Previous page1 2Fit width55Meeting of the Board of Commissioners for the County of JohnstonDecember 13, 1968IThe Board of County Commissioners met inspecial s ssion in the Commissioners Roomin the Johnston County Courthouse, Smithfield, North Carolna, December 13, 1968, at 930A M, with the following members presentJ,D Bailey, Chairman, Norman C Denning, Frank B Holding, Adam J Whitley, Jr,and Freddie AdamsAt the request of Chairman Bailey, Commissioner Adam J Whitley, Jr, opened themeeting with prayerThe following business was transacted1 Water and Sewer Lines - Town of BensonHoward B Benton, Mayor of the Town of Benson came before the Board with plans forthe laying of water and sewer lines from the Town of Benson, south of the town, to a con-struction site The plans presented by Mayor Benton required an increase in the cost of theoriginal plan due to re- routing of some of the linesThe Board after discussing the matter with Mayor Benton agreed to go along with hisrequest and as a result, the following resolution was adoptedR E S O L U T I O NUpon a motion of Commissioner Norman C Denning, and seconded by Commissioner FreddieAdams, the following resolution was adoptedRESOLVE, that the County of Johnston will assume the necessary expenditure up to96,05300 for actual cost of the installation of water and sewer lines running from thecorporate limits of the Town of Benson to manufacturing site, near Benson, plus accrued interesat the rate of six 6 percent simple interest, until this obligation is paid, said expenditureto come from ABC Funds when received and appropriated by the Board of Commissioners ofJohnston County2 Fees to TownsCommissioner Frank B Holding moved that the Board of County Commissioners instructW H Britt, Auditor, and J Narvin Creech, Treasurer, to pay to the Towns of the County,namely Princeton, Four Oaks, Clayton, and Kenly, where magistrates are located, all fees thatare turned in to the County by these magistrates, with the hopes that,the towns will provideadequate facilities for the courtsMotion was seconded by Commissioner Norman C Denning and carried3 Overtime - CSCCommissioner Frank B Holding moved that James C Woodard, Clerk of Superior Court,and each employee of his department be paid for three 3 days overtime work during thetransition from County to State administration under the Reformed Court System and that theAuditor and Treasurer be directed to pay same at regular salary level and that the necessaryfunds be transferred from other appropriations in the Clerk of Superior Courts 1968 -69budgetMotion was seconded by Commissioner Norman C Denning and carried unanimously4 Moving of Tax Collectors DepartmentCommissioner Adam J Whitley moved that the Department of Tax Collector be moved tothe former Federal Land Bank Building on Johnston Street, which was recently acquired by theCountyMotion was seconded by Commissioner Freddie Adams and was carried5 Moving of Sheriffs DepartmentCommissioner Adam J Whitley, Jr, moved that the Sheriffs Department be moved fromthe basement office in the Courthouse to the office space now being occupied by the TaxCollectors Department, as soon as the Tax Collectors Department moves to its new locationMotion was seconded by Commissioner Freddie Adams and carried unanimously6 Repairs to Federal Land Bank BuildingThe Board authorized Commissioner Whitley and W H Britt, Auditor, to proceed withrepairs to the Federal Land Bank property on Johnston Street and cause to be installed adrive -in window7 Drainage - Riverside Baptist ChurchCommissioner Freddie„ Adams brought to the attention of the Board that Riverside, BaptistChurch in Bentonville Township had what he determined as a drainage problemDecember 13 ,, 1968 ConAfter a discussion of this matter, Chairman Bailey appointed Commissioners Norman CDenning and Freddie Adams, and W R Britt, CountyAttorney to contact the StateHighwayCommission with the hope of obtaining some relief of the drainage problemUpon a motion by Commissioner Frank B Holding and seconded by Commissioner NormanC Denning the Board adjourned 010-
