July 22, 1968The Board of County Commissioners met in special session in the Auditors Office inthe Courthouse in Smithfield, July 22, 1968, at 800 P M with the following members presentH M Johnson, Chairman, J D Bailey, Frank B Holding, Norman C Denning, andAdam J Whitley, JrAbsent None11 The following business was transacted1 At the request of the Board, Q K Wall, Chairman of the Advisory Committee of theJohnston County Community Action, Inc, and Paul Keller, Director, appeared and were questionedrelative to incidents that had recently taken place in the realm of their programs organizationespecially that of Head StartMr Keller advised the Board that before employing Mrs Dorothy Wren as Director6fHead Start, that he,,,had made -what he considered a very thorough investigation as to hercharacter and qualifications, and found that she was very ably qualified Mr Keller statedthat Mrs Wren had done an excellent job and that hd had had no complaints from any parents ofthe children enrolled in the °Head Start Program Mr Keller advised that he had invitedCongressman David Henderson of the Third North Carolina District, more than once to visithim and his organization and °make any investigation that`he felt desirable Mr Keller alsoadvised that he had recently °written Senators Sam J Ervin, Jr, and B Everett Jordan, andextended them the same invitation and opportunity, and that he had received no reply fromCongressman Henderson or Senators Ervin or JordanMr Keller presented the Board a letter of resignation dated Thursday, July 18,19682from Mrs Dorothy Wren, Director,of Head Start Program, and advised the Board that he hadaccepted the resignationAt the conclusion of the interrogation of Mr Keller and Mr Wall, CommissionerWhitley made a statement that he had come to the meeting prepared to make a motion that theBoard ask Mr Keller to accept the resignation of Mrs Wren, however, after finding thather resignation had already been accepted, Commissioner Whitley moved that the Board agreewith and concur in the action of Mr Keller in accepting the resignationof Mrs WrenThe motion was seconded by Commissioner Denning and was carried unanimously2Commissioner Bailey moved that the Clerk to the Board write the Mayor and Commissionersof Clayton and thank them for their recent letter pertaining to Mrs Dorothy Wren, Directorof the Head Start Program, and to advise them that the Director has tendered her resignation,which has been promptly accepted by the Director of Johnston County Community Action, Inc;that the Board in special session has thoroughly looked into this matter and unanimously hasvoted to concur in the acceptance of the resignation, and further, that the Board welcomesfuture comments and inquiries from the Mayor and Commissioners of Clayton concerning anypublic activityCommissioner Holding seconded the motion which carried unanimouslyUpon a motion made by Commissioner Bailey and seco ed by Commissioner Holding, theBoard adjournedChaim nClerk
