COG tofi I I the unexpired term of Huitt Reep11 Emergency Medical Services Rescue Squads - Mutual Aid AgreementUpon a motion by Commissioner James W Cash, duly seconded by Com-missioner _John M Booker and carried by unanimous vote, the following Agreementfor Mutual Aid Regarding Emergency Medical Services in the State of North Carolinawas agreed upon and adopted by the Board of County CommissionersAN AGREEMENT FOR MUTUAL AID REGARDINGEMERGENCY MEDICAL SERVICES IN THESTATE OF NORTH CAROLINAThe following shall constitute an agreement in principle among the 100counties and the Cherokee Indian Reservation within the State of North Carolinaregarding Emergency Medical ServicesProvisions for the Agreement1 In recognition of our desires to best serve the needs of the sick and injured,we endorse the attached Guidelines for Emergency Medical Service MutualAid and authorize response across political boundaries or other zones ofresponsibility when requested by another EMS provider, or, spokesman forsuch, under the following circumstances and conditionsWhen a provider who is primarily responsible for EMS coverage in aparticular service area deems the situation requires more than it hasresources to handle and that serious aggravation of an existing injuryor possible loss of life may result without such assistance or wherethere is any doubt about the geopolitical location of an emergency call2 We agree to assist and cooperate with all other emergency transportationand rescue providers in the event of a disaster according to the provisionof the regional disaster plansThe direction of services shall be handled by the primary provider Whonormally services the area This responsibility shall be coordinatedwith the disaster personnel responsible for carrying out local and regionaldisaster plans upon their arrival3 Calls of a routine or non - emergency nature should be directed to an ambulanceservice to the county where the call originates4 Providers whose operations are North Carolina based shall respond to callfor assistance with trained personnel, ambulances, or rescue vehicles nopersonal vehicles Out -of -state providers should respond in a similar orI ike manner5 Reimbursement or charges to which the provider would otherwise be entitledshall not be affected by this agreementb Existing mutual aid agreements among EMS providers within specific countieswill not be affected by this agreementAGREED UPON this first day of April, 1985 by the Board of Commissionersof Johnston County{April 1, 1985 Continued12 Transfer of Cable TV FranchiseThe County Manager explained to the board that Kee had received arequest from Jim Lawrence, Attorney, that Johnston County transfer the existingcable television franchise now existing from Kountry Kable of Johnston Countyto Cable Franchises, IncorporatedThis new company asking to have the franchise transferred is a wellestab I i shed cable company They own some eighteen franchises in the easternpart of the United States and are in a position to complete the Johnston Countycable franchise pursuant to the terms of the prior cable franchise agreementwith Kountry Kable, IncIn reference to the legal problems involving Kountry Kable, Inc, theattorney advised that Cable Management has authorized settlement of the lawsuit leaving no responsibility for the county; the legal problems now have beencompletely settled and will in no way impede upon or be in any way a problemas far as the franchise goesAfter much discussion, Commissioner Frank B Holding moved that JohnstonCounty transfer the existing cable television franchise granted to Kountry Kableof Johnston County, Incorporated, on May 12, 1982, to Cable Franchises, Incorporated,subject to the receipt of written acceptance from Cable Franchises, Incorporated,accepting all conditions of the Johnston County Cable Television Ordinance; andfurther contingent upon the successful conclusion of the suit filed by Larry WCoats vs Kountry Kable of Johnston County, IncorporatedCommissioner James W Cash seconded the motion which was carried byunanimous vote13 Blood Count Machine for Health DepartmentThe County Manager advised the board that the Health Department isasking the County to purchase an automated blood count ma- chine The HealthDepartment can no longer find an OB -GYN physician willing to hold clinics duringthe day They will now conduct prenatal and maternity clinics on Thursday nightsThe Health Administrator has made a study which shows the purchase of the machineto cost less money than the cost- to work several employees over a much longerperiod of time to accomplish less The machine is more accurate and can be operatedby one employee providing results several times quickerIt was further explained to the board that the service would be mostextensively used in Child Health, Family Planning and Maternity Clinics andthe use of the automated system would greatly facilitate lab tests and resultsfor the night clinics North Carolina State Maternity Guidelines suggest a CBCfor all new physicals on pregnant womenIn discussion the board was advised the cost of an Coulter S550 automatedblood count machine would be approximately 27,000 with a five year warrantyThere was some discussion the machine could possibly be purchased for lessAfter much discussion, Commissioner Frank B Holding moved that anautomated blood county machine be purchased for the Health Department subjectto the County Manager negotiating prices and approval of the cost of the machine;and further that funds be transferred from the Contingency Fund for paymentof this machineCommissioner James W Cash seconded the motion which was carried byunanimous vote14 Social Services 1985 -1986 Tentative Budget - 39,500; AgriculturalBuilding Roof - 42,900,; or a combined bid of 79,500IAfter discussion, Commissioner James W Cash moved the county acceptthe low bid from Hicks Roofing and Sheet Metal Works, Eden, NC, in the amountf of 79,500 to re -roof the Public Library of Johnston County and Smithfield andthe Johnston County Agricultural BuildingiCommissioner Cash further moved the Library roof bid at a cost of 39,500is accepted contingent upon the County Manager being able to work out a costsharing plan with the Town of Smithfield; and further that the following budgetamendment be approved for the Agricultural Building roof; - Credit 1049505000Capital Outlay - 46,33200; Debit 8044408200 - Contingency Fund - 46,33200Commissioner Frank B Holding seconded the motion which was carriedby unanimous vote20 Funding of Library OperationsA delegation of library supporters, including Library Board of Trusteemembers, met with the Board of Commissioners in support of continued local fundingfor the Public Library of Johnston County and Smithfieldt IThese people are concerned about Public Library funding because theTown of Smithfield has declared they will no longer support the Public Libraryon a 50 -50 matching basis with the county The Smithfield town board membershave decided that future town funding will be based on 300 per town residentLibrary officials have informed the town and county that any reductionin local funding would jeopardize continued state financial assistance, whichwould certainly jeopardize library operationsThe Chairman tol d this group of library supporters that CommissionersFrank B Holding and John M Booker had been appointed to represent the County ?Commissioners and to work with Smithfield Town board members in an effort tocome to some agreement on Library funding on a fair cost sharing basis for thetown and the countyThe Chairman further stated this board is willing to do anything thatis fair and right; and certainly willing to carry its fair share of library supportCommissioner Frank B Holding says that he feels the Board of Commissionerswill make an effort to cooperate with the town and furnish more support to thePublic LibraryThe County Manager has worked out a plan that may prove to be aworkable solution as to a cost sharing formula for the Town of Smithfield to considerThe Board of Commissioners want the Smithfield Town Board to study this planbefore any decisions are madeIt is agreed by the Board of Commissioners that the county needs tomake some adjustments about Public Library fundingJimmy Wellons, Library Board Member, agreed with the County Commissionersthat the plan shout d go before the Smithfield Town Board before it is announcedto the public; he feels the two boards should meet to work out an agreeablesolution to the library funding problemCommissioner John M Booker, liaison member to represent the County_Commissioners on the Library Board of Trustees, stated he thinks the plan isa very reasonable offer and he can recommend that this appropriation willbe in accordance kto what is needed kThe Board of County Commissioners made a commitment to make everyeffort to cooperate with the Town of Smithfield in working out a satisfactory solutionon funding for library operationsApril 1, 1985 ContinuedThe Chairman instructed Commissioner Frank B Holding, CommissionerJohn M Booker, and Kramer Jackson, County Manager, to meet with the SmithfieldTown Board on Tuesday, April 2, 1985Upon a motion by Commissioner John M Booker, duly seconded by Com-missioner James W Cash and carried, the board recessed to meet again Thursday,April 4, 1985, at 730 pm1Norman C Denning, ChairmanEleanor N CreechClerk to the Board
