January 22, 1968 - Recessed1 2Fit width January 22, 1968Meeting of The Board of Commissioners, January 22, 1968The Board of County Commissioners reconvened in special session at 8 00 pm, January22, 1968, in the Commissioners Room at the Courthouse in Smithfield, with the following memberspresentH M Johnson, Chairman, J D Bailey, Adam J Whitley, Jr, and Norman C DenningAbsent Frank B HoldingThe following business was transacted1 Boarding Home - GeneratorsMr and Mrs Nathan Lassiter, operators of the County Boarding Home, appeared beforethe Board and advised the Board of the extreme situation they were confronted with duringthe recent ice storm Mr Lassiter stated that he was able to borrow an auxiliary generatorfrom the Civil Defense Department for use during part of the time that the current was offHe further stated that he managed to keep all the occupants in the rest home comfortableHe recommended to the Board that the County buy auxiliary generators for the Boarding Homefor use in future, similar situations, or other times when the electrical current is offMr Lassiter called to the attention of the Board the fact that the roof on theBoarding Home building is in a bad state of condition and that he had called it to the attentionof Mr Adam J Whitley, who had made an investigation Mr Lassiter expressed his appreciationto the Civil Defense Department and also to Commissioner Whitley for their cooperation duringthe above mentioned crisesThe Board of Commissioners expressed their concern in the matter and stated that itwould confer with Mr Broadwell, Director of Civil Defense, and see if generators could bebought by his department from the Federal Surplus Property Agency, as the County can notlegally purchase property from that agency The Board also advised Mr Lassiter that itwould look into the matter of repairing the roof on the Boarding Home building2 Survey and Plats - County Home PropertyW S Ragsdale, County Surveyor, presented to the Board plats of the County Homeproperty which he had prepared from a survey made, as he was directed to do at a previousmeeting of the Board Mr Ragsdale and Commissioner Whitley, who was to work with Mr Ragsdale,advised the Board that some timber had been cut off the County property through error, as theproperty lines were not clearly marked Mr Whitley stated that the timber was cut byMr Starling Johnson and that he felt that Mr Johnson would,be glad to pay for the timber thathe had cut off County property3 Paul Keller - AmbulancesW R Britt, County Attorney, advised the Board that Paul Keller, Director of JohnstonCounty Community Action, Inc, had called and told him that he had found three discardedambulances at Seymour Johnson Air Force Base in Goldsboro, which he felt would meet thespecifications as set out by the State Board of Health and that these ambulances could beobtained at no expense to the County Commissioner Bailey moved that Chairman Johnson, sincehe is a member of the Ambulance Committee appointed by the Board at a previous meeting,investigate the possibility of acquiring these ambulances and use his own discretion in thematterThe motion was seconded by Commissioner Denning and carried;i{ li31r555January 22 1968 Cont4 Letter - State Board of EducationCommissioner Bailey made a motion that W H Britt, Auditor, be directed to drafta letter to the State Board of Education stating that the County is in a position to supportthe establishment of an Extension Unit of the Community College System without handicappingother essential services or endangering the financial standing of the CountyThe motion was seconded by Mr Whitley and carried5 Central State Bank AccountCommissioner Bailey moved that W H Britt, Auditor, be directed to notify the NorthCarolina Association of County Commissioners that it opposed the question of the proposedCentral State Bank Account for payment of all public assistance recipients and medical servicevendorsThe motion was seconded by Commissioner Denning and carried6 Airport - Application for State FundsCommissioner Bailey moved that W H Britt, Auditor, be directed to make applicationto the North Carolina Department of Conservation and Development for state aid in support ofthe County Airport Program when Federal Aviation Administration grants have been applied forand approvedThe motion was seconded by Commissioner Denning and carriedUpon a motion made, seconded, and carried, the Board adjourned
