymoved that the public hearing be closed The motion was seconded by Commissioner Whitleyand was unanimously adoptedCommissioner Bailey moved that the following resolution be adoptedWHEREAS, the bond order entitled Bond Order authorizing the issuance of 295,00000Refunding Bonds of the County of Johnston , introduced at the meeting of the Board ofCommissioners held on March 4, 1968, has been duly published with notice of hearing thereon,and the Board of Commissioners has, at the time and place specified in such notice of hearing,heard any and all citizens and taxpayers who desired to protest against the issuance of thebonds, and such hearing has been closed; andWHEREAS, the County Accountant has, by direction of the Board of Commissioners, filedin the office of the Clerk of the Board of Commissioners, a statement of debt incurred andto be incurred for other than school purposes under bond orders either introduced or passed,complying with the provisions of The County Finance Act, and such statement so filed showsthat the net indebtedness of the County is 6967 of the assessed valuation of property insaid County as last fixed for County taxation; NOW, THEREFORE,BE IT RESOLVED by the Board of Commissioners of the County of Johnston, as, follows1 The Bond order entitled Bond Order authorizing the issuance of 295,00000Refunding Bonds of the County of Johnston , introduced at the meeting of the Board ofCommissioners held on March 4, 1968, is hereby adopted without change or amendment2 The Clerk of the Board of Commissioners is hereby directed to cause a copy ofsaid bond order to be published with the statement as to its adoption prescribed by The CountyFinance Act in The Smithfield Herald, a newspaper published in Smithfield, North Carolina,in the County of Johnston, and such publication shall be made in the manner prescribed byThe County Finance ActThe motion having been duly seconded by Commissioner Whitley, it was unanimouslyadopted2 Produce MarketCounty Attorney W R Britt advised the Board that Mrs Effie Williams, who rents theproduce market, had contacted him in regard to the status of her lease for 1968, statingthat she understood that maybe the Board was anticipating selling the propertyThe Board instructed Attorney Britt to check the lease and ascertain if the propertycould be leased to Mrs Williams on a month to month basis for 1968, as there is somepossibility that the property could be sold3 Nathan LassiterNathan Lassiter appeared before the Board in a follow up of his request at the lastBoard meeting regarding a subsidization of the welfare patient in the Boarding Home which heoperates He presented figures purporting to show that his profits were almost nilThe Board advised Mr Lassiter that they would continue study of the situation andif not before, they would try to provide for some assistance in next years budgeta£f ?rMarch18, 1968 Cont4 Annual Audit ContractCommissioner Holding moved that Daniel G Matthews, CPA, be awarded the Annual AuditorsContract as followsAll funds except School Funds,Clerk of Superior Court,Fire Department Funds, andJ P Funds 184000Fire Department Funds 36000Clerk of Superior Court Funds From July 1, 1967 to1 the first Monday inDecember, 1968 110000J P Funds From July 1, 1967 tothe first Monday inDecember, 1968 30000 360000The motion was seconded by Commissioner Denning and carried5 County Farm Pr o er ty - TimberCommissioner Whitley advised the Board that he had collected 50, which was turned into the treasurer, from Mr Starling Johnson for timber cut off the County Farm Propertythrough errorj Commissioner Holding moved that the Board adjourn Commissioner Bailey seconded themotion and the Board adjourned
