March 4, 1985The Johnston County Board of Commissioners met in regular session Monday,March 4, 1985, at 10 oclock am, Commissioners Room, Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, JamesW Cash, John M Booker, DVM, and Howard BentonMembers Absent NoneAlso present Kramer Jackson, County Manager and Eleanor N Creech,Clerk to the Board1 MinutesThe minutes of the February 4, 1985; and February 11, 1985 board meetingsstand approved as recorded2 Appointment - West Johnston Fire District CommissionUpon the motion of Commissioner Howard Benton, duly seconded by Com-missioner John M Booker and carried, the following appointments for two yearterms were made to the West Johnston Fire District Commission; Leron A Parrish;Earnest Wilkins; and Artemus Hardee These terms are to begin immediately andexpire February, 19873 Building Inspections for Town of Pine LevelThe Pine Level Board of Commissioners has officially requested the countyto include the Town of Pine Level in its extensive building inspection programas of July 1, 1985, in order to comply with the new North Carolina State BuildingCode as required by the North Carolina Department of InsuranceAfter discussion, Commissioner James W Cash moved this request begranted; and the county handle all building inspections for the Town of PineLevel; applications and fees to be handled through the County Planning andPermits DepartmentCommissioner John M Booker seconded the motion which was carriedOTHER BUSINESSa The County Manager distributed a questionnaire to each boardmember from the Triangle J Council of Governments Triangle J says this questionn-aire will govern the program activities of the Council of Governments for thenext fiscal yearb The County Manager reported he had received permission from theAirport Authority to build a bulk container site on airport property; he alsoreported that work has begunMarch 4, 1985, Continued4 Princeton Waterline - Contract AwardedThe County Manager reported the county had received and opened twelvebids for the Princeton Waterline on February 26th at 230 pm The board waspresented a list of bidders; the low bid was submitted by W E Blackmon Con -struction Company of Smithfield, North Carolina, at 866,050Tom Moore, Engineer, Ragsdale Consultants, reported that everything wasin order and recommended the contract be awarded to W E Blackmon ConstructionCompanyAfter discussion, Commissioner Frank B Holding moved the Princeton Waterlineconstruction contract be awarded to W E Blackmon Construction Company of Smithf field, NC, low bidder, at 866,050Commissioner Howard Benton seconded the motion which was carried byunanimous votei5 Rabies Clinics - Veterinarians ParticipationICommissioner James W Cash moved that John M Booker, DVM, servingas a County Commissioner, and C R Swearingen, Jr, serving as a Health BoardMember, be authorized, in accordance with a new revision of GS 14 -234, toparticipate in the required county rabies clinics, and to be paid in accordancewith other veterinarians participating in the clinicsGS 14 -234 requires the Board of Commissioners to approve participatingof elected and appointed applicable board membersCommissioner Howard Benton seconded the motion which was carried bythe following voteiAyes James W Cash, Howard Benton, Frank B Holding and Norman Cj DenningNay NoneAbstaining John M Booker, DVMI6 Jim Moore Complains About Hospital Emergency Room ConditionsJim Moore, 424 Pecan Drive, Selma, NC, met with the board to discussoperations and management at Johnston Memorial Hospital especially in the EmergencyRoom Mr Moore advised the board he was here mainly because of concern ofpatient care and -the way the Emergency Room is managed His concern was thewaiting period; the neglect of patients while they find out if they have insuranceor how they are going to pay the billMr Moore related many i nci dents of being in the Emergency Room as apatient with chest pains, back pains, and arm pains He stated in his case,Emergency Room doctors nor his family doctor diagnosed his condition as beinga heart problem and in June of 1982 he suffered a - massive heart attack causing70°j damage Mr Moore was told by Raleigh doctors that cardiograms taken atJohnston Memorial Hospital showed serious heart problems that he should havebeen told about His Raleigh doctors advised him to file a lawsuit against JohnstonMemorial, he stated he did not wish to, however, he strongly feels that somethingshould be done about the lack of professional medical attention a patient receivesin the Emergency Room Mr Moore reported on numerous times he was in theEmergency Room and how people had to wait that needed immediate emergencyattention For example; the waiting period because there are not enough doctors to give the emergency treatment needed He stated to the board, these peopleshould be seen immediately and questioned later Mr Moore says he understandswhy wreck victims and the seriously injured are seen first, but he says he doesnot undertstand why other doctors are not called in to help in the EmergencyRoom in;ac cY iti;cal situationMr Moore says disregarding what had happened to him, he is very concernedabout the patient they should be the primary concern of the doctors in theEmergency Room in any situation He says the hospital administration blamesthe County Commissioners for not providing funds for a medical clinic in Smithfield, jand to, welfare recipients abuse Emergency Room timel ,Mr Moore further stated he feels the hospital is not being run properly ;other hospitals see Emergency Room patients immediat¢4,y and they are not questionedat length about ability to pay or insurance coverage He feels that everyoneshould be treated the same regardless of their situationMarch 4, 1985 ContinuedThe Chairman in responding to Mr Moore, thanked him for coming to theboard with his concern Commissioner Howard Benton, serving as Chairman ofthe Hospital Board of Trustees, asked the County Manager to write a letter fromthe Board of Commissioners to Hospital Management to remind them of their responsi-bilities and relay Mr Moores complaints7 Revaluation Contract AwardedThe County Manager reported to the board he had talked with State Officialsabout W P Ferriss Company of Charlotte, NC, regarding the companys qualificationsfor doing county revaluations, he was told the company was equal to anybodyin the business if not better The County Tax Administrator and County Manageralso reported they had talked with several counties revalued by W P Ferrissand they are highly recommended to do a good jobStaff recommends the board accept the bid of W P Ferriss Company ofCharlotte to provide the revaluation of county real propertyAfter discussion, Commissioner Howard Benton moved the revaluation contractbe awarded to W P Ferriss Company of Charlotte, NC; bid price of 485,881Commissioner James W Cash seconded the motion which was carried byunanimous vote8 District Engineer NC Department of TransportationWayne Bailey, District Engineer, reported that bids had been receivedand opened on the Smithfield to Selma 301 Project; and in his opinion the contractwould be awarded soonThe board asked Mr Bailey to check on several small problems reportedto the board; 1 water drainage problem in subdivision off 301 between Selmaand Smithfield; 2 beavers claming up rivers and streams causing flooding MrBailey told the board he would check on these matters and further that the HighwayDepartment is working with the Wildlife Commission on the beaver problem9 Subdivisions Approved1 Upon the recommendation of the County Planning Board, and upon motionby Commissioner Frank B Holding, duly seconded by Commissioner John M Booker,and carried, the Pennie E Taylor Subdivision, Mr Whittenton, owner, locatedUS 701 near Mill Creek West of SR 1008, Meadow Township, dividing existingLot # 2 in half, final phase, restrictions subject to lot being shown as Lot #2A on plat, was approved and the Chairman authorized to execute the plat2 Upon the recommendation of the County Planning Board, and upon motionby Commissioner James W Cash, duly seconded by Commissioner Frank B Holdingand carried, the Meadow Lark Acres Subdivision, Bi I I Reams, owner, located SR1557 approximately 2 miles NW of Little Creek Church, Clayton Township, 12 lots,final phase, restrictions subject to note being placed on the plat that there willbe no further subdivision of the lots due to the length of the road, was approvedand the Chairman authorized to execute the plat3 Upon the recommendation of the County Planning Board, and upon motionby Commissioner James W Cash, duly seconded by Commissioner Howard Bentonand carried, the South Fork Subdivision, Herman Mitchiner, owner, located SR1555, approximately halfway between Clayton and Sarah Barbours Mill, ClaytonTownship, 8 lots, final phase, restrictions subject to owners signature and addressbeing shown on the plat and subject to note designs ing responsibility for roadmaintenance being placed on the map, was approved and the Chairman authorizedto execute the plat4 Upon the recommendation of the County Planning Board, and upon motionby Commissioner Frank B Holding, duly seconded by Commissioner Howard Bentonand carried, the Gilbert Subdivision, R A McLamb, owner, located SR 1309north of intersection with SR 1313 Hardees C R, Pleasant Grove Township,6 lots lots # I, #2, #3, #41 #5 and #6 final phase, restrictions subject tonote being placed on plat that Lot # 3 cannot be further subdivided without50 foot access, was approved and the Chairman authorized to execute the plat5 Upon the recommendation of the County Planning Board, and upon motionby Commissioner James W Cash, duly seconded by Commissioner Howard Bentonand carried, the Hidden Valley Subdivision, Lewis Wilson, owner, located leftside of SR 1903, Clayton Township, 50 lots, final phase, was approved andthe Chairman authorized to execute the platMarch 4, 1985 Continued6 Upon the recommendation of the County Planning Board, and upon motionby Commissioner James W Cash, duly seconded by Commissioner John M Bookerand carried, the Hunters Run Subdivision, Rebecca Flowers Finch, owner, locatedSR 1905 off SR 1003, Wilders Township, 20 lots, phase one, restrictions subjectto 1 Madeleine and Francis Drive being designated as private streets on plat;2 note designating road maintenance responsibility being placed on the plat,was approved and the Chairman authorized to-execute the plat7 Jeff Coutu, County Planner, explained to the board that Julian Marshall,owner of Green Meadows Subdivision, has requested approval of this subdivisionlocated SR 2507 off SR 1007, Smithfield Township, 3 lots, final phase TheCounty Planner further advised; the Planning Board recommends approval subjectto the Board of Commissioners consideration of the restrictions of performanceguarantee allowed in Article V I 1 1, Section 402 of the Johnston County Subdivision RegulationsAfter much discussion and review, Commissioner John M Booker movedthat Green Meadows Subdivision, owned by Julian Marshall, be approved subjectto the posting of a performance bond by the owner in the amount of 15,000 tocover the cost to construct the road, prior to the subdivision plat being recordedCommissioner Frank B Holding seconded the motion which was carriedby unanimous vote8 Planning Board to Review Article VIIIRegulationsion 402 of SubdivisionAt this time, the Board of Commissioners asked the County Planner to reviewand discuss with the Planning Board Section 402 of Article VII I, of the JohnstonCounty Subdivision Regulations, as there may be a need for revisions of thissection10 Soil Conservation Funds Cut Opposed by BoardGordon Peedin, Soil Conservation Board Member, asked the Board of Com-missioners support and endorsement opposing funding cuts for the US Soil Con-servation ServiceUpon a motion by Commissioner Frank B Holding, duly seconded by Com-missioner James W Cash and carried unanimously, the board authorized the Chairmanto sign the following letter written to US Senators Jesse Helms and John East,and US Representatives Charlie Whitley and Tim Valentine;March 4, 1985This is in response to the recent budget proposal of the Reagan Administrationregarding funding of soil and water conservation programs The elimination offunding of the Agricultural Conservation Program and the Forest Incentives Programwill have a devastating effect on private landowners in Johnston County in imple-menting conservation measures, and w strongly opposed to this action Weare also opposed to the reduction of funding for the Soil Conservation ServiceA 65 per cent reduction in manpower of an agency already manned at less thanwhat it should be is simply unacceptableThe County of Johnston has shown a commitment to soil and water conservationthrough the years for we realize the importance of it We are presently fundingthe conservation program in the county in excess of 47,000, which includes thesalary of two employees We just completed a progressive soil survey of the countywhich was funded locally in excess of 120,000 The commitment we are showinghas to be shared by the federal governmentWe urge you to do whatever is in your power to restore funding in so1land water conservationSincerely,Norman Denning, ChairmanJohnston County Board of Commissioners Commissioner Hovard Benton was excused at 1Upon a motion by Commissioner Frank Bmissioner John M Booker and carried unanimously,Eleanor N Creech, Clerk2 oclock noonHolding, duly seconded by Comthe board adjournedwOrman C Denning, ChairmaniiiDetailsAnnotationsEntry PropertiesModified11192013 22725 PMCreated4162003 13647 PMTemplateMinutesFieldsMinutes - TypeRegularMinutes - Date341985Book17
