of Needs of the County School SystemBoard of Education members present Wade Stephenson, Chairman; SherwoodParker, Vice - Chairman; Jimmy R Flowers and W Royster Martin;School Superintendent - Dr James H SI lerbe;Selma S6hool Advisory Board members present Ray Earp and Dr DickyParrishWade Stephenson, Chairman, made an opening statement; thanked theBoard of Commissioners for giving the Board of Education the opportunity to meetwith them; and spoke on the Board of Educations credibilitySherwood Parker, Vice- Chairman, read the following statement;BOARD OF EDUCATION STATEMENT TO COUNTY COMMISSIONERSFebruary 4, 1985GentlemenNormally, we address the capital outlay needs with you when wepresent our official budget request in May Because you may make adecision today to spend next years money, and perhaps, more, for ajail and county office building, we have asked that we ,be allowed tospeak We are concerned that some have implied that you will fundthese projects rather than provide funds to the schools because we havenot completed our Long Range Plan Gentlemen, we had not expectedto have the plan completed at this point in time I do not know whatyou expect the Long Range Plan to do, but it certainly is not expectedto make all the decisions this year that may be required for each ofthe next ten years Rather, it w i l l provide direction and a frameworkfor making these decisions and preparing annual budget requests thatare required by State lawAs to the needs of the County School System, they have been welldocumented in the recent report titled JOHNSTON COUNTY SCHOOL FACILITIES1984 -1994 To briefly summarize our situation, only 9 of the 23 schoolshave facilities that are judged adequate to house a[I their studentsWe have adequate facilities for an estimated 11,174 students of an expectedmaximum enrollment of 14,582 Unfortunately, the location of these facilitiesand the location of thi a students creates a requirement for new constructionto house 5,079 35 students in adequate facilities Twenty -four buildingsdo not meet the Handicapped Section of the North Carolina Building Codeand are not suitable for modification or are very difficult to modifyEight buildings have been judged by the architects, engineers, andeducators of the State Department of Public Instruction to be poor andshould be phased out Twenty more buildings should only be maintainedfor health and safety until replaced according to these expertsFebruary 4, 1985 ContinuedWe must begin to alleviate these situations To wait any longeris a grave disservice to the children and the taxpayers of the countyWe understand that you are being pressured to build a new jail Weunderstand the need for better office space for the County Adm76ist-rat on -aWe hope, however, that you wi I I not forget what you have seen in theschools and that you will have a serious concern for the welfare ofchi I dren Although the needsare many, and the communities in the countyare anxious to replacetheir old worn out buildings, we decided wellover a year ago thatRichard B Harrison should be replaced firstWe purchased a very fine site for its replacement The people of Selmaare excited and impatientto see construction get underway Others inthe county are awaitingtheir turn recognizing that the sooner we getstarted, the better Ontwo occasions, we have officially notified youof our request for fundsfor that new school The first of those occasionswas our budget requestlast year, and the second request was a fewweeks ago in responseto the County Administrators request We assureyou that you will see therequest again at budget timeWe hope that our position is clear to you and that the media re-presentatives will report it accurately to the public However, if theresti l I are questions, we will attempt to answer themWade Stephenson, ChairmanSherwood Parker, Vice ChairmanRoyster MartinJimmy FlowersKenneth JonesSpeaking again, Chairman Stephenson reminded the Board of Commissionersthat the Board of Education voted unanimously to build the Selma School; sayingthat all other school districts in the county have a new one -story facility exceptSelmaDr Ellerbe stated that it is a serious time in the county; the countywill always have large financial needs He suggested that another one -half centsales tax could be used in Johnston County; that there is a need to approachthe problem with how to find dollars in years to come as additional revenuewi I I be needed Dr Ellerbe further stated the school system is in serious needof new school buildings, and the Board of Education is trying to solve theseneeds ; they are working on plans of how it can be done most economicallyThe Board of Educat i n is trying to look at the entire process of funding for manyyears down the road, Dr Ellerbe stated Dr Ellerbe reminded the board thatiwere talking about the future of the county - young childrenICommissioner Frank B Holding responded saying that he is committedto schools and he will support the schools and construction needs to keep schoolsup to date Commissioner Holding continued saying that he hopes there will beenough resources to do what needs to be done for the schools and to build thecounty jailThe Board of Education asked to meet with the Board of Commissionerswhen they learned that the board might employ an architect to start work onplans for a new courthouse addition which will include a new county jail facilityEarlier during the meeting, the County Manager advised he had talkedwith a Federal Marshal and there might be a possibility of getting federal fundsto help construct a new jail facility if the county - agrees to reserve up to 15cells for safekeeping of federal prisoners awaiting trialCommissioner James W Cash stated that with the possibility of a federalgrant of approximately 750,000 for the new courthouse addition, both projectscould be done at the same time; and that the Commissioners w i l l work towarddoing the school project and the county jail in the next few yearsThe two boards talked about phase construction ; it was not preferred,but not ruled outChairman Denning responded regarding the Board of Educations credibilitysaying there is no question in this boards mind about the Board of Educationscredibility However, the Board of Commissioners must be prepared to tightenthe buck as the county wi I l be getting less money - from the federal governmentChairman Denning further assured the Board of Education the Board of Commissionerswill work with them in doing everything they can; realizing the Board of Educationis committed to the Selma project Chairman Denning strongly emphasized theBoard of Commissioners can not afford at this time to raise the ad valorem taxrate; the farmers just cant afford much more tax Chairman Denning agreedwith Dr Ellerbes suggestion that maybe they should look for other sources of0tFebruary 4, 1985 Continuedrevenue to help finance some of the countys capital outlay needs He told theBoard of Education and members of the Selma Advisory Council that were present,he feels their Selma project is on its wayCommissioner Holding again responding stated, this board has respectfor what the Board of Education is trying to do, and the job you have to do ;there are boys and girls all over the State that are in the same type of schools;and this board expects to pursue and resolve this matter in as orderly a manneras we know howCommissioner John M Booker spoke to the Board of Education stating;There appears to be a large need in county school facilities shown by the publichearings held during the past year The needed capital appears to be greaterthan the practical ability of the county commissioner board could provide ina short time In order for a commissioner to push to get the maximum from thecounty tax dollar and more funds being designated to the school facilities, hemust be assured that all practical efforts are being pursued by the persons ofresponsibility representing our county school system Not only must a commissionerbe assured, but also, the public must be assuredCommissioner Booker pointed out that he was not opposin the
