1 3Fit widthAugust 5, 1968The Johnston County Board of Commissioners met in regular session in the SuperiorCourt Room of the Johnston County Courthouse, August 5, 1968, at 11 oclock A M with thefollowing members presentH M Johnson, Chairman, J Dobbin Bailey, Frank B Holding, Norman C Denning, andAdam J Whitley, JrAbsent NoneThe following business was transacted1 Schedule B LicensesUpon the recommendation of Harper Godwin, Tax Collector, Commissioner Norman Denningmoved that the following resolution be adoptedWHEREAS, it is provided in Chapter 158, Public Laws of 1939, in an act entitledRevenue Act of 1939 , under Article II Section B, License taxes of said Chapter, as amended,that the counties of North Carolina or any of them may impose and levy a county license orprivilege taxes for the privilege of carrying on the business exercises, exercising theprivilege of doing the act named therein, beginning, June 1, 1968 and ending May 31, 1969WHEREAS, the County of Johnston, a body corporate and politic in the state of NorthCarolina, by and through its Board of Commissioners,, desires to impose and levy said licensesand privilege taxes in Johnston County for the said tax year 1968 -1969, in strict accordancewith the provisions of said Article II, Schedule B and to impose and levy said taxes, andto require reasonable reports from distributors in order to make the tax levy and collectioneffective, in amounts to full extent and limit authorized under said Article II, Schedule BNOW THEREFORE, did resolveThat the Board of Commissioners of Johnston County do hereby impose and levy in andfor the County of Johnston, North Carolina, for thetax year beginning June 1, 1968, andending May 31, 1969, licenses and privilege taxes provided for and authorized under theprovisions of Article II, Schedule B of Chapter 158, Public Laws of 1939, as amended, andwhich under said Article the Counties of North Carolina are authorized and empowered to impose,levy, collect and require reasonable reports from distributors in order to make the tax levyand collection effective; and did resolve further, that said Board of Commissioners doeshereby impose, levy, and require reasonable reports from distributors in order to make thetax levy and collection effective in amounts to the full extent and limit authorized undersaid Article II, Schedule B Commissioner Bailey seconded the motion, which was carried2 Medical Bills- G R BrittAt the request of Harper Godwin, Tax Collector, Commissioner Norman Denning movedthat G R Britt, Deputy Tax Collector, be reimbursed the amount of 22500, medical andhospital expenses incurred as a result of the assault upon him by E R TempleThis reimbursement is with the understanding that if any part of the 22500 isrecovered from any source, it shall be turned over to the County TreasurerThe motion was seconded by Commissioner Bailey and carried unanimously3 StanleyInsurance AgencyIn response to the following letter from R F Stanley,Insurance Agency, CommissionerFrank B Holding moved that R F Stanley Insurance Agency-be added to the list of agents nowreceiving commissions on insurance written for the County, and that Max G Creech InsuranceAgency be notified of the Boards actionJuly 11, 1968Mr W H Britt, AuditorCounty of JohnstonSmithfield, North CarolinaDear Mr BrittThis is to inform you that I now have a general insurance agency with office located inSmithfield, North Carolina I would like for my agency to be added to the list of agentsnow receiving commissions on insurance written for the County of Johnston Also, I wouldlike to receive notice of any bids for insurance to be written for the County in the futureYour assistance in this matter will be greatly appreciatedVery truly yours,R F Stanley,Stanley Insurance AgencyR FS bmcc¦118kitAugust 5 1968Motion seconded by Commissioner Adam J Whitley, Jr, and carried unanimously4 Quit -Claim Deed - CoonsboroJessie Shepard and several others from Coonsboro neighborhood of Selma Townshipappeared before the Board with a petition requesting that a path connecting Highway N C 96with S R # 1936 be added to the Secondary Road System of the State Highway Commission formaintenance This path was described as being about 4 of a mile on which there were fouroccupied homes and a churchCommissioner J Dobbin Bailey moved that the Board -of Commissioners approve thepetition and that it be forwarded to the State Highway Commission in Wilson, with the Boardsfavorable recommendationCommissioner Denning seconded the motion which was carried6 Leave of Absence - Mrs GrayIt was moved by Commissioner J Dobbin Bailey and seconded by Commissioner Norman CDenning and ordered that Mrs Opal Whitley Gray be granted a leave of absence from her dutiesat the Johnston Memorial Hospital, as of May 9, 19687 Insurance - County - CarsThe Board was presented with a Fleet Insurance Policy from Max G Creech InsuranceAgency which provided coverage for the seven County owned cars of the Sheriffs Departmentfor liability, collision, and comprehensiveAfter reviewing the policy and its provisions, Commissioner °Frank, B Holding movedthat the policy be returned to the agency and ask that the collision and comprehensivecoverage be deletedCommissioner Norman C Denning seconded the motion which carried unanimously8 Advertise - GasolineCommissioner J Dobbin Bailey moved that W H Britt, Auditor, be authorized anddirected to advertise for bids for gasoline to be used by the cars operated by the SheriffsDepartmentCommissioner Adam J Whitley, Jr seconded the motion which carried 9 Employment - BrixhoffC W Tarlton, Extension Chairman, presented Sylvia Pearce Brixhoff and recommendedher employment to fill a vacancy on the Home, Economics staff caused by the resignation ofMrs Anna Herring CoxCommissioner Frank B Holding moved that Mrs Brixhoff be employed, upon Mr Tarltonsrecommendation, effective September 3, 1968, at a salary of 27591 per month The motion wasseconded by Commissioner Norman Denning acid carried unanimously10 Resignation - HildrethThe Board was presented a letter of resignation from Mrs Joyce Hildreth, AssistantHome Economics Extension Agent, effective August 31, 1968Commissioner Frank B Holding moved that the resignation of Mrs Hildreth be acceptedThe motion was seconded by Commissioner Adam J Whitley, Jr and carried,11 Road Petition - ExtensionCommissioner Frank B Holding moved that the Board of County Commissioners requestthe State Highway Commission to prepare an extension of the Secondary Road Paving Programin Johnston County This extension to include plans for hard - surfacing Secondary RoadNo 1124, Priority No 32, located in Meadow Township, as soon as additional State fundsare allocated for Johnston County projectsCommissioner Norman C Denning seconded the motion, which carried unanimously18 Advertise - Rescue Squad VehicleWilson Broadwell, Civil Defense Director of the County, advised the Board that he hadprepared specifications for rescue squad ambulance -type vehicles and asked that the Boardadvertise for bidsCommissioner Frank B Holding moved that the Board authorize and direct W H Britt,Clerk, to advertise for bids as set out in the specifications; drawn by Mr Broadwell, saidbids to be opened at the next regular meeting on Tuesday, September 3rd at 3 00 P MCommissioner Bailey seconded the motion which carried19 Paint - Welfare OfficesCommissioner Holding moved that W H Britt, Auditor, be authorized to get Mr D WJones to paint the offices in the Welfare Building, previously occupied by E V Wilkins andAustin Stevens, the cost to be 160 for one coat or 260 for two coatsCommissioner Adam Whitley seconded the motion which carriedUpon a motion by Commissioner Denning and seconded by Commissioner Frank B Holding,the Board recessed until 8 00 P M, August 16, 1968, to meet in the Auditors office for thepurpose of opening gasoline bids
