Meeting of Board of Commissioners for Johnston CountyJanuary 21, 1985_The Johnston County Board of Commissioners met in special session Monday,January 21, 1985, at 7 oclock pm, in the Commissioners Room, Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, James W Cash, and John M Booker, DVMMembers Absent Frank B Holding and Howard BentonThe purspose of this special meeting was to consider the appointment andcontract for architectural services for the new county jail and courthouse annexadditionThe Chairman called the meeting to orderKramer Jackson, County Manager, reported that Commissioner Frank BHolding and Commissioner Howard Benton sent word they are in favor of goingforward with this project and would vote in favor to award the contract for archi-tectural services if they were presentWilliam E Fripp, Jr, Grier - Fripp Associates, Inc Architects and Engineers,Charlotte, NC, was present at this meetingThe County Manager presented a suggested five year Capital Outlay Expendi-ture Budget for the boards review and study This suggested budget includesthe new jail-courthouse annex project and the Selma School project The CountyManager stressed that neither project can be done in one yearIn discussion the County Manager stated, in his opinion, the county coulddo the courthouse annex project over the next three to four years without a taxrate increase The board discussed these capital outlay expenditures at lengthand strongly - emphasized they do not want to have to raise taxesIn further discussion, the board pointed out there -is no question the newcounty building is needed, the building is due ; public schools have a needfor capital outlay projects throughout the county,; and the State is pressing thecounty to do something about the overcrowded jai I The County Commissionersare faced with where to spend the limited amount of capital outlay fundsIt was stressed that if the county makes a commitment to build a newcounty building, this board will have to be firm in the future with requestsfor fundsThey recalled the fact that counties may be losing some tax revenue fromthe State and if this happens they may have to raise taxes as the demandson county government becomes greater and greaterBoard members indicated they are satisfied with the County Managersefforts and the architects presentation; and have no reservations with regardsto the project at this time The board agreed they are in accord to go aheadwith the project, however, felt there should be a full board to officially awarda contract for architectural services for the new county buildingThe Chairman stated the board would take official action first Mondayin February2 Library - Board Member to Represent CountyThe Chairman asked Commissioner John M Booker to represent the Boardof County Commissioners at Public Library board meetingsUpon a motion by Commissioner John M Booker, duly seconded by CommissionerJames W Cash and carried, the board adjournediorman C Denning, ChairmaEleanor N CreechClerk to the Board
