Home Health Week in Johnston CountyUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerJohn M Booker and carried, the following proclamation was adoptedPROCLAMATIONWHEREAS, the citizens of Johnston County have recognized anincreasing need to secure a comfortable quality of life for ourelderly and disabled citizens; andWHEREAS, many of our elderly and disabled desire to main-tain their dignity, individuality, and independence in their ownhomes and communities, for it is there that they receive the personal,loving support of family, friends and neighbors; andWHEREAS, many of these special citizens require medical andsocial attention which hinders them from maintaining a normal life-style; andWHEREAS, home care agencies assist in alleviating thisproblem by providing assistance through a broad multi - disciplinaryteam in the home, thereby decreasing or eliminating the need forlong -term institutional care; andWHEREAS, home care is a compassionate and cost- effectiveform of meeting this need for our elderly and disabled citizens intheir homes and communities;NOW THEREFORE, 1, Norman C Denning, Chairman, JohnstonCounty Board of Commissioners, DO HEREBY PROCLAIM the week ofNovember 30 through December 6, 1986, asHOME HEALTH WEEK IN JOHNSTON COUNTYto coincide with the celebration of HOME CARE WEEK IN NORTHCAROLINA and NATIONAL HOME CARE WEEK; andFURTHERMORE, that the County of Johnston expresses itssupport and appreciation of home care providers; andFURTHERMORE, that the County of Johnston commends alldedicated individuals who have devoted their careers to providinghigh quality home care services to its citizensThe Chairman commented, the Home Health Program is one of the finest programswe have, the hospital stays are shorter and it provides opportunities for nursesto visit the elderly in their homes2 Lease Agreement - Neuse Heritage CompanyThe County Manager explained to the board the county can lease propertyfrom Neuse Heritage Company located on Market Street and Front Street in the Townof Smithfield to provide parking for the courthouse project construction workersHe recommended that the board adopt a lease agreement32November 25, 1986 ContinuedAfter discussion of the prepared lease agreement, and upon motion by Commis -sioner Howard Benton, duly seconded by Commissioner James W Cash and carried byunanimous vote, the following lease agreement was adopted and the Chairman authorizedto execute sameNORTH CAROLINAJOHNSTON COUNTYL E A S ETHIS LEASE, Made and entered into this 25th day of November, 1986, by andbetween NEUSE HERITAGE COMPANY, a North Carolina corporation, party of the firstpart, hereinafter called LESSOR and THE COUNTY OF JOHNSTON, party of the secondpart, hereinafter called LESSEEW I T N E S S E T HThat Lessor, in consideration of the rents, covenants and agreements hereinaftermentioned to be kept and performed by the Lessee, does hereby lease to the Lesseethe property described as followsA parcel of land containing 185 acres located on Market Street and FrontStreet in the Town of Smithfield, and is designated as Parcel No 3 and Parcel No4 on plat entitled, Survey for William A Dees, Trustee, 100 Block, Market Street, which plat is recorded with the Johnston County Register of Deeds in Book 27 at page301And being a portion of the property described in Book 809, page 377, Registryof Johnston CountyTO HAVE AND TO HOLD the above described premises together with the privilegesand appurtenances thereunto belonging, unto the Lessee for the period, term, andconditions as follows1 The term of the lease shall be for a period of one year, beginning December11 1986 and ending on the 30th day of November, 1987 unless sooner terminated ashereinafter provided2 The rent shall be 20000 per month, beginning on the first day of December,1986, and a like sum of 20000 per month thereafter during the term of this lease,payable on the first day of each month in advance3 This lease may be terminated by either party at any time during theterm of this lease by giving to the other party, at least thirty days written noticeof the intent to terminate the lease, provided said party desiring to terminate hascomplied with the terms and conditions of the leaseI4 Lessee agrees that the leased premises will be used solely as a parkinglot for automobiles, pickup trucks, vans, and similar types of motor vehicles andagrees that no trailers, mobile homes, tractors, construction equipment or large machinesused in construction, and such_ types of equipment or machinery will be parked orstored thereon5 Lessee agrees and does hereby release Lessor from any and all liabilityfor damage or injury that might occur to_ any person, firm, or corporation as a resultof their use of or the Lessees use of said premises as a parking lot6 Lessee agrees that at all times during the term of the lease, it w i l l keepthe premises in a good state of repair and free from any litter or such debris asmight detract from a good appearance of the premises as a parking lot7 Lessee, upon the termination of this lease, w i l l remove from the premisesany fences, signs, or anything else placed upon the premises while it was beingused by the Lessee as a parking lot and will clean the premises and place it inas good condition as it was at the beginning of this lease8 Lessor agrees to pay all property taxes and assessments levied againstthe property during the term of the lease9 Lessee agreesthat the screening on the north side of theproperty, whichscreens the property fromresidences located on Bridge Street,includingtrees, shrubberyand such, shall not beremoved or disturbed in any way,but leftin the conditionthat they now are10 If Lessee shall pay the rent and perform andobserveall of the othercovenants and conditionsto be performed and observed byit hereunder, Lessee shallat all times during theterm of the lease have peaceable and quietenjoyment of thepremises without interference from the Lessor and any personlawfullyclaiming throughthe LessorI33November 25, 1986 ContinuedN TESTIMONY WHEREOF, said parties have executed this contract- in duplicateoriginals, one of which is retained -
