Mr Smith was advised by the Board that his request would be passed on to the properauthorities548Januar 2 1968 Cont6 Request Pay Increase - Bennie HicksHoward Stultz with the Johnston County Health Department appeared before the Board andadvised that Sanitarian Bennie Hicks had been offered a position with the City of Rocky Mount,at a substantial increase over what he is being paid by the Johnston County Board of HealthMr Stultz explained that in order to keep Mr Hicks, he was requesting an increaseof 5200 per month, and that there was a possibility that this would not keep him Mr Stultzalso asked the Board to consider an increase in pay for all sanitariansThe Board took no action7 Courtroom Committee ReportClerk of Superior Court, James C Woodard, Commissioner Adam J Whitley and W H Britt,Auditor, a committee appointed at the last regular meeting of the Board to study the needs andrequirements of additional courtroom space, reported that they, with the assistance of Mr HarryMcGee, Architect, had surveyed the space relative to courtroom facilities in the old HeraldBuilding Mr Woodard presented to the Board a sketch that he had drawn of the building, settingout courtroom space in the upstairs floor and office space in the lower floor, which was approvedby theappointed committeeMr Woodard further stated that these recommendations would of course, have to meetwith the requirements of Judge Huskins, Administrator of the Court Reform System The Boardinstructed Mr Woodard to get in touch with Judge Huskins and explain the plans to him andreport back to the Board during the day Mr Woodard did this and reported to the Board thatJudge Huskins stated that he felt these plans were very inadequate as the building was tosmall, and also he felt that Johnston County could do betterAfter hearing this report from Mr Woodard, relative to his conversation with JudgeHuskins, the Board directed Mr Woodard to take a set of his plans to the office of Judge Huskinsand go over them with himThe Board of County Commissioners thanked Mr McGee for his help and cooperation inworking with the committee8 Television Set for Agriculture BuildingCounty Extension Chairman, C W Tarlton explained to the Board that his departmentat times had need for a television set, he stated that he could purchase a good used set for50, and that he had a used typewriter in his department that he could sell for 50, and askedthe Board to allow him to sell the typewriter and purchase the television set with the proceedsCommissioner Denning moved that Mr Tarlton be authorized to sell the typewriter andpurchase the televisionMotion seconded by Commissioner Bailey and carried9 Road - John McLambMr John McLamb and his sister, Mrs John William McLamb from Banner Township camebefore the Board requesting that service road # 1174 with priority rating of # 65 be pavedMr McLamb explained the dangerous condition of the road and stated that school buses traveledthis road and there were fourteen 14 dwellings on it „The Board explained to Mr McLamb the state priority rating program for paving andassured him that they would contact Mr W H Pridgen, District Engineer and request that hemake all possible improvements10 Funeral Directors - Ambulance ServiceKenneth Baker of Underwood Funeral Home, Elton Parrish of Bailey Funeral Home, HiramRose, Rose Funeral Home, Walter Sanders, Sanders Funeral Home and James Pittman, Pittman -LongFuneral Home, all members of the Johnston County Funeral Directors Association, met with theBoard and explained that they could not legally furnish ambulance service any longer than the10th of January, 1968, and requested the Board to give serious consideration to methods ofcoping with this situation It was pointed out to the Board of Commissioners that dulyauthorized representatives of the State Board of Health could issue temporary permits forvehicles not meeting required standards valid for a period not to exceed sixty 60 days, whenit determined the public interest would be served therebyAfter further discussion, Commissioner Denning made a motion that the Board of CountyCommissioners ask for a sixty 60 day extension for all Funeral Directors in the County, ashe felt that it would be in theinterest of all served thereby, and WH Britt, Clerk wasauthorized to write for sameMotion seconded by Commissioner Bailey and carriedrtsfr;°^-44January 2, 1968 Cont11 Ambulance Service - Micro Fire DepartmentW H Britt, Clerk presented to the Board a letter from Carl Smith, Chief of the MicroFire Department, requesting that all moneys collected from the special Levy in the Micro FireDistrict be sent to the department as soon as possible Clerk Britt explained to the Boardthat it would be necessary for it to appoint a three man committee, one to be treasurer, tobe responsible for the disbursement of these special funds, and that the treasurer should bebondedCommissioner Denning informed the Board that he would see Mr Smith in the next fewdays and he would explain the requirements to himit15 Alphonso Eason BondCommissioner Bailey moved that the Surety Bond of Alphonzo Eason be approvedPrincipalTownshipSuretyAmountAlphonzo EasonWildersThurman Oneal 20000Commissioner Holding seconded the motion, which carried16 ReportsThe following reports were filed with the BoardM W Knott Electrical InspectorHarper Godwin Tax CollectorC W Tarlton Extension ChairmanEleanor Hooks Librarian writtenEdith Park, Director Welfare DepartmentRubert Barbour Dog Warden17 Grand Jury ReportREPORT OF GRAND JURYTHE HONORABLE JUDGE MAURICE BRASW ELL PRESIDINGWe wish`to thank the Honorable Judge Braswell, the Solicitor, Sheriffs Department,Clerk of Court, Mr Stephenson and all others for assistance they have rendered in bringingbefore the Grand Jury certain information needed-in passing on- all bills of indictment tothe best of our knowledgeAll jails in the County have been visited The Selma, Kenly, Pine Level, Benson, andPrinceton jails are in good condition The Clayton jail was in excellent condition TheJohnston County jail is in need of warm water for showers and shaving of the prisoners Werecommend when the heating system is not working the prisoners have sufficient blankets TheGrand Jurors have followed up on the schools and most complaints have been corrected Thekitchen in Smithfield lunch r oom has been greatly improved; although we recommended the garbagesituation should have immediate attention The Richard B Harrison School has been improvedThe vestibule grating has rusted out and leaving dangerous jagged edges The seating areaon activity field is in need of repairsThe Selma Primary School during heavy rains has a problem with water running throughthe hall and into a class room We recommend this problem to have prompt attentionAgain we recommend the hole in the ceiling of Court Room be repaired and walls paintedSpecial thanks to Mrs Coats for her splendid work as secretary for the Grand JuryThis the 5th day of December, 1967Paul GodwinForeman18 ResolutionCommissioner Adam J Whitley made a motion that the following resolution be adoptedand a copy mailed to Mrs Floyd C Price, Sr, and that a copy be spreadupon the minutes ofthis meetingRESOLUTIONHonorable Floyd C Price, Sr, died Wednesday, December 27, 1967, at the age ofseventy -eight years His death was a great loss to the people of Johnston County Mr Priceserved with great distinction as a member of the Johnston County Board of Commissioners from1950 until 1962 His service as County Commissioner was of the highest type and was inkeeping with the finest traditions of American public service He was a successful merchant,a good neighbor, a devoted husband and a respected father His entire life reflected greatcredit to himself and to his familyNOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Johnston County at itsregular meeting on January 2, 1968, that an expression of our appreciation for the fine servicerendered to Johnston County by Honorable Floyd C Price, Sr, be made to his devoted wife andchildren with our sincere memory of them in their great loss and sorrow at this time A copyof this Resolution will be spread upon the minutes of the Board and a copy sent to Mrs FloydC Price, SrJ Dobbin BaileyNorman C DenningFrank B HoldingAdam J WhitleyCommissioner J D Bailey seconded the motion which carried19 Community Action, IncPaul Keller, Director of Johnston County Community Action, Inc came before the Boardand made a report of the progress being made by his department20 Bid Library PropertyCommissioner Bailey made a motion that W H Britt, Auditor be authorized and directedto place a bid of 15,00000 on the library property, which is tobe sold January 12, 1968Commissioner Denning seconded the motion which carried76y -kfkh IEi21 Property Lines - County Home PropertyCommissioner Whitley advised the Board that he had had complaints fromp ? - ? property ownerswho had property adjoining the County Home property, as to the line location, especially onthe Northwest sideCommissioner Holding made a motion that the County Surveyor be authorized and directedto run the lines of the County Home property, and that the lines be well marked He furthermoved that C W Tarlton, Extension Chairman and Commissioner Adam J Whitley, Jr, bedirected to work with the surveyor in any way possibleCommissioner Bailey seconded the motion which carried22 Bond SpecificationsCommissioner Bailey made a motion that W H Britt, Auditor be authorized anddirectedto draw up plans and specifications for a surety bond package deal for all County employees,whereby surety bonds could be purchased at a lower rate and report to the Board at a laterdate just what progress had been madeUpon a motion made by Commissioner Norman C Denning and seconded by CommissionerJ D Bailey, the Board recessed; subject to call,
