Fit widthMeeting of Board of Commissioners for Johnston CountyMay 20, 1985The Johnston County Board of Commissioners reconvened in regular sessionMonday, May 20, 1985, at 730 pm, in the Commissioners Room, Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, Howard Benton and John M Booker, DVMMembers Absent NoneAlso present Kramer Jackson, County Manager and Eleanor N Creech,Clerk to the BoardThe Chairman called the meeting to order and the following businesswas transacted1 1985 -19,86 Budget Available for Public InspectionThe County Manager announced the 1985 -86 Proposed Budget was availablefor public inspection in the Office of Clerk to the BoardA Public Hearing on the 1985 -86 Proposed Budget was set for June 10,1985 at 730 pm, Commissioners Room, Johnston County Courthouse, Smithfield,North Carolina2 Proposed Budget Presentation by Budget OfficerKramer Jackson, Budget Officer, presented the 1985 -86 Proposed Budgetto the Board of County Commissioners for review and studyHe read the following Budget Message;The Proposed Fiscal Year 1986 Budget totals 27,540,441 County propertytax represents 40 of the total revenues, Federal and State funds represents 29 ,Local Sales taxes make up 15 and the balance comes from county governmentefforts and regulationsAd Valorem Tax The proposed balanced budget requires no countyproperty tax increase for the new budget year and maintains the same 890 per100 tax rate The county property taxes are expected to generate 10,634,853,an amount approximately three percent larger than the current years 10,301,771Public Schools The presented balanced budget proposes to appropriatethe following to the Public School system51 of all anticipated 1985 county property taxes50 of all anticipated 20 local sales tax100 of all anticipated revenue sharing fundsThe presented budget wi I I allow 6,689,130 to be used toward the educationof Johnston Countys youth This budget reflects approximately 46 million goingdirectly for school employee salaries and 1,265,355 going for Capital OutlayEmployees Compensation The balanced budget recommends the countymaintain the same salary schedule It further provides a one step salary increasefor all regular county employess This increase represents a salary adjustmentof 44I wish to use this opportunity to thank all employees of county governmentfor their dedication to their work, their appreciation for any and all considerationsgiven by the Board of County Commissioners and perhaps most of all for theirpart in keeping the cost of government down by requesting only those funds neededExcludes fund balance which is reserved for Courthouse additionSubmitted May 20, 1985Kramer Jackson, Johnston County Budget OfficerEach section of the Proposed Budget was reviewed with the board includingBudget Fund Summary Revenues and Expenditures; the CountyManager was asked to explore the possibility of telephones in inspectorscars instead of mobile radios; the thought was that telephones couldbe more economical3 Livestock Arena - Heating and Air Conditioning - 20,000; the boardsuggested to get a consultant or engineer to determine if a new unitis needed;4 Airport Authority - 33,600; the County Manager Budget Officerwas asked to find out what project this request is to be used forAfter discussion and review of the Proposed Budget, the Board of Com-missioners complimented Mr Jackson on the job he has done in preparing a proposedbalanced budget without any tax rate increaseIn reference to the new Courthouse project, the Budget Officer explainedhe felt there may be sufficient fund balance to carry the county through thefirst year of this construction project4 FHA Office SpaceThe CountyManager reported he and ChairmanDenning had talkedwithJackie McLamb andOttis Ross of the Farmers HomeAdministration Office,andlearned that 1,200to 1,400 square feet would be themaximum amount ofspacethat FHA would beallowed to participate in; hewishes to become aCPAIn view of the fact that he will be the responsibility of the countyuntil he becomes self sufficient; the board looked with favor upon this requestThe board was told that he had applied for federal aid and any amount receivedfrom the federal government- would be deducted from the county costCommissioner Howard Benton moved the county pay the tuition for RickyHogg to attend North Carolina State University as a full time student to studyaccounting, this cost contingent upon him maintaining a satisfactory grade averageCommissioner James W Cash seconded the motion which was carried byunanimous vote10 Health Department - Interpreter for Non - English SpeakingThe board gave their approval for the Health Department to employ aninterpreter for non - English speaking families on an as needed basis11 Rescue Association Request Countywide Tax RateA letter was received from the Johnston County Rescue Association askingithe Board of Commissioners to consider levying a countywide special tax tosupport the countys rescue squadsThe County Manager explained to the board there was not time to doall the work that is required to levy a special tax by, July 1, 1985 The boardtook no action on this request at this time12 Water Surcharge Protest by the Town of Four OaksThe County Manager advised the board he had received a letter fromthe Town of Four Oaks protesting the proposed water surcharge rates13 Land Use Planning Committee ReportIt was reported to the board the Land Use Planning Committee had metand they are looking at the three townships of Wilders, Clayton and ClevelandThese townships are seeing much growth because of the spill-over from WakeCounty and because of the 1 -40 corridor coming through Johnston County Thereis also a need to study Pleasant Grove and Elevation Townships because of growthiin these areasThe board discussed the need to increase the number of members onthe Johnston County Planning BoardNo action was taken at this timeThe board also briefly discussed the impact the 1 -40 corridor will haveon growth in Johnston County The board was advised that the County Planneris looking into this matter14 Appointment - Eastern Carolina Regional Housing AuthorityCommissioner Frank B Holding moved that W J Bill Joe Austin bereappointed to the Eastern Carolina Regional Housing Authority, to serve as aCommissioner for Johnston County for the term of five years beginning with theIst day of July, 1985ICommissioner James W Cash seconded the motion which was carried byunanimous votell l1May 20, 1985 Continued15 Resignation - Member - Hospital Board of TrusteesThe board received the resignation of Maynard E Barnes, Benson, NC,from the Board of Trustees of Johnston Memorial Hospital The board acceptedMr Barnes resignation effective May 15, 1985, and instructed the Clerk to advertisefor applicants for this positionUpon a motion by Commissioner John M Booker, duly seconded by Com-missioner Frank B Holding and carried, the board adjournedNorman C Denning, ChairmanEleanor N CreechClerk to the Board
